Now transfer policy for Indian Postal Service
The Department of Posts has at last decided to prepare and circulate a tenure transfer policy for Indian Postal Service Group-A Officers. Till now the Department did not have any policy. However due to a spate of applications received under RTI Act from its own officers, the Department has decided to finally bring to an end the era of arbitrary transfer/posting and to lay down rules.

Major Gen Soneja appointed for RTI
Maj Gen AC Soneja, VSM**, Provost Marshal at the Adjutant General's Branch, Integrated HQ of MoD (Army), DHQ Post, New Delhi - 110 011 has been appointed as the new appellate authority under Right to Information (RTI) Act 2005 for the Army HQ. Earlier this was vested with DG (DC & W) at the Army HQ. Henceforth Maj Gen AC Soneja will receive all appeals relating to the Army under RTI 2005.

NO system in India
This proves the point that there is NO justice in any system in India today - all that matters is how close you are to some political heavyweight, or some senior "babu", and every procedure is thrown out of the window. Hard work & dedication are "passe", and meant for fools, in today's "rat race" for plum postings and promotions.
If one gets to the bottom of this IAS blokes case, you will find above observations to be true - no one misplaced his file for 12 years!! Besides, aren't the Swiss banks in Geneva - coincidence or not - "dal mein kala hai"!!
The Army, as it is, follows the system "you show me the face and I'll show you the rule" in its promotion to higher ranks - I'm glad to see (in a perverse way) that the IFS and IAS are also prone to this "Dhritrashtra" syndrome!!
More power to these "creamy" layer gentlemen, for they seem to be the one's "inheriting the kingdom of heaven", and not the simple folk who toil to keep our country afloat!

This is a tricky situation. (1) If an Officer is transferred and he has received the transfer memo also, should he go on so called hurried last minute tour & visits which is more like sight seeing trips to choice places in the garb of official visits ? (2) Should the officer issue transfer/posting orders of his subordinates and thus adjust his favourites before relinquishing charge. What are views of our illustrious readers ? Will it be considered ethical ?
