What is 6.22??
Does anyone in the bureaucratic circle have an idea about 6.22 ?? 6.22 is a special tool to circumvent the Central Staffing Scheme (CSS) of the DoPT so that bright and competent officers empanelled in the scheme are thwarted in their bid to occupy posts under the scheme. 6.22 enables the high ranking mandarins of the government to select any official of their choice irrespective of his empanelment in the CSS scheme of DoPT. This regulation is being blatantly misused by many key people in ministries and autonomous institutions and other bodies of late to select officials of their choice or to help some one retain his/her post (after expiry of tenure) to live perpetually in Delhi. Will the Cabinet Secy / Secy DoPT and Suresh Pachuari Minister DoPT / PMO take notice and reverse the trend??

The UPA majority partner that is the Congress party has already started holding parleys with other constituents of UPA nominee for the post of the Vice President of India. The Congress is reported to have suggested for fielding either a nominee from the other backward class(OBC) or minorities community as the next Vice President. It is wonderful to see how the elite Civil Service Officers discuss about 'IFS' designations. We should continue to do such discussions on such important matters so that India reaches the 'Super power' status quickly.

No Extension to any body

This is with reference to the demand for extension of head of DGCA (or in fact for any post). For Heavens sake NO, NO extensions to any body. To give an extension to some bureaucrat/official means:

- that there are NO competent subordinates to handle job! Give me a break - we are a nation of 1 billion+ and we have adequate talent.

- it is an insult to the intelligence of juniors to be thought of as incapable/incompetent.

- the concerned officer needs to be chided/upbraided for not developing adequate experience in his subordinates.

- the outgoing official or his mentors have vested interests in hanging on.

- we (the bureaucrats particularly) seem to think it is a birthright to continue on the post!!

- For God's sake follow laid down rules evenly across the board, and have NO extensions. There will be NO bickering by juniors, NO court cases, and NO need for sycophancy by those in power to please their political bosses.

- the day anyone feels he is indispensable he elevates himself to the level of the Almighty, and really that is the precise moment he needs to be shown the door.

- see the immense havoc created in our neighbourhood by people holding on desperately to posts!!

Follow the example of the western democracies which encourage younger people to take over. The Russian Defence Minister was 48 years old only, and incharge of one of the largest armies of the world. When Donald Rumsfeld thought he was indispensable to the war against terror, you know what happened - Robert Gates was there to replace him.

We are into our sixtieth year of independence and is shocking to hear of such archaic practices, and harking back to the days of "After Nehru who?". My answer to that ten thousand Nehrus or Mukherjees, or Sindhus or Reddys or anybody else. Let us not belittle ourselves and our capablilities by saying we have NO one to take over the job.

Nagaland bureaucracy

Reason is simple. IAS officers don't want to work whenever it is inconvenient. IA &AS, IFS officers would have got these posts only because there are no willing IAS officers, who are looking for deputations outside Nagaland.
IAS officers are not willing to man their cadre posts in Nagaland but are more than willing to man . Financial Advisor posts in GOI. Everybody would agree that FA posts are more suited for Accounts services or Revenue Services but now how many FAs are IAS?

This trend has plus and minuses

This trend has both pluses and minuses. The other service persons manning important posts in State makes it a true Indian Civil Service as it is known from the days of its origin. Every bright candidate who takes up UPSC civil services thinks that he will be into prestigious steel frame of India. Its only after getting into a particular service and spending a few years in service will he/she realises how other services are treated as one below.
The minus part of it would be that most of the other service do not interact with politicians as much as IAS , from the beginning of their career, it may become a difficult proposition during such posting. The time available on the job for learning a few traits of the task, it may be advisable to run a short term course in Mussorie. All the best to all such other service officer to perform well and make their name.

What is great in IT Transfers ?

What is so great about this annual "circus" of transfers and postings in IT dept? It is always the same officers who get away with postings or places of their choice and it is the same set of officers, a larger one and majority as usual, who takes the beatings from the stick and silently suffer!
Is it desirable that officers who had put in 20years and above and appointed as Commissioners are treated like a pack of goats and mechanically tossed among few 'points' on the Indian map without giving consideration to their individual, family problems!
Is it desirable that the transfers of so many officers are affected in single order like this, when they are not geared up?
It is desirable that a more rational exercise needs to be done!
Lest, small fries in the system take advantage! History is replete with such instances! We had credible info that one Dir in AdVI had played havoc with officers transfers and postings in the past and he has been chucked out! But he had done the damage, alas!

Pawar's clean chit proves that in the allegations against Pratibha there's dumm!!!
And Pawar is mistaken if he thinks because of his clean chit outcry will become kumm!!!

BJP is abs right in its request that on Pratibha Congress should rethink!!!
Because things have really started to stink!!!

Punjab & Sind Bank CMD for transparency

R.P.Singh, Chairman cum Managing Director (CMD) of the Punjab & Sind Bank has stated that he believes in total transparency. Singh who is an IAS officer of the 1976 batch of the Andhra Pradesh cadre asserted that as CMD of the bank he has maintained best standards in the banking sector. Even the Reserve Bank of India (RBI) has lauded Mr.R.P.Singh's working as CMD of the Punjab & Sind Bank. The RBI report says "the intensive efforts initiated by the CMD had shown desired results as evident in the crucial areas of NPA (non performing asset) reduction, significantly by way of cash recoveries, improvement in CRAT and substantial reduction in staff expenditure resulting in the bank showing a turnaround in its profitability." It may be stated here that the Bank which had over 17 per cent of NPAs two years ago has now brought it down to 2.4 per cent under R.P.Singh's chairmanship.This is no mean an achievement as other public sectors banks are way behind the Punjab & Sind Bank. In order to carry forward the Bank on path to progress Singh has advocated the need for bringing in a professional as Chairman of the bank, as well as professionally sound incumbents as Directors.
