Constraints of a CVO !

The person who is writing on the performance of the CVOs in the vigilance & anti-corruption measures in the organisations wherever they are posted is partially true. Majority of the CVOs get discouraged after initial reactions of the managements to the vigilance measures as they are more in favour of continuing their corrupt/ intransparent practices to their personal benefit & ensure that CVO is virtually isolated from all the information/policies and vital apex level meetings of the Companies. CVOs (though in dismal minority these days )who even are virtually struggling to perform their sacred duty of preventing the corruption are construed to impede the progress of the companies by the compromising CMDs/CEOs who have direct unhindered access to the CVC without any consultation with the CVOs. CVOs are single soul posted from outside and all the vigilance officers and other supporting staff is belonging to the in-house arrangement. Their commitment to the CVO and the anti-corruption cause can be well imagined. Look at the following constraints of the poor CVOs:

CVO is reporting to the CMD?CEO of the Companies and their ACRs are written by the CMDs/CEOs, CVOs in turn have been given internal officers who in majority of the cases do not report to the CVO but to the management. Why CVC cannot directly report on the

performance of the CVOs if the Government of India is serious about the cause of controlling corruption rather than to the Company executives who in many cases are party to the ongoing corrupt practices in their establishments and would not like to check the same. Can any CVO then perform for anti corruption or for the Boss he reports in the Company? CVOs are the links between their organisations and the CVC/CBI/Admin. Ministry. Should not then all these agencies consult the CVO in respect of all vigilance matters of the organisation? In actual practice it doesn't happen. None of the agencies ever give even such an impression in the dealings of the vigilance cases. Those CVOs who try to perform in the above scenario only suffer themselves as no administrative help by way of posting of staff under him or official accommodation provision to them or any incentives for their stressful work is ever given. Not even a word of appreciation ever comes from any quarters. In India in fact their is no one really serious about even controlling corruption leave aside stopping it then why blame only the poor CVOs who are only scapegoats for all unrestrained demeanors of the executives/chief executives who invariably are not with the CVOs in controlling corruption in their companies. Corruption starts from top. If the top gives an impression by his words and deeds that he means business in preventing this malaise from his company, things will fall in order in less than you ever think they can. Unfortunately the companies want the institution of CVO only to regularise their prevailing practices. God save the companies and the public funds they are masqundering.

PWD and Tax Payer

The TOI on 9th Nov. carried an interesting feature on repairs of officers' quarters in Hyderabad. It's practice-common knowledge that most govt. quarters are built to very poor specifications and material used. Yet to put cheap PWD quality tiles seems to cost as much as granitite! Cheap wooden cupboards cost more than teak ply cupboards! And finally the quarters are more than 50 years old!! It's just like most govt. staff cars - if you add the cost of repairs a new Corolla/Civic may be a far cheaper option but yet MoF says 150,000 kms or 8 years. How much more oxygen will one pump into stuff that should be demolished or thrown out of the window instantly? And then hypocritically talk of budget deficits! Why not instead wind up the PWDs, fund their VR by selling these very houses and give all officers 60% of their post-CPC salaries as HRA and make it non-taxable too? Similarly, a lumpsum monthly figure on a scaled basis, say Rs. 10000 to a DS level officer would pay for an EMI on a decent car and some amount of O&M expenses too. Wind up the garages and gift the cars to VR drivers. The taxpayer would be the single and biggest beneficiary.

Presently, a staff car with driver, maintenance and fuel, costs govt. more than 25000 rupees per month. Give that to employees and they will maintain a Honda City with uniformed driver. The problem is accounting. As long as accounts decision makers are from civil services, such detailed and proper accounting is not going to get done. Insisting for fuel inefficient and fault prone Ambassadors is more in interest of vote banks of drivers, cleaners and others to be kept happy and appeasement of Group C & D staff, whose votes can be bought by declaration of bonus.

Why he is Joint Secretary ?

Truly a hard working individual, who never curried favours with anyone. That explains as to why he is still a Joint Secretary, where as his batch mates have become Secretaries to the Government of India, for the past many years.

Is the rule only meant for a Civil Servant ?

The objection in Prabh Das case is entirely justified. Similar is the case of Ex- Secretary Power R V Shahi who has joined Teesta Urja after being incharge of Policies on Power which we feel were made to help IPP's. Is the rule not applicable to him because he was not a Civil Servant or some other reason?.

Now Front partners CPI(M) ko karr rahe hai blame!!
Saying what happened is Nandigram is a crying shame!!

Front partners term this as 'genocide'!!!
In Kolkata CPI(M) leaders are looking for a place to hide!!!

CPI(M) workers did what Paki troops did in Bangladesh !!!
And brought worldwide condemnation on their Desh (country)!!

This was Operation RKP or Rape , Kill and Pillage!!!
And they went doing this village after village!!!

The WB Guv decried the rape and killing,
As anti CPI(M) the Guv CPI(M) is billing!!!

People of WB have seen Communism's true face!!!
And Communism has plummeted from grace!!

Even the pseudo communists are saying that CPI(M) is a slur on humanity!!!
WB's intelligentsia which supported CPI(M) is also up in arms… latest causality!!

What's happened to Karat …. has the cat got his jeeb (tongue)???
His silence on the blood on his Party's hands sure looks very ajeeb!!!

Mamtha and Congress should remember now its ek aur dhakaa!!!
Or in cricketing parlance 'hit Commies out of the stadium for a chakaa'!!!

Mamtha and Congress need to unite and throw Communism in WB into the bin!!!!
And mind you if they come together in earnest they will definitely win!!

And BJP too needs to do its bit to get WB rid of modern day Hitlers!!!
Democracy's belittlers!!!

And mind you all would be doing India 's sewa!!!!
First aim should be to bin communism and only second should consideration of mewa!!!

Mewa or prize which in this case is power should be the secondary aim!!
First aim should be ki Communism ko karro maim!!!

BJP will come to power in Karnataka but JD(S) is again up to masti or mischief!!!
Their Ministers will take oath at a later day as per JD(S)'s Chief!!!

Actually Papa Gowda is setting his own house in order!!!
Power then loss of power and now some power has brought in a lot of disorder!!!

Papa Gowda's got the wrong notion that in negotiation he's number one!!
The same opinion for himself is harbored by the son!!!

Fact is like Papa Gowda becoming PM its again right time and right place!!
Its time at least Papa Gowda is shown his true place!!!

Now the cat is out of the bag that why was Hooda learning from Ramdev Yoga!!!
He wanted to pat himself on his back saying 'merre jaisa CM kabhi nahi hogaa'!!!

And Hooda did just this….. patted himself on his back physically,
And then said ' I'm the best' and patted himself verbally!!

Hooda Ji you can pat yourself as mush as you want!!!
But for the patting to be credible it has to be okayed by your Delhi waali Aunt!!!

He dare not call Sonia sister or Mummy Ji …… yes he can call her his Aunt!!!
And all praises reserved for Aunt and self praise a Congressi simply can't!!!

Maybe now Congressis will be required to jog 4 miles everyday!!!
In fighting fit form they will be required to stay!!

So lazy are they that some of them wear adult diapers rather then going to the loo!!
Congressis epitomize laziness so what will they do????

Liposuction… easiest way to rid oneself of excessive fat or lard!!!
What else is next on card???

The next generation will not marry before the age to get naughty!!!
That means Generation next can only marry when they reach forty!!

Rahul Baba feels marriage causes distraction and so marriage should come midlife!!!
No wonders till now he's not got himself a wife!!!

Nowadays Junior Badal spends his waking hours trying on Papa Badal's footwear!!
Junior's foot floats in jo hi Papa's shoe karta hai wear!!

He's even tried wearing six thick socks but still in the shoe his foot karta hai float!!!
Why doesn't he inject into his foot the thing that has made his head bloat???

What does PC mean when he says Rupee rise is on strong fundamentals!!!
Basically Rupee rise is against prudent economic fundamentals!!!

Speculative inflows (IPOs/Shares and Reality) are making the Rupee phenomenally appreciate!!
And once the inflows reverse Rupee will depreciate!!!

But by then in all probability PC will be practicing law!!
He came and allowed Rupee to artificially rise and he just sat back and saw!!!

Can Manmohan and PC explain the continuance of the Mauritius route!!!
Why FII's are being allowed to escape taxation in India via this chute???

An Economist should recognize the follies of allowing this to go on!!!
FII hedging in the Rupee has now been for some time on!!!

Confucius says ..principal should be that profits made in India should be taxed here too!!!
This would indeed be the right thing to do!!!

CORPORATE

ALL TIME HIGH RECORD OF DIWALI GIFTS ?

Bureaucracy in the country seems to have gone
crazy accepting diwali gifts from all sources this
season. According to very conservative sources,
Government offices all over the country received
gifts worth about Rs. 5,000/- crores. Any body
having any type of dealings with any government
department shared his diwali happiness with the
bureaucrats by presenting them diwali gifts.

Another noble way of pleasing the bureaucrats was
on the tables of the playcards. It is common knowledge
that businessmen came with lot of cash simply to lose
on the playcard table.

Public Enterprises which are currently giving big and
small construction contracts in power projects, national
highways, airports, railways ,etc., were the special
target of the industry.

Instructions of the Cabinet Secretary were simply brushed
aside.

Shahi was also present on the occasion.
