Indian Foreign Service: A Backgrounder

The origin of the Indian Foreign Service can be traced back to the British rule when the Foreign Department was created to conduct business with the "Foreign European Powers". In fact it was on September 13, 1783, when the Board of Directors of the East India Company passed a resolution at Fort William, Calcutta (now Kolkata), to create a department, which could help "relieve the pressure" on the Warren Hastings administration in conducting its "secret and political business". Subsequently known as the "Indian Foreign Department", it went ahead with the expansion of diplomatic representation, wherever necessary, to protect British interests.In 1843, Governor-General Ellenborough carried out administrative reforms under which the Secretariat of the Government was organized under four departments - Foreign, Home, Finance and Military. Each was headed by a Secretary level officer. The foreign department Secretary was entrusted with the "conduct of all correspondence belonging to the external and internal diplomatic relations of the government". From the very beginning, a distinction was maintained between the "foreign" and "political" functions of the Foreign Department; relations with all "Asiatic powers" (including native princely states of India during the British Raj) were treated as "political" and with all European powers as "foreign". Although the Government of India Act, 1935 sought to delineate more clearly functions of the "Foreign" and "Political" wings of the Foreign Department, it was soon realized that it was administratively imperative to completely bifurcate the Foreign department. Consequently, the External Affairs Department was set up separately under the direct charge of the Governor-General. The idea of establishing a separate diplomatic service to handle the external activities of the Government of India originated from a note dated September 30, 1944, recorded by Lt-Gen T. J. Hutton, Secretary, Planning and Development Department of the Government. When this note was referred to the Department of External Affairs for comments, Mr Olaf Caroe, the Foreign Secretary, recorded his comments in an exhaustive note detailing the scope, composition and functions of the proposed service. Mr Caroe pointed out that as India emerged to a position of autonomy and national consciousness, it was imperative to build up a system of representation abroad that would be in complete harmony with the objectives of the future government. In September 1946, on the eve of India's independence, the Government of India decided to create a service called the Indian Foreign Service for India's diplomatic, consular and commercial representation overseas. In 1947, there was a near seamless transformation of the Foreign and Political department of the British India government into what then became the new Ministry of External Affairs and Commonwealth Relations and in 1948 the first batch recruited under the combined Civil service examination system of the Union Public Service Commission joined the service. This system of entry has remained the staple mode of intake into the IFS to this day.Unquote.Regards,

Authentic and Factual position about IFS

This is in the context of the comments offered by Rajagopal (Retd.IPS). The British Colonial Government created Imperial Forest Service (IFS) in 1876 and till 1921 Indians were not allowed to appear for the competitive exam of this Service. From 1922 onwards only, the Indians were allowed to enter this Service and it was renamed as Indian Forest Service. Due to recession, primarily, the recruitment to this Service was stopped. The last IFS officer of the erestwhile Service retired in 1964-65. In 1966 the process of creation of Indian Forest Service as an All India Service (the 3rd, IAS and IPS being the other two) was started and the first competitive exam was held in 1967, consequently the first batch of the present (IFS)Service came in position in 1968. This is the factual position as per the authentic Government documents. In our extra enthusiasm of broaching into this debate, we should atleast make sure that facts are not distorted or put wrongly.

I couldn't agree any more with the views of Rajagopal IPS. I think that settles the issue once and for all. Maybe they could be designated as the Indian Forest & Wildlife Service instead of Indian Forest & Environment Service because the Forest Service Officers know very little about the environment the way the world knows it.

IFS should be used for Indian Forest Service
This is in relation to Rajgopal's comment on IFS acronym. He must know that Imperial Forest Service existed along with the IP(Indian Police) during 1865 and beyond. Even after the IFS was abolished after the Government of India Act of 1935 IFS officers existed till the service was revived. He is wrong in saying that IFS was discontinued in 1922. Only after 1935 the service recruitment were stopped when the subject was transferred to States. The acronym is more in use in Internal correspondences in India and hence IFS should be used only for the Forest Service as All India service.

Gohain is today undoubtedly the backbone of aviation in India. He is one of the key factor behind the exponential growth of aviation India. He has the acumen to steer aviation further and to sustain the present growth through reforms in the old regulatory system. Collapse of Civil Administration
Mumbai's inability to withstand the first flush of monsoons shows how badly the municipal administration has crumbled. While Mumbai is visible because of its status as a mega city condition is much the same elsewhere be it the other metros or the moffusil. It is time the civil services as a group addressed this burning problem. As an officer of the Indian Defence
Estates Service for over 34 years I have seen the pitfalls rather closely in our Cantonment Boards. While touting lack of funds as the common excuse the civic administrators easily ignore the attitudinal problems resulting in injudicious application of the available funds. As there is no officially approved development doctrine for local bodies, crores of rupees are wasted by even small sized municipalities (including Cantonment Boards which I have seen first hand) on construction of 'barat ghars' and shopping complexes. Next on the list is 'beautification' through ornamental fountains, swanky arches welcome gates and round abouts even while the basic
infrastructure of roads, drains, street lights and water supply remain deprived of any upgradation in the name of lack of funds. These bodies get away with crass
financial mismanagement even though it is common knowledge that the priorities for application of funds are predominantly 'contractor oriented'. The Departmental bosses look the other way as return favor to the wrong doers for 'personal services' rendered. The officers associations of
IAS and those civil services who are directly concerned with municipal administration (e.g. the Defence Estates Service) should take the initiative to evolve a development doctrine for local bodies to improve the scenario. What needs to be done immediately is a complete ban on community centres and shopping complexes and a dictat that every penny spent out of a local body's account shall be only on roads, drains, street lights and water supply schemes. A certain percentage of the total expenditure must be mandatorily on alternative sources of energy and water harvesting. If we do not wake up now it may be too late.
