What is the use of RTI ?

Sir,
I am an Indian Defence Estates Service Officer(1980 batch).Sometime ago, I had sought information under RTI Act from CVC regarding details of ongoing vigilance cases against public servants. CVC declined to give the information on the ground that it may cause invasion of privacy as the cases may still be going on. Thereafter I asked for details of vigilance where enquiries had been completed with details like nature of misconduct, penalty recommended etc. CPIO of CVC after expiry of 30 days demanded Rs. 560 towards cost of 280 pages. When I appealed against this to Appellate Authority of CVC, Appellate Authority Kannan of CVC decided my appeal without hearing me and asked me to pay Rs 560 and imposed a further condition that I cannot share the information with anyone.
Immediately I wrote to Kannan that there was no such provision under RTI Act and what would be the penalty if I sought the help of a researcher for analysis of data running into 280 pages or wanted to file an appeal before CIC if I found wrong or incomplete information.
I also wrote that possibility of honest officers having been maliciously implicated in vigilance cases could not be ruled out. The list supplied by CVC does not contain details about nature of misconduct except in very few cases.
I am awaiting reply from CVC. Meanwhile I would welcome views and opinions of officers as I would like to take next step after wider consultations and whether disclosure would help state of governance in the country or it may unnecessarily harm reputation of officers. Now that more and more officers are taking recourse to RTI Act there is need for debate on RTI Act.some Officers feel that it is being misused to create problems in smooth working of government departments. If required I can send you copies of correspondence exchanged with CVC.(without the list)

It could contain Suggestions, rumours, likelihood of changes in service conditions, emoluments, pay scales, allowances etc. We all know that they would not be correct but it will give some idea in which direction the VI Pay Commission would be heading
