Fall out of mismanagement in UPA Mismanagement of its allies by the UPA in run up to the Presidential poll will see a massive turmoil. Secretary who is a bit junior to him is not too bizarre. Why it is being
reported is that the IAS has created a system and popular perception
where it seems piquant. In the days of the ICS, most people retired
as Collectors (the more senior the Collector, the larger District he
held), and quite a few very senior men reported to Commissioners who
started junior to them. The Secretariat was invariably manned by officers
junior to these senior Collectors. This had its own pitfalls, the seniors
often did not exactly listen to the juniors and gave their own advice
and the advice of these seniors was respected. The IAS has become even
more heaven born than the ICS and keeps talking of the system as it
is and any thought of any change is anathema to this status quoist lobby
of vested interests. Rajendra Singh Do not change the nomenclature IFS is a recognised All India Service duly approved by the Indian Parliament. Its nomenclature can't be changed to IFoS.
