Both should use IFS

This is regarding Bharadwaj's claims of the Foreign Service being superior. Bhardwaj should know that all Central Services are at par in the eyes of the Govt and such norms of superiority as proclaimed by Bhardwaj are only societal in nature. Precisely for this reason the term "Central Group A services " has been coined to include services of a particular stature and no such special category like "IAS- I(Foreign)S" has been framed formally by the government to stress the superiority.

It is imperative to note that no service is superior or inferior. We all should know that we all are civil servants working towards the common goal of serving the country in various diverse fields and arena. We should cherish the values as enshrined in the Constitution and appreciate the role played by our brethren in other services. Indian Forest Service controls 23% of the country's land mass and from where the origin of 450 of our rivers lies. A sound agriculture system depends on the prosperity of the forestry sector. Integrated watershed management can only take place with forestry as the focus. Food security and water security would be properly taken care of along with conservation of forests. Moreover Bhardwaj should know that Forest Service is an all India service with a huge presence across the length and breadth of the country and offers diversity of careers
in the form of the Forest Officer acting as the administrator, teacher, policy maker and an adjudicator in various diverse capacities. Nature loving people and environmental conservationists would do well not to adhere to the unprofessional call of Bhardwaj according superior status to the Foreign Service. Moreover with the growing concerns of the Global warming and rapid deforestation at the global level and at international forum, no better than the Foreign Service officers would know the gravity of the importance of the matter and henceforth the worth of the Forest Service.

To conclude, the use of acronym shouldn't be based on the notions of superiority but on the basis of need... I recommend that both the services use the acronym IFS as it doesn't impair the government functioning in any manner and would satisfy the aspirations of people from both the services vouching for their respective concerns.

P.S. I am a non foreign/forest service officer but belong to an all India service and i have
given a neutral account based on my interaction with Forest Service in the states and Foreign Service at the centre.

Who is superior?

I fully agree with K Bharadwaj that IFS is the only superior service. Officers of other services should understand how IFS is superior than their respective services. Some of the important points are as follows.

1. IFS officers get a foreign allowance and so many other perks like residing in high quality bunglows, travelling in big cars etc. in the foreign counties whereas the officers who work in India will not get all these perks and facilities.

2. IFS do a great 'bandobust' duty (the only main duty they do)to the Political big wigs and other VVIPs who are important for the Govt abroad. They establish a good contact with them. In this, they can easily eat away the superiority of their Indian super colleagues i.e IAS and the strike rate of IFS is very high like that of 'Dhoni'. IAS cannot boast that they are managing the country very well.

3. In diplomatic work, there is no 'target' and no 'achivement' i.e only dinners and talks. No 'hard and fast' rule that we have to get the membership of UN security council for India. All targets are only for the 'self development' of officers like 'getting an UN assignment, International jobs etc. Here also, the sucess rate of IFS is higher than that of IAS.

4. IFS truly represents India in foreign countries by running their Missions strictly in the same way as that of an ugly "Teshildar's office of Bihar" both functionally and aesthetically. This shows their superior Indian sprit.

4. Where is 'forest' and where is 'foreign'?. If you ask a 'forest service officer' to go to a foreign country, he will go. But, if you ask a foreign service officer to go to the forest, will he go?

So, no argument, IFS is superior.

Finally, if we see only the 'service' in the designations, then, there is no problem. But we do only disservice to the 'service' by seeing what a sensible person should not see. The moral of the story is that every 'service' is the same and the individual makes the difference. You become superior when you get the opportunity of being closer to the politicians, that IFS also provides.

IFS is undoubtedly for Indian Forest Service

This is regarding IFOS vs IFS. What was commented few days back was correct as per the Indian Constitution. IFS is undoubtedly for Indian Forest Service. I am sorry to say that the reaction particularly relating to Indian forests vs Indian foreign is nothing short of mudslinging. Lets utilize the forum for expressing our views in a positive manner. Its not the platform for passing sarcastic comments against any service.

I agree with Raja on the IFS and babudom. But it is quite surprising that Bhradwaj should say that Foreign Service is superior to Forest service. IFS (Forest Service) is a key sectoral need for the sake of future of the country. They control 23% of the land mass and are making immense contribution but the polito-bureaucratic nexus and the incompetent forest officers who have been in the lime light are responsible for the present condition. I believe that the service should be given independence like a judiciary if we do not want to edit the face of mother earth and make this planet safe for the future generations.

Constitutionally only Forest Service is designated

This is in ref to the IFS/IFoS acronym debate...
Indian forest service is an All India Service and is known by its acronym IFS throughout the length n breadth of the country but of late the central service called the Indian Foreign Service has started using this acronym which is causing the confusion. It is worth mentioning here that constitutionally only the Indian Forest Service has been designated as IFS, if the members of the foreign service want to use any acronym they can use IFoS...another point of concern is that in UPSC exam as well as in LBSNAA (Mussoorie)the members of the forest service are asked to write the acronym IFoS which is constitutionally wrong...all the members of the forest service are therefore requested to fight it out at their own levels...

While Raja's sarcasm on the ongoing controversy between Foreign & Forest services fits well in the ridiculous situation created by incumbents of both these cadres, Col. IES has more posts ----

There is no need for sophisticated tools like 6.22 to thwart objective behind Central Staffing Scheme. There are so many other things going on. The Indian Economic Service has number of cadre posts in GOI Ministries of Additional Economic Advisors, supposed to be doing economic analysis work, plan and budget work, monthly summary etc.. However these IES officers are not interested in doing this work and manage to thwart the system by doing main line Ministry work ,which officers selected under CSS through rigorous selection process for fixed tenure should be doing.In fact IES has more posts than reserved for them, than actually required and there is a serious need to review their actual requirement.

Make the service attractive

If govt. needs the best talent then its necessary to make the service attractive. The pay commission report has already been debated in FORUM.
Another important issue is transfers. While IAS/IPS/IFS are confined to their cadres the central services are really in a soup. When the children are midway of education they are transferred from north to south east to west. It really depresses and suffocates an officer.
Instead govt. can introduce Zonal allotments for central services and at least for the first 20 to 25 years transfers can be affected within the zone.
The first transfer within the zone can also be after 10 to 12 years.
Outside the zone transfers can be done after 25 years or on serious complaints before that.
Some system should be worked out so that officers are not totally dislocated. With most of the states having their own education policies and regional languages being made compulsory it will be very difficult for children to adjust to different patterns of education and not all districts have good CBSE schools.
The system should be so devised that all officers feel comfortable and attracted to join the service.
These long/ huge transfers cannot have any personal touch. Hence the zonal system with choices opted by officers would be the best way to adopt in a transfer policy for all central services.

It's a futile exercise

Why industrial tycoon Mukesh Ambani is abroad around the time Presidential polls are round the corner? This question is being debated. He along with his family had gone abroad more than 10 days ago. Australia supports Indian steel majors
Australia has supported the proposal from Indian steel companies to acquire equity stake in coking coal companies there and to acquire coking coal properties. The Australian Federal Minister of Industry, Tourism and Resources, Ian McFarlane gave this assurance when the Indian Minister for Steel, Chemicals and Fertilisers Ram Vilas Paswan met him in Brisbane the other day. McFarlane assured the Minister of all possible help in fast-tracking these ventures of Indian steel companies, which are absolutely critical for India's proposed expansion of steel sector capacity.

Union Cabinet approves selection in CPSEs
The Union Cabinet today gave its approval for the process for selection.
appointment and for grant of extension of Chief Executives and Functional Directors should remain as per the existing procedures. In respect of sick/loss making Central Public Sector Enterprises (CPSEs) for which revival plan has been approved by the Government, relaxation is proposed for any incumbent Chief Executive or Functional Director who has contributed exceedingly well in the turnaround of the sick company may be considered for relaxation in retirement upto 65 years of age subject to annual review of the performance to be conducted by the Secretary of the concerned Administrative Ministry.
