I have suffered greatly when i tried to perform my duties as a CVO in an important ministry where corruption is in full swing and am still at the Director level when all my batch mates have become additional secretary level officers. that clearly shows the government is not serious and it is only an eye wash. I was shocked when the secretary of the ministry called me personally and advised me to read novels instead of performing the assigned job. No one is really bothered to my plight including the CVC. The so called whistle blowers will continue to suffer greatly as even the Supreme Court refused to entertain my petition when I was unceremoniously removed from there. All bureaucrats colluded in the process of victimising me and this fact is very difficult to prove intentions in a court of law though everyone understands it. The CAT judges whom I approached personally advised me to obey the dictats of the bureaucrats instead of single handedly fighting the system otherwise suffer. Please invite suggestions on how to regain my position as my ACRs for the relevant periods have been downgraded to below benchmark level without ever communicating any adverse remark. VK Constraints of CVO Subramanian K has recounted very well the constraints of CVOs (WIC Forum 13th Nov). To his exhaustive list I wish to add at least one more item which he seems to be unaware of, i.e. the vulnerability of the CVOs themselves. His deputy is even more colorful as he is facing trial in a court in Rajasthan for having sold a disused night soil tanker belonging to an autonomous body under the MoD and pocketed the proceeds by giving a false certificate that the dirty stuff had been dismantled and buried in a trenching ground as per existing orders. Needless to say, the DG who selected such worthies for the job of CVO and Deputy CVO has all along used their 'services' for the twin purposes of protecting his loyals in their corrupt activities and at the same time for bullying those upright elements who dare to criticise the HoD or his band wagon even rightly. Occasionally if the CVO or his deputy dare to make a meek submission in the name of their 'conscience', they are quickly reminded of 'their own pending cases' and the 'crisis' is quickly resolved. Isn't it the art of enforcing vigilance 'by other means'? N N Ojha Modi to win It appears that the Gujaratis have decided not to be befooled by those who are beating their breasts on Modi bashing.
