INTERVIEW OF THE WEEK

For Rajesh Bhushan, Chairman-cum-Managing Director (CMD) of the Bihar State Tourism Development Corporation (BSTDC) the field of tourism is a passion.Bhushan is striving hard to ensure that old & rich legacy of Bihar was harnessed to boost inbound tourists to Bihar. In an interview with <whispersnthecorridors.com>

An energetic & hard working, Rajesh Bhushan, unfolded his road map for promotion of tourism in Bihar. In reply to a question he said "we hope that tourism would become a major revenue earner for the state of Bihar by 2020." Bhushan also hoped to achieve this through active encouragement and facilitation of state government, participation of the private sector in fulfilling infrastructural gaps and getting full participation of local communities.According to him various private promoters have shown interest in setting up budget hotels through Public-Private Partnership mode in places like Patna, Rajgir, Nalanda and Bodhgaya.

Here goes his interview:


1/What new projects has Bihar State Tourism Development Corporation (BSTDC) taken up for development?

Answer : Bihar the land of Lord Buddha's enlightenment is known for its Buddhist Circuit destinations such as Bodhgaya, Rajgir and Vaishali. In Bodhgaya an ambitious master plan addressing basic infrastructure, tourism infrastructure, eco-friendly transportation etc. has been developed and is being implemented.

Tourism focusing on the river Ganges in and around Patna is another focus area of development. This includes - development of Ganga Ghats, and attracting domestic and external tourists to evening "Artis" at various Ganga Ghats, a floating restaurant with two decks (one housing the restaurant and another housing viewing area), speed boats with outboard motors for weekend cruise/picnics/dining out on the river Ganges.

Development of Eco-tourism projects focussing on rivers and hot water springs at Valmikinagar in West Champaran district and Bhimbandh in Munger District.

2/What steps are being taken to woo domestic tourists?

Answer: For the last three years inflow of domestic tourists in Bihar has been in the range of 60 to 70 lakh/annum. To ensure a quantum jump in this no. & to provide necessary fillip to domestic tourists, Bihar State Tourism Development Corporation (BSTDC) has started on-line booking of hotel rooms for it's hotels and booking of tour packages through it's Website: <bstdc.bih.nic.in> These bookings/reservations can be made by domestic tourists through ICICI payment window by using their credit cards. The Bihar Tourism facilitation offices at New Delhi, Varanasi and Kolkata are electronically linked with the BSTDC hotels throughout Bihar. Hence on-line booking/reservation of hotel rooms can be done through these Tourism facilitation offices also.

The Corporation also provides attractive seasonal packages (with special discounted rates) in its hotels.

3/These days there is a lot of stress on budget hotels. How do you propose to explore this opportunity?

Answer:The Bihar State Tourism Development Corporation (BSTDC) presently runs 23 budget hotels with a total room capacity of 244 rooms at different tourist destinations like Patna, Bodghgaya, Rajgir, Vaishali, Mohania, Sasaram, Valmikinagar, Purnia, Saharsa etc. The Corporation also provides extremely cost effective dormitory accommodation with a total Dormitory capacity of 277 beds at various tourist destinations within the state. Bihar State Tourism Development Corporation (BSTDC) also provides attractive discount packages to tourists travelling in groups and off-season tourists in these hotels and dormitories.

The state Govt. is proposing to actively encourage establishment of budget hotels through Public-Private Partnership (PPP) model. Various private promoters have shown interest in setting up budget hotels through Public-Private Partnership mode in places like Patna, Rajgir, Nalanda and Bodhgaya.

4/Do you think that the Buddhist circuit needs improvement and reorientation?

Answer:The traditional Buddhist circuit destinations are spread over UP (Sarnath and Kushinagar), Bihar (Bodhgaya, Rajgir and Vaishali), and Nepal (Kapilvastu and Lumbni). What is required is better connectivity between these destinations and marketing of integrated tour packages involving all these destinations. Within the state of Bihar Govt. is exploring the possibilities of Air-taxi service for connecting these destination and for reducing the journey time from one destination to another.

5/Are any projects in collaboration with private sector being taken up?

Answer:The Government is agreeable to taking the Public-Private Partnership route to encourage private sector participation in the developing tourism infrastructure in the state. This involves Public-Private Partnership for - (i) running of high-end luxury a/c coaches between various tourists† destinations (ii) Setting up of budget hotels (iii) Setting up of Air-taxi service etc.

6/Where do you see Bihar Tourism by the year 2020?

Answer: We hope that tourism would become a major revenue earner for the state of Bihar by 2020. We hope to achieve this through active encouragement and facilitation of state government, participation of the private sector in fulfilling infrastructural gaps and full participation of local communities.

Bihar is the only State that has the privilege of having destinations directly associated with all the religions of the country namely Buddhism (Bodhgaya, Nalanda, Rajgir and Vaishali), Jainism (Rajgir and Pawapuri), Sikhism ( Patna Saheb), Hinduism ( Patna, Gaya, Mundeshwari, Sitamarhi etc.) and Islam (Patna, Manersharif, Biharsharif, Sasaram etc.). The Govt. would be actively promoting tourist facilities in specific tourists† circuits i.e. Buddhist Circuit, Jain Circuit, Ramayana Circuit and Sufi Circuit etc. to highlight these destination. This would enable the domestic tourists to include these destinations as - must see - in their itineraries.

Joint Secretary in the PMO Jawed Usmani is expected to go to the World Bank as Senior Advisor. He is 1978 batch IAS officer of Uttar Pradesh cadre.

1975 batch IPS empanelment deferred
Empanelment of 1975 batch IPS officers to the rank of ADG in the Government of India did not take place on May 28.Empanelment is reportedly delayed by a month or two.

Thulasidas appointed CMD of new Air India
Air India chairman and managing director (CMD) V. Thulasidas has been appointed as CMD of the airline that is being formed by the merger of Air India and Indian. The new merged entity will also be called Air India.Thulasidas is 1972 batch IAS officer of Manipu-Tripura cadre.

Vishwapati Trivedi is Joint MD of new Air India
As expected Indian CMD, Vishwapati Trivedi has been appointed Joint-Managing Director (JMD) of the merged entity.He is 1977 batch IAS officer of Madhya Pradesh.

New Chhattisgarh DGP from outside state !
It is now believed that new DGP of Chhattisgarh will not be from the state. The post has fallen vacant following the demise of O P Rathore.

Roy to join Cabinet Secretariat ?

UPSC declares result of test for CPOs

The UPSC has declared the results of written exams for Central Police Forces (Asstt. Commandant) Examination 2006. These candidates have qualified for Physical and Medical Standard Tests and Physical Efficiency Tests on the basis of the result of written part of the exam held by the Union Public Service Commission in October 2006. They will be intimated by the Border Security Force, about the date, time and venue of the Physical and Medical Standards Tests and Physical Efficiency Tests (PET), to be conducted by them.

China had refused visa to citizens of Arunachal Pradesh in the past also on the grounds that Arunachal Pradesh is part of China so its citizens did not need any visa. Latest person to be refused was Ganesh Koyu an IAS officer of the 1991 cadre. Is it the logic ?
Some persons have expressed the view that secretaries in all the ministries should be IAS because they are unbiased being outsider for the service being administered. Shall we extend this logic to mean that Cabinet Secretary/Chief secretaries should not be from IAS?

Comments of the IAS advocating their monopoly over secretary posts is indicative of insecurity and fear of competition from other civil service officers.

SP Ministers by burning files ne kiya hai proof erase!!!

This should be investigated and culprits brought to book,
Though culprits will say only waste paper was burnt to get off the hook!!!

Waste paper should have been sold and proceeds deposited in State's account,
And it would have been a considerable amount!!!

Kamalnath says the strong Rupee will not cause a Trade Deficit imbalance,
Fact is that strong Rupee will affect the Trade balance!!!

We try to ape China in SEZs and in a lot of other things.....what about exchange rate?
Why is the Rupee being allowed to appreciate of late!!!

India is going to be outpriced because of a strong Rupee,
But sadly this Sarkaar refuses to see!!!

And with mega IPOs coming Dollar inflow is going to increase!!
Dollar's value vis-a-vis Rupee is going to decrease!!!

Sad thing is that this Sarkaar is always on the learning curve!!!
And at the last minute when its too late they try to swerve!!!

Manmohan says he wants power chori to stop!!!
Isn't wastage equal to chori…. Manmohan ko yeh question karre someone pop!!

And as we know biggest waster is Sarkaar,
Where there is requirement of one air conditioner there are chaar (four)!!

Manmohan Ji correction starts at home…… so plug the power leaks in the Sarkaar!!
On over cooling and lighting and usage there should be a bar!!

Now another gem from Manmohan…... for falling in agri production!!!
He says Agriculture in India is suffering from tech fatigue which is causing the reduction!

He has nothing to say about the thousands of acres that have exited the agri land bank!!!
And which is the reason why agri production sank!!!

Feel that after three years in power he's suffering from fatigue….. tired!!!!
Just in trying to project wrong as right he's mired!!!

Speaking of land banks…..how come DLF has valued its Land Bank so high!!!
Some other's having same acreage but lower valuation are asking why???

Post the Mega IPOs the Sensex roller coaster will move down…… markets will fall!!!
So please do take money off the table…. take this call!!

Bharat Ranga to head Zee International

Bharat Ranga has been appointed as head of Zee Entertainment's International Business.Ranga who will be based out of Mumbai was earlier business head of the cinema channels - Zee Cinema, Zee Premier, Zee Action & Zee Classic. He will report to Zee Entertainment Enterprises Ltd (Zeel) CEO Pradeep Guha. It may be stated that Zee group's Chairman is Subhash Chandra.

Gopinath to head Zee cinema channels

Mohan Gopinath will be Deputy Business head of the cinema channels of the Zee group. He will succeed Bharat Ranga who was elevated to head Zee group's global business.

Hello FM to enter ad world

Chennai based "Hello FM radio "channel of which CEO is Rajeev Nambiar is going to launch an advertising agency in the next month. The ad agency will specialise in radio commercial production. Owned by Malar Publication, a part of the 'Daily Thanthi', Hello FM has been into promotional brand activity. On the day of their launch on 2 October 2006, Hello FM launched what they call as 'green revolution'. The station distributed gold coins to its listeners every minute for continuous 17 hours.
