Kapil Sibal may have given a list of allotments of plots in NOIDA
to judges, bureaucrats, polticians & journalists. What he probably
forgot was that similar allotments have been done in places like Gurgaon,
Mumbai, Hyderabad, Bangalore etc, by Congress & non Congress governments.
As the grapevine has it Sibal also forgottten that for such allotments
in Delhi a case before the Delhi High Court is pending.

Asian countries provide better model
Officers are being sent for training to China to see how they have
coped/are coping with problems, which are similar to the problems faced
by India. We have a lot to learn from China, Malaysia, Thailand etc.
I had personally advocated that instead of Western countries, Asian
countries would provide better model.

Retirement age should be reduced
I fully agree with the comments of some of your contributors that the
retirement age of government employees should be reduced to 58 years
or even 55 years. People are just whiling away their time doing nothing
and for every duty they perform for which they are paid, they demand
bribes. There are only few departments which actually have work. It
is much easier to teach young people new things than the oldies who
refuse to adapt themselves to the latest technology but earn good salaries
only because of their experience.

Government should introduce attractive VRS
In fact, I suggest that the government should introduce an attractive
voluntary retirement scheme so that those people who are not interested
in the government sector can leave and seek employment elsewhere and
thereby give the younger lot a chance.

Will the CBDT remove middle management officers ?
Please see irsofficersonline.org. The CBDT has embarked upon a new
scheme of data management. Definitely a sound step so that officers
can be posted to the place of their competence. But the moot point is
whether; the wrong done by the previous Board will be undone during
this years' transfers. The greatest misfortune is that the officers
of the previous board are all having cushy post retirement assignment.
Perhaps no one thinks it right to even punish them even after the CAT
indicts such officers. Punish? They are rewarded.
Let bygones be bygones. But will not the CBDT at least decide to remove
the officers' ( of significance) from the middle management who manipulated
the data on the previous occasion?

About Olympics
Bidding for Olympics is a horrendous thought. When a country with such
a large population is unable to claim medals at world level, what is
the use of hosting the games? We may think about this only when the
International Olympic Association agrees for Reservations in disciplines
e.g. Indian players to run only 50 mts. while the rest run 100 mts,
ditto in all disciplines. Mr. Kalmadi & Co. should push for this.
With basic facilities at grassroot level in the country in disarray,
the thought that hosting the games will improve the state of Indian
sports is like living in a fools paradise. The Government should disband
all the existing sports bodies which have achieved nothing except the
bloated egos of their functionaries.
