of them have secured their posting as JS also. Vini Mahajan has been
promoted in PMO itself as JS; Barun Mitra has been promoted again in
President's Secretariat itself as JS and S K Tripathy has been posted
as JS in DOPT (thankfully a vacancy existed there, unlike in PMO and
President's office where new posts of JS got "created"). Several
of 1986 batch at Delhi itself are still langushing as Directors, even
though empanelled as JS. Das to continue as CS of Uttaranchal Surjit Kishore Das is going to continue as Chief Secretary of Uttaranchal.1973

and super cop should be Arun kumar, JD, who are known for their honesty,
sincerity, integrity and dynamism for their work culture. Since, both
officers are from U.P. Cadre and I am not a government servant , but
I highly appreciate their attitute towards mass people. All services have a different role to play Rahul Singh's comments regarding IRS are not only childish but he appears
to be unaware and ignorant of the structure of civil service. Does he
know that UPSC grading changes within a fraction of a number? That interview
marks happen to catapult you into the IAS just because you happen to
be a senior bureaucrat's prodigy?.... there are several such arguments
which any 'intelligent' person can fathom. As for the other arguments
I can only say that all services have a different role to play in society
and none can undermine other services or exalt their own. So it is in
everyone's and the country's interest to work in their demarcated spheres

the concept of Enviornment in the country Rahul Singh is correct Rahul singh is correct that IRS mainly stay in delhi and mumbai---
some have stayed continuously only in mumbai or delhi from the begining
of their service . In spite of so many policies some officers have been
in mumbai and delhi for two decades . Reply to Rahul Singh I would like to submit a few points for observation / comment for Rahul
Singh who I presume is an IAS officer of the ilk of Rejeev Rattan: 3. IRS officers are actually posted at places called Purulia in West
Bengal, Mahamaya nagar in UP and other places like that. The IAS, posted
as Maharajahs of yore and in the style of the heaven born ICS, lord
it over huge tracts of territory in their outsize bungalows,aided by
their fleets of cars and retinue of servants/ orderlies/bodyguards and
live in the lap of luxury. For that matter, IAS officers are also posted
in the metros. Is Mumbai Municipal Corporation, Delhi Municipal Corporation,
Mumbai Excise, Delhi Excise, Mumbai Sales Tax, Delhi Sales Tax, Bangalore
Development Authority, Delhi Development Authority manned by the IRS?
Most of the time the IAS officers are posted at state capitals or in
Delhi or even abroad. When they do go to these so called smaller places,
it is like the maharajahs of yore. 4. Which clubs is Singh talking about? For every IRS officer seen in
clubs and five star hotels in the evenings by him, there are at least
three IAS officers who can be seen in the same places (in fact so high
profile do they get that they are seen regularly on page 3 of the newspapers).
Had the IAS officers in their first 15 years really worked in districts,
taken care of the law and order problems (which is actually the preserve
of the IPS, arrogated to themselves by the rapacious IAS), rural development,
and backward, poor and illiterate people, the condition of this country
would have been far superior by now and we would not be cursing corrupt
officialdom in this country for all the ills besetting it. 5. Singh should submit a list of his friends in IRS who never moved
out of Delhi or Mumbai to the CBDT which can decide the issue. Similarly,
Singh may prepare a list of his friends from the IAS who have always
been on so called "good postings" always, like DM, MD of Corporations/
Public Sector Units, MD of Development authorities, MD of City Development
Areas like Noida, Mumbai, Delhi, Bangalore etc, Secretary, Commissioner
Excise/ Sales Tax etc to the DoPT who can decide the issue. 6. Saying that only IAS officers can be said to be an integral part
of India's democracy because they have been trained, given responsibility
to work with and for people is the height of arrogance. The system is
run by the political executive aided by the permanent executive which
does not consist of the IAS alone. Perhaps Singh does not understand
the nature of democracy and feels that the ICS is still lording it over
the country.Singh's remarks on the Tatas and Ambanis is due to his lack
of awareness, the IRS does not man the Ministries of Pertroleum, Textiles,
Civil Avaiation, Telecommunications, Steel etc which are of interest
to the Tatas and Ambanis; by hook or by crook, the IAS manages to block
out every other Service in empanelment and deputation to open, deputation
posts in these Ministries in order to retain its hold on these Ministries
and by proxy, on the Tatas and Ambanis. 7. As far as getting 1 crore in private jobs by IRS officers, the fact
is that plenty of IAS officers are also getting the same either post
retirement or after resigning from the Government.Contrary to Singh's
understanding, all these chaps are paid for their competence and hard
work. On what Singh says about IAS officers not getting nor dreaming
to get in crores because they do not favour those who can not file Income
tax Returns, let Singh recall the case of Gautam Goswami of the IAS. Aaj Ki Aawaz Inflation is not coming under control, Bharat Kumar --------------------------------------------------------------------------------------------------- Half a dozen names in circulation for LIC MDs job

He was CFO of Botswana Railways (BR) for 5 years before being elevated to Director's position in RITES. He was key member of change management team, which turned around BR through comprehensive restructuring including financial and organizational restructure and staff rationalization. He has vast experience of international business and is widely traveled. Bagra is credited with developing privatization and concession division in RITES where the company was successful in putting up joint ventures and bagging concessions of railway systems in Colombia, Mozambique and Tanzania. He was chairman of Board of SPV running railway concession in Mozambique. During his term with RITES as its Director, the company achieved annualized growth rate (CAGR) of 18% in turnover and the profits grew at compounded annualized rate of 37%. Bagra had a foray for 7 years with Manganese ore (India) Ltd. where
he worked in its biggest open cast and underground mines. He was instrumental
in development of standard costing system in these mines laying down
norms of productivity of inputs related to key materials and power.

of India (Chandigarh Circle). Ban on AXN channel revoked by Delhi The Indian Government has revoked the two months ban on AXN Channel from 1st March 2007. The decision came in the wake of an apology by the AXN channel to the Information & Broadcasting Ministry for the violation of programme code prescribed under the Cable Television Networks Regulation Act, 1995. The channel has assured the Government that they have put in place a more effective self regulatory mechanism to ensure that the programmes and the advertisements telecast on the channel are in compliance with the Cable T.V. Networks Regulation Act. It is worth mentioning that the ban was imposed by the Government for 2 months from January 17,2007 for telecasting programmes such as 'World's Sexiest Advertisements' that were against good taste or decency and were likely to adversely affect public morality> |
