Indian Government is reported to have ordered a probe against the Associated Chamber of Commerce and Industry (ASSOCHAM) for alleged misuse of the Government's name with an event that the ASSOCHAM is organizing in New Delhi located posh hotel of Le Meridien on March 21,2007.A Joint Secretary in the Indian Agriculture Ministry is discretely probing into it. The ASSOCHAM of which President is V N Dhoot is going to organize a national Conference "SEZ : Policy for Land Acquisition & Rehabilitation". teacher's mind is active till the age of 70, where they have to teach
the younger brilliant students, then we hope the same arguments will
be used to increasem the retirement age of Govt. officers well beyond
62. University teachers have to take classes for a limited hours in
a week like Government officials who take more responsibility and are
putting more than 40 hours a week in their jobs. Those who criticise
such a move have a right to leave the Government service after putting
in 20 years by taking voluntary retirement but those who are healthy/
active, mentally and physically fit, and wish to continue should not
be stopped by any superannuation limit of age. After all experience
and maturity has more relevance in governance. Towards a better Civil Service With regard to the post of Ramachandru, the debate about the Civil
Services serves a very useful purpose. It is our goal to create a better
Civil Service so that the citizens are better served. Everything else
is subordinate to it. Just because a certain service serves in districts
does not entail it to be rewarded with senior posts in the Government
of India to the detriment of those services that predominantly serve
in the cities. Posts in the civil service are not gifts to be awarded
to one person or the other or one Service or the other. Public interest
is paramount and if the IRS/IAAS/CSS is most suitable so be it. Thanks
to such forum as Whispers we atleast see a debate that challenges the
present order with the IAS ruling the roost. Today, sadly the governance
is completely hijacked by the IAS as is shown by the complete takeover
of the senior posts, information commissioner posts and now with the
planned takeover of CAT appointments. It is high time that we have a
system that places the most suitable person to the post, regardless
of the service. Further, instead of protecting the Civil Service the
government should be open to place professionals directly into the civil
services. Why can't an MBA be a district collector and why not a Lawyer
or Chartered Accountant be Commissioners in the Tax or Accounting Departments
respectively Do not raise the retirement age - weed out the deadwood The raising of the retirement age beyond 60 is a conspiracy by the
well entrenched bureaucrats against the common man. It is surprising
that the government cannot see through the game-plan. It is necessary
to raise the retirement age for Professors in Specialized institutions
and for Scientists as we are facing a massive shortage of these very
important group of persons. On the other hand bureaucrats are dime a
dozen and hardly critical for the growth of the country as they have
failed miserably on most fronts. We should do exactly the reverse. We
need to weed out the deadwood from the bureaucracy. I am afraid that
the bureaucrats would piggy-back on the raise in the retirment age for
scientists and professors and demand similar treatment for themselves.
But, with the PM surrounded by the IAS, I wonder if he would get a chance
to listen to non-bureaucrats. He should encourage the Professors and
Scientists by raise their salaries well beyond that of the Secretaries
and not get tied down by salary being linked to grade. Move to raise retirement age is good If teaching then why not table work ? Retirement age should not be raised The PM before increasing the age of Civil Servants to 62 should visit
the North East and see for himself how unemployed youths in thousands
sit idly on both sides of the roads and drug themselves. We cannot compare
ourselves with Western countries mindlessly as they dont have such a
large young unemployed population. Retirement age of Government servants
should not be increased so that young can be employed. Dr Tiwari is excellent executive Dr. R.C. Tiwari is excellent executive. He would be an excellent decision
maker too. It,s a good achievement of Dr Tiwari Achievements and taken initiatives looks unbelievable though true on
the part of a PSU unless it is leaded by a genius stalwart, non other

Arup Roy Choudhury, Chairman-cum-Managing Director of NBCC, has been
elected as the Vice Chairman of SCOPE Executive Board, an apex body
representing Public Sector Enterprises of the Government of India. Roy
Choudhury had earlier served as member of the Board consecutively for
two terms during which he made significant contribution towards making
SCOPE, a more vibrant entity looking after the interests of the member
PSUs. The term of the Executive Board of SCOPE is for two years beginning
from the 1st April and the newly elected body shall be in office upto
31st March, 2009.
