Private Sector cases to be decided by Committee
Move to private sector/NGOs is controlled under Rule 6(2)(ii) of AIS Rules, and procedure prescribed has been amended.. These cases will be decided by a committee chaired by Cabinet Secretary and includes Secretary (Personnel) and Expenditure. State Governments won't be able to give permission now without asking the GOI. Public purpose would be the most important criteria. Officers would not be allowed to join private sector for just making money, which means they will hardly ever be allowed. They can join NGOs, if public purpose is served.

No doubt Rahul Gandhi worked very hard

Rahulji has the face of his father but tone and tenor or his uncle late Sanjay Gandhi. No doubt he has worked very hard, but work alone does not pay. The most important thing is organisational structure, involvement & motivation of workers and proper selection of candidates. Late Ms Indira Gandhi used to pay great attention to these factors. Coupled with these, the hard work have paid in the past and will pay in future. He needs to concentrate on these aspects at least one year prior to any poll.

Secretary posts should be specialized
Secretary posts in the Government of India has been monopolisd by IAS and this makes the whole system corrupt which is inefficient and lacks professionalism. Government should strike for bringing about more professionalism in the beaurecracy by filling secretary posts in the Government as per expertise and specialisation, for example:

Secretary of Rural Development may be from IAS
Finance Secretary and Secretary (Economic Affairs) from Indian Economic Service

Revenue Secretary from IRS

Agriculture Secretary from Agriculture Scientist

Defence Secretary from Army / Navy / Air Force

Environments & Forest from IFS

Foreign Secretary from Indian Foreign Service

At a time when the fruits of Incredible India campaign is visible in the form of an all time high numbers of international as well as domestic tourists visiting India, it is natural that IRCTC, which has focus on rail tourism should naturally be a large stake holder. As of now none of the tourism product of IRCTC has clicked, the time is right to have an insider who understands tourism be put at the helm of affairs at IRCTC.One name can be of Mr. Ashwani Lohani, MD, MPTDC, who has been associated with tourism right from the time tourism was being talked about a rising industry .Right from being the youngest CMD, ITDC to being an proactive Director in the Ministry of Tourism, and being the Director NRM, his contribution to the growth of tourism has been immense. IRCTC by utilising his services will be benefited to a large extent and the rail tourism will definitely be seen as playing a lead role in Indian tourism.

Views against IAS officers shocking

The views expressed by Mssrs. Sanjeev, KKG PIllai & NN Ojha against IAS officers are very shocking & destructive and show their zealousy & mental agony against the elite service. Do they know, how officers are inducted to this service ? Have they not tried or have dream to join it and when failed to achieve it, they might have had no option but to join other services. No doubt, IAS officers are quite intelligent. Exceptions are always there like dissimilarity amongst our fingers designed by super designer, the Almighty. It is fact that the quality is compromised by undue reservations but IAS should not be blamed for this inefficiency. All other services officers should not eye for the posts meant exclusively for IAS and instead they should concentrate on their work for which they have been employed and being paid by the Govt. Decision making powers need to vest in appropriate authorities only. I totally disagree with these gentlemen !
