What a galaxy in Cabinet Secretariat !
In the quiet chambers in a corner of Rashtrapati Bhawan, the mandarins of Civil Service slog and burn midnight oil pouring over voluminous Cabinet Notes, Policy Papers, Agenda for Committee of Secretaries etc. This is the Cabinet Seretariat, truly anonymous back-bone that services the Cabinet. K M Chandrasekhar, Kerala (1970), has just taken over as Cabinet Secretary. He has ably handled trade policy negotiations at Geneva as India's Ambassador to WTO and as its Chief Negotiator. His colleagues are a highly qualified lot.

Four out of Six senior officers have Phds from reputed Universities. Secretary Co-ordination Dr Renuka Viswanathan (1971 Karnataka), has a PhD in Economics from France. Three of the four Joint Secretaries have Doctorates: Dr C S Kedar (1979 Karnataka), has a PhD from Mysore; Dr Satish Agnihotri (1980 Orissa), has a PhD from East Anglia, UK; Dr A R Sihag (1983 HP), has a PhD from Cornell, USA. This only leaves out the Additional Secretary Vijay Sharma (1974 UP) and Rajive Kumar (1981 UP) . Curiously not only both of them from UP Cadre, but their spouses
are "Dr"s. Dr. Rita Sharma (1974 UP) has also a PhD from Cornell University. Kumar's wife is a medical Doctor.
The story of spouses does not end here and is quite astounding,. The spouse of Dr Renuka Viswanathan is also a PhD (Dr R.Viswanathan, Retired DGP, IPS 1966); the spouse of Dr Sihag has a PhD too (Dr Bharati Sihag JS Commerce; 1983 HP). A marvellously qualified group of officers in Cabinet Secretariat really.

Empanelment of 36,1974 batch IAS officers
Altogether 36 IAS officers have been empanelled to the rank of Secretary in the Government of India. Six 1974 batch IAS officers get equivalent rank
Six 1974 batch IAS officers have also reportedly been empanelled to the rank equivalent to the Secretary in the Government of India. Besides 36 officers have been empanelled to the rank of Secretary.

Satya Prakash empanelled in GoI
Principal Secretary Home in Madhya Pradesh Satya Prakash has been empanelled to the rank of Additional Secretary in the Government of India during the last review meeting. He is 1977 batch IAS officer.

Sudip Banerjee resigns from MACT ,Bhopal
Sudip Banerjee has resigned from the post of chairman of the Maulana Azad College of Technology (MACT), Bhopal. He is retired 1971 batch IAS officer of Madhya Pradesh cadre.

Verghese George has left India Today to join the Indian Express as Chief of the Bureau.

ADGs to replace IGs
ADGs are likely to replace IGs in three places including Chandigarh, Andaman and Nicobar and Pondicherry. The MHA is learnt to be contemplating to do so shortly.

IPS having similar career graph
There are at least four 1987 batch IPS officers whose career graph is parallel i.e. they have been promoted almost simultaneously on same posts in their respective states. These 1987 batch officials are SD Negi( Sikkim), C Sitarami Reddy (Punjab), Sunil Kumar( Bihar), and Sanjeev Singh (Madhya Pradesh).

Who will succeed Swamy in Mumbai ?
Consequent to the promotion and transfer of A Swamy as General Manager, NF Rly, rumour mills are rife with speculation about the new incumbent for the post of Chief Personnel Officer in Northern Railway HQ, New Delhi vacated by him. While the IRPS lobby would very much like to see an IRPS officer on that post, rumours have it that much against their wishes the post is again set to go to an outsider- probably an IRTS officer. Is there any link to the fact that the post of Member Staff in the Railway Board is also manned by an IRTS officer? Only time will tell.

Why the post of PPV lying vacant ?

A high level enquiry will reveal the role of the mandarins of Plant varieties and Farmers rights authority for deliberate attempts not to fill up the post of Registrar General of the authority. The post had been advertised in the newspapers and list of competent officers short listed twice (yes and not once), by the Cabinet secretary and the relevant ministries is gathering dust in the Authority at the behest of Multinational Companies and corrupt officials. Will Agriculture Minister Sharad Pawar and PMO take notice of it?? It is interesting to note that since the constitution of the authority in 2005 the post has never been filled up.

It's funny debate about IFS

It is a very funny debate about IFS acroname. This should be used by Indian Forest Service. Historically it has been used for the Forest service since 1865. The name IFS belong to Forest service and the individual serving in the department should look into it. DoPT should be using IFS for the Forest service.

Indian Forest Service is IFS

Srivastava is quite right in saying that IFS is an All India Service, well entrenched by now (39 years old). IFoS is used in LBS Academy Mussoorie during Foundational Course (held for all the Services) for limited purpose of drawing distinction between the officers of this Service (AIS) and the Indian Foreign Service (Central Service) which is limited to the duration of this common Course only. Use of the abreviation IFoS thereafter for this All India Service is neither called for nor would it be correct because the mention of State with year of allotment i.e KK Gupta, IFS (HP:71), automatically signifies clear cut distinction from the Indian Foreign Service which being a Central Service, the officer belonging to this Service can only have his year of allotment (and not the name of the State) suffixed to his name.

That is right. The distinction is AIS and Cental Service. Similar nomenclature is use in LBS for differentiating the two IPSs, Police and Postal. In actual practice, the name IPS continues for both. another example is ITS for trade and Telecommunication services. Former is Civil Service and latter is Engineering service.

Indian Forest Service is 100 year old

Yes, i agree. The Indian Forest Service is more than 100 years old and rightly deserves its nomenclature as IFS and not IFoS. The change should be made in the nomenclature of Foreign Service.

Indian Foreign Service was constituted in 1948 with the acronym IFS. It is therefore the 'REAL' IFS. Any other service can call itself by that acronym, but it will remain an upstart.

Talk of Inter-Service rivalries is a farce

I think the whole talk of inter service rivalries is a big farce. It is the self interest which governs the relationship. When you have so many family relations (brothers, parents, in-laws, spouse etc. ), under the same roof in present times, it hardly has any relevence. It is the disgruntled elements in the services who for their self-interest raise this bogey. They stoop down to any level for their work forgetting their self esteem and service affiliations. Thereafter they talk about parity, fraternity etc. It is ridiculous and matter of laugh. It is one's professionalism and stature which matters at the end of the day. But, because of such creatures, entire service is looked down upon and seen as inferior service by outsiders. It is true that one should raise issues for just and Equitable distribution of power and other should also reciprocate for mutually beneficial relationship keeping the animosity behind. Outsiders are watching us with interest and they laugh at us. We all bureaucrats should not wash our dirty linen in public. The intelligent and mature members of all services should identify such rotten apples found in every service and discipline them. More inter services get togethers be organised at all time. If not done right now, we all bureaucrats will be doomed forever.

It is luck that matters

This has a reaction to the writing of Yashraj in forum on 14.06.07. Whatever has he said is not correct. The most developed countries have no Administrative Service. Does US has? Is India more developed? Scrap such service. India will progress. The coaching centre and other Advertise for IAS as people have seen them enjoying power, getting promotion and minting money by the method best known to them. Give these facilities to any other service, the coaching center will write name of the said service. If the IAS and other service officers are asked again to appear the exam it may so happen that the IAS may not get IAS and other service officer may get? This indicates it is the luck which mattered. Hence don't feel superior friends. You are to serve people as the S in IAS stand but you want people to serve you. How much foreign visit they make vis-a-vis others? How much the country benefited from such visit? Is there any mechanism in India to evaluate is? How much revenue they earn and how much they spend? What is needed is that the IAS should adopt the formula of live and let live. They should think of the others and should not grab all opportunities in state and center? Sorry.

Shekhar Dutt is above all

What is piquant about the situation. Shekhar Dutt is far above anyone in the IAS hierarchy. The batch seniority goes in the background at such high levels. He is incomparable with any one. With his wonderful and uncontroversial term as Defence Secretary, no other IAS officer can stand before his credentials. It is the government's loss not to make him the Cabinet Secretary
