Chandrasekhar to be Cabinet Secretary !
If top sources are to be believed, official announcement of the appointment of K M Chandrasekhar to the post of Cabinet Secretary will be made on June 1 after the retirement of Environment and Forests Secretary Prodipto Ghosh who is one year senior to him.Chandrasekhar is 1970 batch IAS officer of Kerala cadre while Ghosh is 1969 batch IAS officer of UT cadre.

Cabinet Secretary has many options
Cabinet Secretary, BK Chaturvedi, insiders say, has many options after June 16. He may remain as Advisor to PM as has been the case with Naresh Chandra in the past or he may be appointed Governor of some state. He may even go as ITPO Chairman - a post adorned by several officers of cabinet secretary rank in the past.

MPs become Citizens for Governance correction: Is PMO hearing?

To pull up the sagging image of the Government with Citizens is urgent, as the UP polls have plummeted down the Congress fortunes once more. These days, it is said technocrat Nandini Azad after her effective tenure in the Planning Commission on Outcomes has mobilized eminent citizens city by city, "On Governance Outcomes"? to interface MP's (four Governors being briefed too!). The tally being a whopping 200 Regional/ National Media, 65 MPs/ MLAs,, over 150 civil society groups. And headed to 4 more cities soon it is heard! (Hyderabad, Simla, Chennai, Mumbai). 10% of all current sitting MP's have participated on Azads Popular platform (Cong, BJP, TDP, BJD, CPI/and many other regional parties), from Jaipur to Pondicherry, Orissa to Bangalore. This Media event has become "the leading Governance interface in each city"! For the first time, both Ruling party and Opposition MPs/MLAs become Citizens "together" for governance corrections alongwith leading Corporates/ former Chief Secretaries/ Ambassadors/ Newspaper Editors/ NGO activists and top opinion makers. Mayors Complained of "stranglehold of babudom," while State Womens Commission Chairmen's lamented that 'muscle and money' prevented the 33% reservation for women!

At the Orissa MP's interface, ex Cong tribal CMs, sitting BJD MPs/MLAs, Dy Leader of the Opposition called together against another Nandigram to diffuse the tribal blockade against Pasco. A day later Azad is said to have sent off a letter Pre-empting strategies for diffusing the situation to the Prime Minister before the 19th April Orissa State review. Result; Pasco was asked by P.M.O to talk to the tribals immediately the next day which enhanced their image. Old Cong loyalists like Azad watch out better for the Govts image than Politicians! From Pondicherry, the Citizens Governance report card sent to the P.M is particularly severe it is said. Mis governance was the theme as Opposition & Ruling party MPs /MLAs (including the LOP) ranted of high unemployment, lack of grassroots planning especially without Results. A separatist campaign from Karaikal for Statehood also emanated from this platform?

Is the P.M.O listening: Popular women citizens like Azad should be considered for a ministerial berth. With Exceptional and rare abilities in creating national public opinion, high credibility and a growing national stature to woo the citizen back around the country, these skills definitely will become vital, as the going gets tougher for the Government.

Three cheers for Election Commission
Apropos the whisper about poor showing by Congress among muslims, I think a silent but welcome transformation is taking place in the common man's psyche in India. While the political parties are still stuck in the caste/community/religious moulds to identify their vote banks the common man is rising above these moulds. It is this transformation that is responsible for the miracle in UP where Hindus, Muslims, Brahmins, SCs OBCs et al have broken the vote bank barriers and perhaps voted together. The voters have become secular and have risen above caste and community and the political parties have to follow suit or else......The political parties who have been in the habit of leading (or misleading) the masses have now to accept to be led by the voters. Democracy in its best manifestation indeed.
While theorising the phenomenon one must not forget the quiet but substantial role of Gopalswamy and his team in ensuring that the voters exercise their right to choose in absolutely unhindered fashion. So three cheers for the election commission of India without whose protection the silent majority would not have shown up in so well.
