A piquant situation at Centre
A piquant situation has arisen in the Government of India (GOI) as the Defence Secretary Shekhar Dutt is serving under his junior i.e. K M Chandrasekhar who has assumed the charge of Cabinet Secretary on June 13, 2007.While, Shekhar Dutt is an IAS of the 1969 batch, Chandrasekhar belongs to the 1970 batch. Such a situation will continue at least till July 31, 2007, when Dutt would superannuate.

CGHS System!

I share Shashank's anguish about the low depths to which the CGHS has sunk. Surely the bureaucracy must be having some honest, efficient, and caring officers who can lift the organisation out of its present morass - if not then all is lost, and the CGHS might as well be given an (in)decent burial, as it has apparently meandered from the very purpose for which it was created!! Surely swindling the Exchequer was not part of the charter envisioned by the founders!!
He has rightly pointed out that the fault lies at the top - senior bureaucrats who take all the advantages of the CGHS while not caring for subordinates. How things have changed - less than two decades ago, it was the seniors who always set the right example, and every system functioned. In our growing up experience, it was ingrained in us that loyalty was always a downward imperative, from senior to the junior - the reverse was an accepted fact. In addition it was leaders/seniors who set the course of an organisation - whether good or bad!!
It proves the point that is being made that, whether in the Civil Services or in the Military, the prime reason for the mess that these institutions are in, and for despondency in the lower cadre, is the serious dilution in quality, honesty and upright conduct of the higher echelons.
Now, is there a solution to all this - I believe YES there is. We have seen that it just takes a few good men to set any system right. Many honest bureaucrats in Districts have proved the point, just as many upright soldiers keep the system ticking. May this breed, of unfortunately dwindling professionals, be augmented by men of character, for we cannot expect our neighbours to provide them!!

Do we have concept of seniority or juniority ?

I saw a mail regarding IRS officer reporting to junior officer. I want to ask from the gentleman that do we have any seniority or juniority concept in services. Every service has its own hierarchy. One cannot say that a 1999 batch of RPF/CRPF is senior to 2002 batch IPS as both are different service. It is purely based on posting and not on the basis of examination. I would like to ask this gentleman if there is any IDES officer of 1976 batch is posted as DDG(SAG) in some ministry as 1980 batch IRS in Commissioner or Chief Commissioner rank.....would the IRS officer give him proper salutation....I dont think it will happen. So again I will request my good friend that they should not look beyond what is assigned to them. They should concentrate on what is meant for them. A system is there and whether they like it or not they have to live with it. Rather than wasting their time in thinking these things they should devote some time in improving their works and results.

Do not single out IRS officers ?

It is not necessary to single out IRS officers for reporting to officers junior to them. When IAS/ IFS officers try going on UN/ multilateral body/ international civil service deputation, they actually go at levels far lower than their seniority would entitle them to, and which no white person would take a second look at. So do the Army wallahs when on deputation to Ministry of External Affairs. So do the IPS folk, when in RAW, report to IFS officers who are junior to them. Why even empanelment of other services to joint secretary to government of India is done, throwing all norms to the winds, six years after the IAS officers of their batch! It's really apartheid which is at work the world over (and of course, in India), only, the form is different (but some time or the other, it affects those who practice it themselves as well)!

Try this system-fifty fifty !

There is a very strong case for reversing the unstated quota enjoyed by the IAS over all top posts in Government though these posts are open, "central staffing" posts and not meant for the IAS or any other service. A beginning can be made by reserving 50% of the top posts for services other than the IAS recruited through the same examination like the Indian Foreign Service, Indian Police Service, Indian Revenue Service, Indian Audit and Accounts Service, Indian Postal Service, Railways Services etc; technocrats, economists of repute and standing, media people of undisputed ability etc. This will introduce competition and ensure that the country has a wider talent pool to choose from. It will also ensure diversity of experience in governance.

They deserve a grateful salute

It is well said by Maj Gen Sindhu about the tough and hostile conditions faced by our men in uniform. The nation remembers these brave souls only when a calamity looms over our head. Having regard to the adverse factors that these men are experiencing, there is nothing wrong if they harbour a little greed (hunger for money)!! After all, they too are human. Remember, these are the men who remain awake in their bunkers so that we can peacefully sleep in the air-conditioned comforts of our home. They do deserve a grateful salute, even in times of peace because they are the ones who ensure peace prevails !!
