FORUM

Can't Forest Service be IEWS ?

You must be aware that IFS- Foreign was created in 1947, and was present during British time under another nomenclature, so by arguing that only IFS mentioned in Constitution is the Forest has no ground. IFS(foreign) is certainly older service, if not superior./ Forest service was created in 1966. You cant give acronym to a new service taking away from an old service, so right at the time to creation, a suitable acronym should have been given to Forest. Secondly, arguing that it appears, in constitution and thus superior does not have ground because, mention of Forest service as all India service is because of chapter on State -Centre relations and not for any other meanings to draw. IFS- foreign is not mentioned because its a Centreal Service and States has nothing to do with it. It is true for IAS and IPS also for being mentioned in the Constitution. Thirdly, all will agree that Forest has a separate exam and many selected in IFoS take Civil service exam to be selected in IFS,IAS ,IPS or IRS, thus showing the preference if not superiority.
Its not debate of which service is superior, but who deserves the acronym, its certainly 'IFS' (Foreign) for which it was meant to be used. Forest should either change the name of service or change the acronym. How will "Indian Environment & Wildlife Service(IEWS) suit??
K D Dewal

Do not allow this debate to continue
The churlish and gratuitous remarks of Kuldip Bhardwaj about the forest service need to be deplored. They betray his infantile mindset that makes him feel better by claiming superiority over others. However, such superiority exists only in the mind of Bhardwaj and others of his ilk. There is no reason whatsoever to think of the Foreign Service as superior to the Forest Service. The job of a forest officer is every bit as important as that of a diplomat- and perhaps a little more difficult.
I would request you not to allow this utterly futile debate to continue further. It is serving no purpose other than to cause ill will among the members of the two services.

Why leave anybody from 1988 batch ?
Why leave out anybody from 1988 batch of IAS from being empanelled? After all, each one of them has magic letters 'IAS' affixed after his/her name, which is the sole criterion to become Joint Secretary in GOI.
By the way, till which batch other Group A/Central Service officers placement as JS in the GOI has been done? Is there some semblance of parity left? Does DoPT ever think about this?
I think even British enjoyed lesser degree of superiority over Asians, than IAS does over other Group A services recruited through the same exam. Britishers had clubs and other forums exclusively reserved for them with sign boards 'Asians not allowed'. IAS (with active assistance of DoPT) has gone miles ahead by ensuring "Reserved for IAS. Others not allowed in placement of higher grade posts in GOI/PSUs? Election Commission /C&AG/ (you name it and it is IAS) ;in faster promotions; better trainings; foreign postings; housing (50% of houses in higher categories reserved for handful of IAS officers) etc., etc. '

6.22!!!!!

Be it 6.22 or 7.22 or any other Para of a Regulation, any system will collapse if it continues to override "merit" to benefit "mediocrity", "parochialism" or "communalism". Unfortunately the latter seems to be the order of the day.
Today, the system being followed is, "you show me the face and I'll show you the rule" - we need to ponder over whether Churchill's statement six decades ago was indeed right!!

IAS -IPS cadre and North East
The reasons for IAS officers leaving Nagaland or for that matter other north eastern cadres are not as simple as R Bansal has assumed them to be as pointed out in his feedback. These cadres have come into being purely on political considerations without any administrative feasibility, viability and prudence as a result of which if an IAS or an IPS officer of these cadres doesn't find opportunity of serving elsewhere then after retirement on attaining superannuation his experience and acquired knowledge, expertise would be less than that of a second rung official of bigger states. Added to this is the fear psychosis he develops on account of existence of low key insurgency there. If they find opportunity in serving honestly elsewhere then what is big deal about it?
