Are ministers sole repository of wisdom ?

It is not desirable for proper administration to let ministers reject panels repeatedly! A limit should be fixed! It should be made compulsory to select from second panel submitted! Even President can return a Legislative Bill only once! Are ministers the sole repository of wisdom?

There should be Special promotion system

As I had written earlier, time has come when GOI needs to devise special promotion systems for before time promotions of outstanding officers of state services to AIS. All state officers of the country should join on this issue. We now need to move on from the colonial "caste bureaucracy" mindset. Please highlight this issue.
