MOD has no budget for high tech gadgets

The Army,particularly Northern & Eastern Command which has been facing infiltration by terrorists & migrants have been quite peeved. Dr V Gopalan has passed away at the age of 85 years.
He was a Jt.Advisor (Evaluation) with the Planning Commission, Govt.of India, and was sent on deputaion to the LBS National Academy
of Administration, Mussoorie as Professor of Social Policy and Planning. He was at the Academy from 1976 to 1979. While at the
Academy, he was also the Counsellor for Probationers of Madhya Pradesh & Rajasthan in 1977/78.

This is what is to be expected with the mindless transfer policy of the Board. Forced to maintain more than one establishment, the honest ones shall either see break up of the family, or turn dishonest, if not take VRS. The department will be left only with the incompetent and/or the dishonest. Perhaps good for all the tax evaders, if not for aam aadami.

Not only IAS other services also need changes

A number of positive changes are being brought about in the IAS. Apart from health check ups, in-service training, an objective writing of ACRs is an integaral part of the improvements. However, all these improvements are restricted to the All India Services -read the IAS. It is high time that the Government realises that the other services also need the same type of changes and perhaps even more as they are specialised services. If India has to develop, specialised services ought to come to the fore. In no developed economy, do you see generalists heading departments.

Private sector-a retrograde step

This is a retrograde step. It will adversly affect the image of IAS.
If some one is so enamoured with the private sector then they should have joined the private company in the initial stages only.

Sikkim cadre IAS

If you check the Civil List of Sikkim, you will find that the senior most IAS officer in the State is Alok Rawat of the 1977 batch and no one of this batch has been posted as Additional Secretary as yet. The officers of 1948 downwards that you speak of are probably state civil service officers who have been promoted. Very few of them would have opted to come to Delhi at any time.
The Sikkim Cadre really has no reason to despair. They are being promoted as slowly (or as quickly) as the rest of the IAS!

Deserving State Civil Service officers should also be promoted

The issue of promotions to State Service Officers and CSS officers to AIS i.e. IAS, IPS, IFS has always been a topic of debate. Manish chandras views are correct that deserving officers from state services must be promoted to AIS as per their eligibility without delay. The present situation is really very bad where allover India any state service officer requires or will require in future minimum 20-25 years to get into AIS and some may even retire without getting into AIS. It is injustice to them that when all AIS officers take at least 5 promotions in their career span State service officers are limited to only one promotion in their career span despite their merit. The same is with CSS officers but they are lucky enough to get 2-3 promotions. In the interest of Indian Administrative system all the senior Bureaucrats must take serious initiative to take up this issue of their supporting force before the Government. May be by increasing the quota of promotions to 50% or by granting special promotions

Country…s pioneer SEZ still not cleared

Country…s pioneer & maiden Special Economic Zone(SEZ)to have been set up in India was again refused clearance at the Government of India (GOI) meeting yesterday.The Navi Mumbai SEZ which was bought over by Mukesh Ambani…s Reliance with SKIL holding a minority stake of five per cent was refused approval following certain objections.As the grapevine has it objections were raised by departments of central Customs & Revenue.This happened despite a last minute effort by Mukesh Ambani and his entire team.Their effort was in vain because there were very strong objections to clearance of the project.
