CVO is reporting to the CMD?CEO of the Companies and their ACRs are written by the CMDs/CEOs, CVOs in turn have been given internal officers who in majority of the cases do not report to the CVO but to the management. Why CVC cannot directly report on the performance of the CVOs if the Government of India is serious about the cause of controlling corruption rather than to the Company executives who in many cases are party to the ongoing corrupt practices in their establishments and would not like to check the same. Can any CVO then perform for anti corruption or for the Boss he reports in the Company? CVOs are the links between their organisations and the CVC/CBI/Admin. Ministry. Should not then all these agencies consult the CVO in respect of all vigilance matters of the organisation? In actual practice it doesn't happen. None of the agencies ever give even such an impression in the dealings of the vigilance cases. Those CVOs who try to perform in the above scenario only suffer themselves as no administrative help by way of posting of staff under him or official accommodation provision to them or any incentives for their stressful work is ever given. Not even a word of appreciation ever comes from any quarters. In India in fact their is no one really serious about even controlling corruption leave aside stopping it then why blame only the poor CVOs who are only scapegoats for all unrestrained demeanors of the executives/chief executives who invariably are not with the CVOs in controlling corruption in their companies. Corruption starts from top. If the top gives an impression by his words and deeds that he means business in preventing this malaise from his company, things will fall in order in less than you ever think they can. Unfortunately the companies want the institution of CVO only to regularise their prevailing practices. God save the companies and the public funds they are masqundering. Subramanian K S Bose PWD and Tax Payer The TOI on 9th Nov. carried an interesting feature on repairs of officers' quarters in Hyderabad. It's practice-common knowledge that most govt. quarters are built to very poor specifications and material used. Yet to put cheap PWD quality tiles seems to cost as much as granitite! Cheap wooden cupboards cost more than teak ply cupboards! And finally the quarters are more than 50 years old!! It's just like most govt. staff cars - if you add the cost of repairs a new Corolla/Civic may be a far cheaper option but yet MoF says 150,000 kms or 8 years. How much more oxygen will one pump into stuff that should be demolished or thrown out of the window instantly? And then hypocritically talk of budget deficits! Why not instead wind up the PWDs, fund their VR by selling these very houses and give all officers 60% of their post-CPC salaries as HRA and make it non-taxable too? Similarly, a lumpsum monthly figure on a scaled basis, say Rs. 10000 to a DS level officer would pay for an EMI on a decent car and some amount of O&M expenses too. Wind up the garages and gift the cars to VR drivers. The taxpayer would be the single and biggest beneficiary. Presently, a staff car with driver, maintenance and fuel, costs govt. more than 25000 rupees per month. Give that to employees and they will maintain a Honda City with uniformed driver. The problem is accounting. As long as accounts decision makers are from civil services, such detailed and proper accounting is not going to get done. Insisting for fuel inefficient and fault prone Ambassadors is more in interest of vote banks of drivers, cleaners and others to be kept happy and appeasement of Group C & D staff, whose votes can be bought by declaration of bonus. P Kumar Why he is Joint Secretary ? Truly a hard working individual, who never curried favours with anyone. That explains as to why he is still a Joint Secretary, where as his batch mates have become Secretaries to the Government of India, for the past many years. Raaghurane Is the rule only meant for a Civil Servant ? The objection in Prabh Das case is entirely justified. Similar is the case of Ex- Secretary Power R V Shahi who has joined Teesta Urja after being incharge of Policies on Power which we feel were made to help IPP's. Shahi was also present on the occasion. Air India gets its 1st wide body Airbus A330 Gulf-bound passengers from Kozhikode can now look forward to an increased capacity and wide-body luxury aircraft. National carrier Air India (NACIL) has begun the operation of its first leased wide-body A330-200 aircraft on the high density Kozhikode-Sharjah sector from November 10,2007. The 279-seater A330-200 aircraft will operate four times a week on the Mumbai-Kozhikode-Kochi-Sharjah sector and thrice a week Mumbai-Goa-Kozhikode-Sharjah and return sector. Besides a roomy cabin with ample leg space and comfortable seats, this twin-configuration aircraft of 255 Economy and 24 Executive class seats, also offers the attractive feature of audio-video in-flight entertainment. It may be stated that Kozhikode has a large segment of expatriate workforce in the Gulf. Air India and the erstwhile Indian have been providing connectivity to destinations in the Gulf since early Nineties. Flight IC 595 (Mumbai-Kozhikode-Kochi-Sharjah) will operate on Mondays, Tuesdays, Thursdays and Saturdays with departure Kozhikode at 1815 hrs and reach Sharjah at 2200 hrs via Kochi. In the return direction, IC 596 will leave Sharjah at 0110 hrs and arrive in Kozhikode at 0745 hrs, again via Kochi on Tuesdays, Wednesdays, Fridays and Sundays. The Mumbai-Goa-Kozhikode-Sharjah flight IC 597 will operate on Wednesdays, Fridays and Sundays leaving Kozhikode at 2025 hrs and reaching Sharjah direct at 2240 hrs. On its return, on Mondays, Thursdays and Saturdays, flight IC 598 will depart Sharjah at 0035 hrs and arrive in Kozhikode via Goa at 0715 hrs.Air India and the erstwhile Indian have collectively placed an order for 111 aircraft of which 20 have already been inducted in the fleet. As more and more aircraft are inducted, Air India will expand its network and also replace its existing aircraft with new aircraft.
