Indo-China relations take a beating
Mystery behind last minute cancellation of one week training for IAS
officers belonging to 1991 batch has been unravelled.Delhi had decided
against sending 107 IAS officers of the 1991 batch for training to China
due to a setback in diplomatic relations between two neighbouring nations.
The Chinese Embassy in India had granted visa to 106 IAS officers while
stating that one officer who hails from Arunachal Pradesh did not require
the Chinese visa. The reason assigned by Chinese authorities was that
Arunachal Pradesh is part of China, so the officer in question by virtue
of his being a Chinese did not require any visa for travelling to China.
However, Delhi reportedly took a strong exception to this and at the
eleventh hour cancelled trip to China by all 107 IAS officers of the
1991 batch.

It seems the IIPA , New Delhi, has gradually become an extension of
LBSNAA, Mussorie. It is necessary to change its composition and also
complexion. IIPA Director should cease to be a cadre post of IAS. Outsider
should be chosen as Director. Government should give serious attention
to this.

It is an unfortunate decision for a State which pioneered the Concept
of Sex Education in Schools to reverse directions on such policies when
they are needed even more with fast spread of AIDS! Politics should
be kept out of such fundamental Policy issues and not change with notoriously
unstable Governments elected by very small section of Electorate Governments
changing frequently! There can be no lasting impact and all money and
efforts of years are wasted on whims of a few individuals!

in every cadre. Kashmir Station will be without Kashmiri knowing officer.

In sick one day. Having an urgent problem with one of the main computers,
He dialed the employers home phone number and was greeted with a
Child's' whisper.
"Hello"
" Is your daddy home?" he asked
"Yes" whispered the small voice
"May I talk with him?"
"No"
Surprised and wanting to talk with an adult, the boss asked, "Is

"May I talk with her?"
Again the small voice whispered, "No"
Hoping there was somebody with whom he could leave a message, the boss
Asked, "Is anybody else there?"
"Yes, whispered the boy, "a policeman"
Wondering what a cop would be doing at his employee's home, the boss
asked,
"May I speak with the policeman?"
"No, he's busy", whispered the child
"Busy doing what?"
Talking to daddy and mommy and the fireman", came the answer.
Growing more worried as he heard what sounded like a helicopter, through
the
Earpiece on the phone, the boss asked , "What's that noise?"
"A helicopter" answered the whispering voice.
"What is going on there?!", demanded the boss, now truly
apprehensive.
Again whispering, the child answered , "The search team just landed

Alarmed, concerned and a little frustrated the boss asked , "What

Yet another setback to India in oil sector
Credit Suisse Securities in a communique to ONGC Mittal Energy on May
25, 2007 rejected the bid for the most strategic asset for India Chinese
are now hot contenders. The bid was rejected accusing the company of
breaching confidentiality & leaking the bid amount in three newspapers.
Indian Prime Minister Dr.Man Mohan Singh who had earlier expressed shock
earlier at the possibility of losing this asset. Heads are likely to
role in this saga where ONGC might be pulled in courts.
Pawan Hans to be a scheduled airline now
Decks for Pawan Hans to be a scheduled Airlines like Air India &
Indian Airlines have been cleared as it has been given NOC to operate
as a"Scheduled Operator" in India. The Company is also exploring
possibilities of venturing into fixed wing operations. Pawan Hans, an

Ban FTV revoked
The Indian Government has revoked the prohibition imposed on transmission/re-transmission
of FTV.com India Channel on all platforms with immediate effect. Otherwise,
the 60-day ban was to continue till May 30, 2007. The ban was lifted
in wake FTV.com India Channel having regretted their error and assuring
that such an error will not be repeated in future. of The revocation
is subject to the condition that the suspended period of prohibition
of six days shall be added to the penalty in case of any future violation
of the Cable Act/Rules.

Zapak to invest $50 Million
Zapak Digital Entertainment, a Reliance group being headed by Anil
Ambani is going to invest over $50 million in next three years. It will
be used for creating 65,000 gaming seats in major cities of India.
SAIL Board approves projects worth over Rs. 8000 crore
The members of the Board of Steel Authority of India Ltd (SAIL) have
approved projects worth over Rs. 8,000 crore, including in-principle
approval for hot metal capacity expansion of Rourkela Steel Plant (RSP)
to 4.5 million tonnes at a cost of Rs. 7,668 crore, at their last meeting
held earlier this week.
RSP is basically a bulk supplier of special products like electrical
steel sheets, spiral welded pipes, plates and other steel items for
Defence, tin plates, etc. Modernisation & expansion of RSP will
help to maximise production of these items.
The expansion of RSP involves installation of new production facilities
including blast furnace, 7-metre tall coke oven battery, sinter machine,
converter with slab caster, a plate mill to produce 4.3-metre wide plates,
a 1.8 lakh tonne per annum CRNO steel complex and 6-hi reversing mill,
among other facilities. RSP's Cold Rolling Mill and finishing lines
of Hot Strip Mill will also be revamped/upgraded as part of this plan.
The SAIL Board also gave the final go-ahead for order placement for
the project of rebuilding of RSP's Coke Oven Battery # 4 at an estimated
cost of nearly Rs. 230 crore to make it pollution compliant for achieving
emission standards as per norms of the Central Pollution Control Board.
The four packages under this project, including the rebuilding of battery
proper to MECON Ltd at a cost of around Rs. 154 crore, have been approved.
Another project approved for RSP is for uprating of its Turbo Blower
# 5 by M/s MAN Turbo of Germany, the original equipment manufacturer,
at an estimated cost of Rs. 47 crore.
Besides the above, the SAIL Board also gave final approval installation
of Main Step Down Substation-V & Transmission Network at Bhilai
Steel Plant (BSP) at an estimated cost of around Rs. 126 crore. This
facility will be required to evacuate power from BSP's 2x250 MW Power
Plant-3 being set up by NTPC-SAIL Power Co. Ltd.
All existing MG sets at BSP will also be replaced at a cost of around
Rs. 48 crore, as per another Board approval granted the same day.
