Pl stop this inter-service discussion

Pl stop promoting these inter-service discussions. I know many people who have selected the service of their choice without linking it to rank. The base less attack on IRS officers is not required. There are good bad ugly officers in each service. There are many in IAS who are given to high living at the cost of Government. Car for wife , children extra car for self is just a tip of iceberg. Anyway there should be evolved an objective system to chose officers for critical assignments instead of promoting only one service.

IPS are the sufferers

In the current spat between the IAS and IRS , a couple of things need to be noted. It is the increasingly reduced 'power space' owing to greater number of officers chasing lesser number of 'plum postings' that has resulted in this, particularly due to the efforts of the IAS to maintain the status quo of getting good postings when the environment is changing. Frustrations and therefore, predatory tendencies are only understandable. You have this situation where some officers senior batches are working as Directors and others of junior batches as Joint Secretaries.
Seconldy, the days are long gone, when the IAS at any level had anything to do with Law and Order. If at all, what's left is some residuary, post-facto paper functions concerning Law and Order, the onus of which is being exclusively suffered by the IPS.

It is not about IRS vs IAS; it is about recognizing competence and professionalism


My dear fried Rahul Singh may like to note the following:-

1. Yes, IAS people have secured the top ranks in UPSC examination. But it should be noted that the difference in marks between top 50 and next 100 or so is only of 50-60 marks in a total of around 2500 marks evaluation system which does not prove anything. What happens once IAS joins the service is the real issue. It has been observed that in subsequent training courses, where IAS are competing with other services, they seldom come at top. It has also been found that the UPSC rank has no correlation with the subsequent performance on job.

2. The mandate of IAS being development of India, including poor and rural areas, the performance on these fronts can be cited as proof of their performance. Even after 60 years, we are still struggling with issues like drinking water, primary education, primary health, rural development, roads and other infrastructure etc. IAS were given the responsibility to provide/manage most of these services where we have utterly failed. Even the state level tax-administration (being in the hands of IAS) is in crumbles. Compare it with the Central Government's tax administration manned by IRS (Income Tax and Excise-Customs) which is still largely out of the clutches of IAS.

3. Yes, IAS spend initial years in district headquarters. But they always dream of /try coming to state capital or Delhi. Many of them stay in these small places like kings/jamindars in a feudal setup. Many of them imbibe these ideas so deeply that they are never out of this mind-set. This has caused havoc for the development of our country.

4. Many of those IAS who have been allotted the so called 'bad' cadres (JK, North East, far away form home cadre etc) always try for some deputation in Delhi or their 'home' state capital. We also know of CBM (cadre based marriage) concept for changing a 'bad' cadre. I am not saying that it is bad. But, if the situation is like this, why envy IRS who, by their very nature of work, have to largely work in large towns, cities and metros.

5. Rahul may also note that IRS are not in a position to favor McKinsey and similar other MNCs where they are getting jobs. It is their expertise in taxation, transfer pricing, international taxations, fiscal and public economics areas due to which these MNSc are wooing them. On the other hand, you have example of IAS who joined boards of even medium and small companies after retirement (you know why and how)

6. On the issue of corruption, the situation is equally good or bad in all the services. It is only the question of who is caught, what is highlighted and whether and to what extent corruption is institutionalized (which is perhaps more worrisome because then it is difficult to catch the higher level officers).

In any case, I do not want to make it an issue of IRS vs. IAS. Both of them are experts in their fields. Similar is the case with other services like IPS, IFS, Railways, and Accounts etc. But, there is no justification and merit whatsoever for the IAS to claim top level posts in government system for themselves. Officially it is not so. But the years of their hegemony, cartel and control has resulted in such a situation. Time has already come when we need to seriously think about this issue. It has resulted in widespread resentment, discontent and dissatisfaction among all other civil and technical services, scientists and academic circles and even in armed forces. No doubt, it has prevented the government from fully utilizing large pool of talent and expertise of these people.

Therefore, higher positions in Government should be manned by meritorious/competent professional person with specialized knowledge/experience irrespective of service. The world over, in developed countries, specialists have been manning and managing at the highest level in their specific area. There is no equivalent of IAS in USA. The most visible face of Government bureaucracy in USA is IRS (yes, they are called Internal Revenue Service) and Police. Unless we graduate to that system, it would be difficult to achieve the dream of a developed India in the 21st century.

We Civil servants are the loser in this tirade

My request to fellow civil servants is to rise above this "holier than thou" attitude and appreciate the fact that all of us have joined the service to make our humble contribution to the development of the country and most of us are doing it to the best of our abilities, within the given constraints. And those who are incomepetent or corrupt are equally distributed amongst all services, as its not the service which makes one corrupt but your personal values.

Therefore, there is no point boasting about any particular service's exceptional abilities or contribution.
What we all should realize (hope Rajeev Rattan is reading this) is that by engaging in this verbal war of supremacy on this website, we are exposing ourselves to the whole world. Any one can see that Mr. Rattan is deliberately inciting and provocative so as to elicit similar reaction. It may earn this website more readers but be sure, we all civil servants are the loser in this tirade.

Interestingly Rajeev Ratan and his new found company is interested in entering into IRS domain only. Rajeev Ratan ji there are some 40 odd more services, why don't you want to go there ??? why this Kripa drishti on IRS only ??? Isn't it too obvious ?

Other services doing better

It is unfortunate that there is so much hatred among Gr A services in GOI. There are various services which have different environments and much difficult working conditions than IAS. It is easy to say certain things about services other than IAS but fact remains that wherever officers from services other than IAS are posted they are performing much better. Even in trainings and other sources IAS has been running behind central Services like IRTS, IRS, IOFS, IRMES etc.
For the sake of country, if IAS officers' clout could be stopped and mix of various services are allowed to be posted in Ministries and field; progress of county will be accelerated like anything

She deserves all credit and encouragement on this issue. This is second freedom for citizens of this country. But the irony is that Information commissioners should not have been bureaucrats in the first instance. The same bureaucrats who imbibe the practice and follow discrimination are incharge as umpires.

Apropos to Rahul Singh's comment on 28.02.2007, I am of the view that the so called elite service of India is grossly under performing and not delivering since the last 50 years. Pointwise reply below :
1.People are not opting for IAS these days due to the fact that there r frequent transfers, postings in rural areas and added to that extremely bad treatment meted about by MLA's and other politicians. Ask any UP cadre IAS officer during Mayawati's regime and he may probably never join IAS in his next birth. Therefore, even people having scored higher marks are not opting for IAS, instead, IFS, IRS, IAAS and IRAS are more preferred. Therefore, its not a numbers game anymore. Pls be updated.

2. No choice. Its the nature of job.

3.Even CIT and CCIT's post are present in small towns and semi-urban areas. Therefore,it is absurd to comment that only IAS officers are present in rural areas.

4.If that is so, why is abject poverty everywhere ? As late Rajiv Gandhi had pointed out,out of Rs. 100 sanctioned for rural welfare schemes only Rs.10 actually reaches the poor. This speaks volumes of the IAS fraternity's administrative capabilities as well as efficiency. Just mugging 12 hours a day and getting thru IAS is not important. What is important is public administration and efficiency. They have further spoilt the system since last 50 years in collusion with politicians.

5. Very true. This is due to incareased politicalisation wherein some corrupt and well connected officers manage to stay in Mumbai and Delhi for their full service life.

6. Its dadagiri, sarkari goondaism, inefficiency and corruption in the shadows of democracy. true democrats Mr. Singh !

7. Pls wakeup ! Pvt. sector strictly goes by merits while recruiting people. Favours cannot be returned so late. Its a give and take thing everywhere. Why are the IAS not able to get in despite they being superior ? Boss, its about how much value you can add and not about returning favours.Pls wake up.

On the ongoing discussion on the efficiency and competence of the Almighty IAS, I have this to add-
Other services are also keen and willing to serve in the districts and small towns-would the IAS commit not to resist if the same functions and responsibilities are given to the lesser mortals in the non IAS cadres/services.

CAT amendment for one service only

The applications invited for CAT members on the basis of the amended Act is only meant for one service officers. The amendment is done in a manner which casts suspicion on certain individuals who will be exposed shortly. Such underhand of doing things does not befit the highest.

IAS should be headed by non-IAS

I think the time has come when the the IAS service should be headed in all states as well as the centre by non IAS officers, to ensure that their beurocratic cartelization, which is the root cause of all ills in India is broken, and the government is actually able to do something purposeful. There is also a need for allowing an open competition at different levels of the career, where all civil services officers should compete against each other at a common platform, e.g.. a common examination on public administration, public policy, public finance, and other related disciplines to be able to make a distinction between the officers of different services, irrespective of cadres. The priveleges unethically cornered by IAS have actually lead to a grave moral hazard which has blocked their growth and development, both as individuals as well as a service.

CBI is surviving on media hype


Samir Chaturvedi's assertion regarding the misuse of CBI is timely. The organization is nothing but surviving on media hype. The blatant manipulation of the media has given an aura. Even while they start a raid they , by subtle leakage, give out the name of the 'accused' which results in a trial of the media. Unfortunately, when the trumped up case closes after years by the CBI itself, no publicity is given to correct the wrong that has been inflicted on the 'accused' person. Many reputations have been lost in the bargain. Infact as and where the CBI investigations come to a nought they should give a press release . Secondly, suitable action should be taken against the informant which will eliminate frivolous complaints aginst honest officers.

Law Ministry's refusal is disproportionate,

CS may issue new directive on misuse of PSUs ?

Following disclosure of some PSUs, Cabinet Secretary B K Chaturvedi is likely to issue new directive to the Ministries on what kind of services should not be rendered By the PSUs. Office of the various Ministers are liberally turning to the PSUs to provide all kinds of facilities and foot bills for their Ministers. In turn similar facilities are expected by the bureaucrats. List of such services is growing every day. Some of the Corporations which are headless for years, are the worst sufferers. Will the Cabinet Secretary finally put a lid on such loot, is a Moot question.
