INTERVIEW OF THE WEEK

For Rajesh Bhushan, Chairman-cum-Managing Director (CMD) of the Bihar State Tourism Development Corporation (BSTDC) the field of tourism is a passion.Bhushan is striving hard to ensure that old & rich legacy of Bihar was harnessed to boost inbound tourists to Bihar. In an interview with <whispersnthecorridors.com>

An energetic & hard working, Rajesh Bhushan, unfolded his road map for promotion of tourism in Bihar. In reply to a question he said "we hope that tourism would become a major revenue earner for the state of Bihar by 2020." Bhushan also hoped to achieve this through active encouragement and facilitation of state government, participation of the private sector in fulfilling infrastructural gaps and getting full participation of local communities.According to him various private promoters have shown interest in setting up budget hotels through Public-Private Partnership mode in places like Patna, Rajgir, Nalanda and Bodhgaya.

Here goes his interview:


1/What new projects has Bihar State Tourism Development Corporation (BSTDC) taken up for development?

Answer : Bihar the land of Lord Buddha's enlightenment is known for its Buddhist Circuit destinations such as Bodhgaya, Rajgir and Vaishali. In Bodhgaya an ambitious master plan addressing basic infrastructure, tourism infrastructure, eco-friendly transportation etc. has been developed and is being implemented.

Tourism focusing on the river Ganges in and around Patna is another focus area of development. This includes - development of Ganga Ghats, and attracting domestic and external tourists to evening "Artis" at various Ganga Ghats, a floating restaurant with two decks (one housing the restaurant and another housing viewing area), speed boats with outboard motors for weekend cruise/picnics/dining out on the river Ganges.

Development of Eco-tourism projects focussing on rivers and hot water springs at Valmikinagar in West Champaran district and Bhimbandh in Munger District.

2/What steps are being taken to woo domestic tourists?

Answer: For the last three years inflow of domestic tourists in Bihar has been in the range of 60 to 70 lakh/annum. To ensure a quantum jump in this no. & to provide necessary fillip to domestic tourists, Bihar State Tourism Development Corporation (BSTDC) has started on-line booking of hotel rooms for it's hotels and booking of tour packages through it's Website: <bstdc.bih.nic.in> These bookings/reservations can be made by domestic tourists through ICICI payment window by using their credit cards. The Bihar Tourism facilitation offices at New Delhi, Varanasi and Kolkata are electronically linked with the BSTDC hotels throughout Bihar. Hence on-line booking/reservation of hotel rooms can be done through these Tourism facilitation offices also.

The Corporation also provides attractive seasonal packages (with special discounted rates) in its hotels.

3/These days there is a lot of stress on budget hotels. How do you propose to explore this opportunity?

Answer:The Bihar State Tourism Development Corporation (BSTDC) presently runs 23 budget hotels with a total room capacity of 244 rooms at different tourist destinations like Patna, Bodghgaya, Rajgir, Vaishali, Mohania, Sasaram, Valmikinagar, Purnia, Saharsa etc. The Corporation also provides extremely cost effective dormitory accommodation with a total Dormitory capacity of 277 beds at various tourist destinations within the state. Bihar State Tourism Development Corporation (BSTDC) also provides attractive discount packages to tourists travelling in groups and off-season tourists in these hotels and dormitories.

The state Govt. is proposing to actively encourage establishment of budget hotels through Public-Private Partnership (PPP) model. Various private promoters have shown interest in setting up budget hotels through Public-Private Partnership mode in places like Patna, Rajgir, Nalanda and Bodhgaya.

4/Do you think that the Buddhist circuit needs improvement and reorientation?

Answer:The traditional Buddhist circuit destinations are spread over UP (Sarnath and Kushinagar), Bihar (Bodhgaya, Rajgir and Vaishali), and Nepal (Kapilvastu and Lumbni). What is required is better connectivity between these destinations and marketing of integrated tour packages involving all these destinations. Within the state of Bihar Govt. is exploring the possibilities of Air-taxi service for connecting these destination and for reducing the journey time from one destination to another.

5/Are any projects in collaboration with private sector being taken up?

Answer:The Government is agreeable to taking the Public-Private Partnership route to encourage private sector participation in the developing tourism infrastructure in the state. This involves Public-Private Partnership for - (i) running of high-end luxury a/c coaches between various tourists† destinations (ii) Setting up of budget hotels (iii) Setting up of Air-taxi service etc.

6/Where do you see Bihar Tourism by the year 2020?

Answer: We hope that tourism would become a major revenue earner for the state of Bihar by 2020. We hope to achieve this through active encouragement and facilitation of state government, participation of the private sector in fulfilling infrastructural gaps and full participation of local communities.

Bihar is the only State that has the privilege of having destinations directly associated with all the religions of the country namely Buddhism (Bodhgaya, Nalanda, Rajgir and Vaishali), Jainism (Rajgir and Pawapuri), Sikhism ( Patna Saheb), Hinduism ( Patna, Gaya, Mundeshwari, Sitamarhi etc.) and Islam (Patna, Manersharif, Biharsharif, Sasaram etc.). The Govt. would be actively promoting tourist facilities in specific tourists† circuits i.e. Buddhist Circuit, Jain Circuit, Ramayana Circuit and Sufi Circuit etc. to highlight these destination. This would enable the domestic tourists to include these destinations as - must see - in their itineraries.

Secretary level changes in a day or two

Secretary level changes are expected to take place in the Government of India on May 31 soon after the return of Cabinet Secretary B K Chaturvedi from Japan.

Who will be Secretary Revenue ?
Who will be new Secretary Revenue ? It is now certain that no 1971 batch IAS officer will be appointed on the post. Presently tie is said to be 1972 batch and 1973 batch IAS officers.

1973 batch IAS officer to be Secretary Petro-Chemicals !
A 1973 batch IAS officer is all set to join as Secretary Chemicals and Petro-Chemicals in the Government of India.

Will there be bifurcation ?
There are strong rumours that Department of Forests and Environment is being bifurcated. Will an IFS officer be made Secretary Forests ?.

Will Meena Gupta be Secretary Forests?
In case IFS officer is not appointed Secretary Forests, chances of 1971 batch Orissa cadre IAS officer Meena Gupta for the post are rated high. She has been Special Secretary Forests and Environment.

Yadav to be Joint Secretary Home
Arun Kumar Yadav is being appointed Joint Secretary in the Ministry of Home Affairs. He is 1987 batch IAS officer of Sikkim cadre.

Rakesh Shrivastava is new JS (Ports)
Rakesh Shrivastava has joined the Ministry of Shipping as Joint Secretary (Ports). He is 1981 batch IAS officer of Rajasthan cadre.

Samir Jha to join Cabinet Secretariat ?
CBI SP Samir Jha is likely to join Cabinet Secretariat soon. He is an IRS officer.

Ramasubban to join today
K S Ramasubban is joining as Member (Administration) NHAI under the Ministry of Surface Transport on Monday. He is 1976 batch IAS officer of West Bengal cadre. The post was vacant after the departure of P C Chaturvedi as DG ESIC.

We need best of brains

I fully agree with the views expressed by Sanjeev. IAS was formed on the pattern of ICS which was aimed to suit the needs of Colonial rulers. At present we need the best of the brains to run the government. The selection done by UPSC is valid for only that period of time. It is very much possible that the people who could not get through at that time are much better suited for the job now, than the ones who are in. For the continuous development of any service it is imperative that the best possible man power is recruited at all levels. Clearing one examination should not be used as a certificate for availing comfort for the rest of the life. Performance should be the criteria. Whosoever is able to perform should be taken in to serve at all desired levels. NO UNDUE ADVANTAGE TO IAS AD INFINITUM PLEASE.

Secretary level posts should be from IAS only

I also agree that Secretary level posts in all ministries should be from IAS. Why ? Because having person from same service results in that man carrying on his prejudices/likes/dislikes to the top most post when he holds the post. If officer will be from IAS, he will have balanced view and will not be swayed by prejudice. Being an outsider, he will listen to the view point of all and then take decision. I f Secretary is also from same service he starts victimising his own former colleagues. Many times he is hand in glove with vested interests. He also closes vigilance cases of his favourites who had done him personal favours at one time or another in his service career. An IAS officer will be an outsider and thus not a part of the internal politics. He will have no baggage of history and will start with a clean slate. An IAS Secretary does not have to be expert in all fields , for that he will be having advisers from the specialised service to give him advice. Therefore it is very sound decision to have uniformly only IAS officers as Secretaries. It will bring a lot of improvement and uniformity in working of the Government of India.

Views expressed by B Satwinder is completely out of place and arrogant lacking any logic expected from a learned man. He suppose us to believe that only those persons are incapable in IAS who have come through reservations. Such views are against our constitution and shows the intellect of the person concern. This person called Satwinder is against reservation but wants reservation of certain post for the IAS only. Why he is not advocating a fair competition amongst all civil servants for top position in governemt of India otherwise 'reserved' for IAS. It is ridiculous to say that just by getting into IAS person becomes intelligent.

I find it quite amazing
I find it quite amazing when IAS officers or their factotums aver that higher posts in the Central Government are meant exclusively for the IAS (read Secretary level posts). Actually, these are all open posts and the preserve of no service in particular. Anyone may be appointed to these posts. That is how Shahi a technocrat was Secretary Power was till recently. Kelkar (technocrat) was Secretary Petroleum and Finance some time back. Jung (Indian Audit and Accounts Service) was Civil Aviation Secretary some time back and Krishnamurthy (IRS) was Secretary Company Affairs before becoming Chief Election Commissioner.

Specialzation is the need of the hour
Specialization is the need of the hour. Any technical organisation headed by a person who doesn't knows the technicalities of the working there,is bound to suffer in terms of performance. It is true that most of the civil service aspirants opt for the IAS as their first choice ,but a difference of less than 1-2% marks ,that too only once, cannot categorise one to be superior for life time. Truh is that all civil servants, more or less, have equal level of intelligence .Rather than engaging into the controversy of generalists v/s specialists ,which has no relevance in this era of super specialisation it is advisable that IAS itself should be divided into various specialised sectors., After district administration they should work only in their specialised sector. This would be beneficial for the government as well as for the IAS.

Let the IAS prove to society and nation
I don't agree with the views expressed totally in favour of IAS officers. Myself being a retired IAS officer and during my time officers were known for their integrity and uprightness but today the officers are incompetent, inefficient and cannot compete with the intelligence of other services officers. A large number of IAS officers are adopting buttering and also money-cum muscle power to grab the important posts but prove to be a miserable failure causing irreparable damage to India and Indians. May be it is due to bad training or bad example set by seniors in service. Time has come when no preference should be given to IAS officers and let them compete with all other services- Why for joint secretary posts at centre 1987 batch of IAS officer are being considered vis-a vis 1980 batch of other services . WHY SUCH A PROTECTION? WHY SUCH ADVANTAGE? India is known for respecting the age and seniority. And that's why Principal secretary to PM is always a senior person. Let our system should follow that and seniors of other services should be respected. Let IAS officers should be allowed to compete openly . Let them prove them self to society and Nation. This will help in restoring the faith of Indian society in this service.

IAS as Secretary Posts
I am an engineer and not from the Postal Services. But I had joined the erstwhile P&T Services and seen the functioning and performance of the Postal services for 40 long years. They are excellent managers. Postal Services in our country is far superior to several developed countries. I find the officers are more committed. Their constraint has been in financial resources. For anything and everything they have to get the approval from the finance Ministry. They are excellent operations managers and Human resources managers. Whenever they have been on deputation to other ministries they have fared better than IAS officers. I can quote a number of illustrious officers in this regard. They are quite impartial and sticklers to rules. The person who wants an IAS officer doesn't really want a change but should be settling scores with a coming future incumbent. Please don't meddle with a system which is running fine.

INDIAN POLICE ......
All the police organizations in the world are called to meet at a common place to evaluate the best organization. Only major organizations like the New York Police, the Melbourne Police, Scotland Yard, the Dutch Police and the Mumbai Police pass the eliminations round.
Now the task is to select the best one among them. Surprisingly, all the 5 groups do equally well in all the events so the judges put in a last (tiebreak) event to select the best team. They set a tiger free into a nearby forest and the team that catches the tiger in the least amount of time is to be declared the winner.
First the Dutch Police go into the jungle and catch the tiger in 30minutes. Next the Melbourne Police go and return in 20 min. with the tiger. After this the New York police go and catch the tiger in 15 min. Next Scotland Yard detectives go in and catch the tiger in a mere 10 min.
The Mumbai Police have the the last slot. The tiger is released and the Mumbai Police start chasing it. 10min go by.......20 min go by......30 min go by....1 hour passes by....3 hours pass by. The judges get vexed and decide to go into the jungle in search of the Mumbai Police. In a short time after getting into the jungle, they are amazed to find a big BEAR tied to a tree trunk, being beaten left and right by the Mumbai Police, who are shouting,
"BOL TU SHER HAI .......... SALA BOL ! TU HI SHER HAI !!"

Pawan Hans fleet being expanded
Pawan Hans is acquiring two new Dauphin N3 helicopters .Their delivery is expected by October 2007.Since inception the company has operated a number of helicopters and offered a wide range of services through its fleet of 34 helicopters consisting of Bell 206L4, Bell 407, Dauphin SA 365N, Dauphin AS 365N3 and Mi-172.
