s poll. FORUM IAS officer should be made Secretary Posts In the Department of Posts an Indian Postal Service Officer becomes
promoted as Secretary Posts and he holds all the three posts of secreary
to the Government of India, the director general post and the chairmen
postal services board. in my view a IAS officer should hold the post
of secretary and an IPS officer should hold post of only Director General
posts and Chairman Postal Services board. The advantages of such an
arrangement is given as under 2.A postal officer is unable to put forth arguments in favor of the
department of posts. 3.Since the postal officers who have been working as secretaries in
last 10 years do not have adequate knowledge of working in the field
that is in the postal circles as most of them spent 50%of their career
in other departments and also spent 80% of posting at Delhi station
thus they are having no knowledge of postal operations. Therefore it
will have no adverse impact if an IAS officer takes over as secretary.
in fact it will be more advantageous. 4.In the department of posts there is no compulsion that an officer
has to work for a minimum number of years in the field posting . In
fact field posting is not essential at all. Therefore it will not matter
if IAS becomes secretary because field knowledge is not requirement
in any posting in the postal department.
