Rajneesh Gupta has taken over as Joint Secretary Shipping in the Government of India . He is an IRS officer.

Roy to go to Dhaka in International Jute Organisation
Sudripto Roy, Joint Secretary in the Ministry of Textiles, is going to Dhaka as Secretary General of the International Jute Organisation for a period of three years. 1978 batch IAS officer of Himachal Pradesh cadre Roy will take over this prestigious UN assignment on September 1.

Altogether 53 Central Excise and Custom officers are reported to have quit the IRS during the past one year.

IAS may join Private Sector?
There is a move to allow the IAS officials to join private sector/ MNCs on deputation. A detailed order in this context is in the pipeline.

Laggards of IAS or simply the Pariah?
Sikkim , a state of barely half a million people, was made into a separate cadre for All India Services after its merger in 1975 with a sanctioned strength of 60 for the IAS. There have been as many as 64 IAS officers in the cadre so far (of which 42 are between the 1958 and 1987 batches), but, shockingly, nobody from Sikkim cadre has ever worked as Secretary or Special Secretary or even as Additional Secretary to GOI during last 32 years!! Only one officer has so far worked as Joint Secretary while one more has recently been empanelled, on reconsideration, perhaps to correct this glaring anomaly.

Of what value is GOI's policy to offer financial incentives to encourage officers to stay and work in North East if the hard evidence on ground fails to dispel the impression among junior officers that Sikkim is a graveyard of IAS? When will the PMO directive to M/O Personnel to give preference to officers of NE cadres in matters of empanelment as JS, training and foreign assignments will see the light of the day?

It may be remembered that this is one state which has not produced a single Union Cabinet/State or even a Deputy Minister in its History.

Not a good news for 22 disillusioned officers of Sikkim cadre including 13 direct recruits belonging to 1988 to 2006 batches who cannot help feeling that posting in Sikkim means an end of their career aspirations. No wonder than that even the high court judges are sent here on punishment. And some like Justice Sethna of Gujrat High Court prefer to resign.

Who will win, Deshmukh or Rane ?
There is a tussle in Maharashtra over the appointment of Principal Secretary Revenue. While Chief Minister Vilas Rao Deshmukh is keen to have Ms J Sankaran, Revenue Minister Narayan Rane is supporting Neela Satyanarayana. Both are 1972 batch IAS officers. Let us see who wins?.

A feather in Uttarakhand CM's cap
A feather in the cap of newly inducted Uttarakhand Chief Minister was added when he succeeded in getting seven acres of land meant for Uttarakhand Bhawan in Delhi, freed from clutches of encroachers. The plot of land in question is before the Chanakya Cinema hall, Delhi of which market worth is estimated to be around Rs.200 crore.

Promptness of CBDT
This time the Central Board of Taxes(CBDT) has sought list of officers from concerning Commissioners of Income Tax along with preference of officers as to where they would like to be posted. This list has been sought within three days.

Law Tribunal to replace Company Law Board ?
In few months from now, Chairman CLB's post will become vacant as the present incumbent, an Indian Postal Service officer, will superannuate in November this year. Incidentally, Supreme Court may pronounce judgment any day on constitution of a new National Co. Law Tribunal, replacing CLB and BIFR.

Narinder Singh to go Bishkek
Second Secretary (Haj) in the US Narinder Singh has been shifted to Bishkek in place of Ms Yojna Patel. She will report to the MEA headquarters.

Economy:Global & India
Economic parameters that according to an Economist are likely to emerge in the global context in next two years are :

(a) A strong possibility of recession & sustained low growth in the US.
(b) If the US enters this scenario then whole economy will suffer because global economy is dictated by demand from consumers in the US.
(c) Regardless of rise of China, India, Brazil & Russia ,world economy will not be able to sustain the present growth rate.
(d) China today has a trade surplus of 200 Billion American Dollars & is not a self sustained economy. Similarly, India too is not a self sustained economy.
(e) The American Dollar will slide further as loans worth 300 Billion US Dollars will be reset next year with higher interest rate, the borrower in the US will be hit very badly. Seventy five per cent of the US Economy which is driven by consumer spending will have a major impact.
(f) The US & the EuropeanUnion(EU) followed by Japan will resort to cut in interest rates to stall the American Dollar & their currencies from a free fall.Indian Economy & monetary policy will be hit the most by this global impact.

These are final warning signs for Indian Economists & the Reserve Bank of India(RBI) to take drastic measures to improve Economic fundamentals.

It seems good sense prevailed

I fully disagree with the views of Deepak Singh and fully agree with the views of R Singh. Extensions in the service should be given only in exceptional circumstances to exceptional persons who have extraordinary talent or ability. Unfortunately, majority of the people who are about to retire do not fall in to such exceptional category. So, it would be prudent not to give any kind of extension to them. Moreover, the younger people are much more talented, fit (both mentally and physically) and bright than the oldies. Let us give them a chance to rebuild the resurgent and resilient India. There is no point in giving more chance to failures of the past. Thankfully, it has been reiterated by the Minister that there is no proposal for raising retiring age in the Sixth Pay Commission even to 62 years, leave alone to 65 years. At last good sense seems to have prevailed on him.

What is the fault of this 1973 batch IAS officer ?

You are missing an important point on this issue. While there is a lot of talk of Civil Service Reforms and fair play, the 1973 batch Tamil Nadu Cadre officer who is the first in the empanelled list and one of the most highly qualified officers in the service, is waiting for a posting in the Centre ,when his juniors have already been placed. Is it because this soft spoken,intelligent and utterly honest officer can be no Minister's favourite?

Rice does not reach the poor in North-East

Who is the Cabinet Secretary to intervene in this matter? The C&AG of India's Audit Report 2006 and 2007 talks of a scam of Rs.300 crores of fraudulent payments made by FCI to the Govt. of Arunachal Pradesh on tranportation of foodgrains in Arunachal Pradesh. All this Hill Transport Subsidy is a shame and should be stopped. I am to inform you that rice does not reach the poor in the villages and all of it is diverted for sale in the open market at Guwahati / Bongaigaon and even at Punjab & Haryana even after the rakes are shown as despached for the North East.Indian bureaucracy needs the North East to survive to generate "welfare Schemes" for themselves. The Cabinet Secretary should have not intervened in this matter of deciding on transportation rates as he has no locus standi on the matter. Even the FCI is not clear what rates are to be paid. Let us hope we don't have another fraud being perpetrated on the nation.Last of all I want to state that the rich get richer & richer while the poor get poorer & poorer and die inhuman deaths. Our poor Arunachalis are made scapegoats by the FCI, Ministry of Food, Govt. of India and worst still by our own leader politicians!!! These are reasons for movements in the North East.

On EC's appointment as Leader of Opposition should be included in decision process,
Had this been done Opposition could not have said Navin Chawla is pro Congress!!!

Follow the NHRC selection process for EC too,
This would be the right thing to do!!

For favouring Congress he's been named in quite a few!!!

But EC deserves kudos for the UP elections,

And aside he adds neither is it Commies ki ancillary!!!

This statement was made in connection with Presidential race,
This means for Somnath's candidature Commies SP se opposition karren ge face!!

And Amar says SP will not support Congress's candidate,
But some say towards Congress he's mellowed down of late!!

Maybe something is in the offing,
Though in Public at each other Congress and SP continue scoffing!!
