Dr Anand replaces Ranjit Issar
Dr Harjit Singh Anand has taken over as Secretary Urban Employment
and Poverty Alleviation in the Government of India on Tuesday.He is
1973 batch IAS officer of Haryana cadre.Dr Anand has replaced 1972 batch
Haryana cadre IAS officer Ranjit Issar.
Removal of Issar demoralizes bureaucracy
There has been a demoralisation among senior bureaucrats in the wake
of Ranjit Issar being put on compulsory wait.1972 batch Haryana cadre
IAS officer Issar who so far was Secretary in the Ministry of Urban
Development & Poverty Alleviation was in an unprecedented manner
removed yesterday. This has sent negative signals among bureaucrats.
It may be stated that Ranjit Issar is an astute, dedicated and upright
IAS officer who won kudos for his work in the Defence Ministry.
Singhal is new Chairman of CBEC
S K Singhal will be new Chairman of the Central Board of Excise and
Customs (CBEC).He will succeed V P Singh on June 1.1970 batch IRS officer
Singhal is considered to be an upright officer.

What next in U.P?
The satta market, contrary to exit polls is predicting a Bharitaya
Janata Party (BJP) government with the backing of Samajwadi Party and
the CM will be an independent. As per the satta market BJP and SP will
be neck in neck and Congress might double its vote share but the same
might not translate into increased number of seats.
PM refuses to part with Coal Secretary
Prime Minister is believed to have said "No" to shift Secretary
Coal Harish Chandra Gupta to the NHAI as Chairman. P M has a feeling
that 1971 batch UP cadre IAS officer Gupta is doing a good job as Secretary
Coal.
Ghosh to retire
Secretary Forests and Environment P Ghosh is superannuating by this
month end. He is 1969 batch IAS officer of UT cadre.
Sharma is new Joint Secretary Telecom
Balram Sharma has joined as Joint Secretary Telecom in the Government
of India. He is 1985 batch IAS officer of Himachal Pradesh cadre.

Sahai posted in Railway Board
Vivek Sahai, Additional General Manager, Western Railway, has been posted
as Executive Director (Information Technolgy), Railway Board. Sahai
had earlier been posted as DG Operations, but the post was scrapped
due to protests from railway officers and sahai had to return to his
original post of AGM. Sudhir Kala, who had been posted in Sahai's place
as AGM Western Railway had to go back. Now rumour mill says that Kala
will come back.
Discipline enforced in Uttarakhand
Discipline among Government officers & employees is being enforced
by Uttarkhand Chief Minister B C Khanduri. Unlike the past, officials
cannot afford the luxury of reaching their offices by 12 noon and returning
back home by 3 pm now. Even the Chief Minister is reportedly working
with full dedication and striving to put the state on fast track of
development.
Bihar chosen for Mirror Conference
The Stanford University in its efforts to foster a policy dialogue with
India has started a new practice of "Mirror Conference" in
India. These Conferences reflect the format, and the intellectual debate
at Stanford itself. After several states, Bihar has been chosen as a
venue for the mirror conference .It shows Bihar has started rapid strides
under the dynamic Chief Ministership of Nitish Kumar.
Bhatia is HC to Lesotho
High Commissioner of India to South Africa R.K. Bhatia has been concurrently
accredited as the next High Commissioner of India to the Kingdom of
Lesotho.

Manikant Azad will be Special Secretary Planning.Shyam Shankar Prasad
will be Special Secretary Disaster Management.Rahul Sharma has been
appointed Secretary Electricity Board.

IAS is being marginalised
It is a pity that a premier service like the IAS is being slowly marginalised.
The postings at levels of Joint Secretary also bear out the same story.
Proactive approach must be taken to stop this tradition.

India needs the best of persons
To improve the efficiency of All India Services, it is imperative that
outstanding and efficient officers are recruited parallely in IAS, IPS
etc and non performing officers are placed in some other services, because
India needs the best of persons available for all times and not only
at the time of selection by UPSC. It's high time lateral entry in to
such services is started by the GOI, because mediocrity can not lead
us to any destination.

It's not a question of making hay but the dedication of other services.
IAS officers only like to go for positions where they can systematically
loot the system. And state governments are perfect place for it.

Good. This was done for government officials in the A/Cs & Audit
services in the month of Nov'06.The rules infact are violative of Art.19
of the Constitution. The reference can be made to various pronouncements
by Tribunals as also by the Apex Court.

PLI in Air India and INDIAN
The disparity in careers causes huge monetary losses, besides loss of
face and prestige, as well as social standing. The fact that PLIs are
payable to Engineers worldwide on Indian parameters and not to officers
of AI is blatantly unfair and discriminatory since 1996. Surprising
that Officers Association has deemed it unworthy of legal redressal.
The other disparity is in the choice of different and discriminatory
parameters for Engineers over Officers. The last straw is the non-inclusion
of revenues of Air India Express which has largely replaced AI parent
routes and operations and is a wholly owned subsidiary like Air India
Charters. It is just another discriminatory and fraudulent behaviour
of top managements against its own officers and this is shameful to
say the least. I wonder at the deafening silence by the Officers and
Management. And the silence of the Auditors, internal and external,
besides the regulatory watchdogs that are supposed to guard against
discrimination and injustice in the public system, including the media.
Can one hang their head in shame at all these human and systemic failures
!

SAIL- a major achiever
Steel Authority of India Limited (SAIL) has bagged the Businessworld-FICCI-SEDF
Corporate Social Responsibility Award 2006. President of India
Dr A.P.J. Abdul Kalam presented the award to Mr S.K. Roongta, Chairman,
SAIL, at the FICCI Auditorium Delhi the other day. The award recognises
the innovative corporate social responsibility (CSR) initiatives taken
by SAIL in the fields of education, access to drinking water, medical
and healthcare, sanitation, communication/roads, sustainable livelihood/income
generation, women's empowerment, tribal welfare, environment preservation,
sports, reproductive and child healthcare, heritage preservation, cultural
and recreational activities, etc. This is the first time that a public
sector enterprise has won the award since it was instituted in 1999.
Over the years, SAIL has established 133 company-run schools that impart
quality education to more than 80,000 children, maintaining a girl-boy
ratio of 1:1. SAIL also provides access to improved sources of drinking
water to more than 2 million people. More than 20 million people have
benefited from SAIL's 20 hospitals, four speciality hospitals and numerous
primary healthcare centres. The first corporate entity to collaborate
with NACO for generating greater awareness on anti AIDS, SAIL has so
far covered more than seven lakh people in its AIDS awareness programme
since 1999-2000.
