There seems to be much ado about nothing as far as purchase of a new chopper by Rajasthan Government being led by Chief Minister Ms.Vasundhra is concerned.While some vested interests are blowing up the issue of the proposed purchase of a new Augusta Helicoptre by the Government of Rajasthan, the fact is that between the Governor and Chief Minister, there is only one operational flying machine available right now. The state plane met with an accident a few months back at the Delhi airport.Rajasthan, after bifurcation of Madhya Pradesh, is the largest state in the country, in terms of geographical area. Other states of comparable size have many more number of aircrafts(including helicopters) e.g. Gujarat -4, J&K - 4, Maharashtra - 5, UP- 5, Jharkhand - 7 (4 proposed). ALso, Rajasthan government through its Civil Aviation Corporation, leases out these aircrafts and helicopters when the VVIPs are not travelling and earns revenues out of it. Moreover, the brand Augusta is owned by J&K and Chhattisgarh also.Last but not the elast, this is state government's property not CM's personal property.

Post of Secretary SSC lying vacant for 4 years

" This is regarding the issue raised by Madan lal in the Forum of 14/11/2007 regarding DOPT issuing strict instructions to others but itself not following them in regard to many issues, including making a panel in
advance for filling-in future vacancies. In addition to the mess created by them in regard to the post of Member, SSC, the post of Secretary, SSC is also lying vacant for the last about 4 years. A junior level
Regional Director is officiating as Secretary, SSC for many years creating lot of heart burning and resentment amongst other Regional Directors of SSC who are receiving instructions from a junior colleague of theirs just because they are away from the powers that be in Delhi. Will some one inquire into this as to why the post has not been filled in the last 4 years, and whether there are any vested interests to keep the post
vacant?

Similarity between Mayawati and Killer bluelines

There is a strange similarity between UP CM Mayawati and Delhi's killer bluelines - both attack innocent people and gain publicity! The latest example is the Divisional Commissioner of Moradabad who was suspended in the so-called surprise visit of the CM to a village in Bijnor district. An honest and upright officer is a victim of Mayawati's social engineering. Sources in the power corridors say that the Commissioner was suspended as Behenji's political advisers were averse to suspending a Brahmin District Magistrate, an act which would be detrimental to her newly gained vote bank. Mayawatiji, how would you explain the act of suspending a supervisory officer for lack of development in a small village and not taking any action against other officers like SDM/ADM/DM etc. who are directly responsible for carrying out the development work?
Beware IAS officers of UP. This is just the beginning. UP's killer Blueline is back!!

I felt concerned for VK who has had to pay a heavy price just for doing his duty as CVO (WIC Forum 15th Nov). Without going into the personal issues for obvious reasons I find two basic generic issues emerging from his story. First, your seniors remain unhappy with you if you do your job dutifully . And second, there is no efficacious redressal mechanism in place to protect your legitimate interests when you are victimised by an unhappy boss as even the judicial fora including the apex court or the CAT do not deliver justice easily.
VK is right on both these counts. It is a fact that majority of those occupying decisive positions within the bureaucratic hierarchy are people who would like their juniors to simply toe the line unquestioningly. In fact they have themselves risen to the commanding positions through blind, robotic obedience of their own superiors' commands and trained themselves to believe that a questioning attitude is the worst form of indiscipline. In a nutshell, all successful officers are not necessarily good officers while all good officers are necessarily unsuccessful. (I don't deny some honourable exceptions as I have come across some 2 or 3 - and thats all mind you - such honourable exceptions in my 34 years service).Generally speaking there is need to break this vicious circle whereby an unscrupulous person rises high and secures similar rise only for equally unscrupulous elements working under him to the exclusion of any one suspected of having a fearless disposition or an independent, probing mind. Coming to the redressal mechanism, well in a democratic country the judiciary alone has the privilege of adjudication. Unfortunately the judicial system is inaccessible without a professional practitioner of law and the fee for engaging one is simply beyond the legitimate means of any civil servant, more so for an upright and conscientious one. Besides the juristic mindset is so deeply entrenched in formalities that a good many cases are lost on preliminary objections and technical grounds without even touching on the merits. As a young man in the early eighties (when CAT wasn't there) I had decided to argue my own case in a High Court against a transfer order which I considered to be unjust. I soon found myself outwitted by the 'preliminary objections' reeled off by the Government Counsel who happened to be a professional heavy weight. "But what about the merits of my case My Lord! Lets talk about that", I pleaded. "That will come later on", Lordship said tenderly and affectionately, "First let me hear the preliminary objections from the learned government pleader". The preliminary objections were heard and disposed. And with that was disposed my writ petition. Merits didn't get a chance to be reached.
You can't blame Lordships there. They are operating within a system and the system asks for professional experts irrespective of whether an honest or a dishonest person alone can afford to pay for their services.
Ultimately it is the viciousness inherent in the system that has to be broken. That may be a daunting task but not impossible. A beginning can be made by the victims by belling the cat rather than suffering silently. VK too can make a beginning by naming the Secretary who asked him to read novels rather than perform his duties as CVO. Rest assured, once you bell the cat, you will find large number of likeminded persons ready to join hands and stand by you. For all I know help may come pouring in from most unexpected quarters including from the honourable exceptions (howsoever few in numbers) occupying high positions within the bureaucracy and even the judiciary. Remember there is something called 'suo motto' notice taken by Lordships from time to time.

The comments about Harsh Mander. He was on deputation to international organisation from IAS when he spoke against Gujrat Government . What courage? However, all those who speak against Modi should also think about the Godra burning of innocents and the past history of Gujrat. E-Tendering & procurement in Punjab from 2008

The Punjab Government being led by Chief Minister Prakash Singh Badal is going to start E- tendering & E procurement in PWD (B&R) department from January 2008.This was disclosed by Punjab Government's Minister for PWD (B & R)Parminder Singh Dhindsa while presiding over the meeting of board of Punjab Roads Bridges Development Board in Chandigarh on November 15,2007.According to Dhindsa from January 15 , 2008 all works above Rs.One crore would be tendered electronically. Department of Information & Technology was in the process of establishing a suitable platform for these services. The Minister said that this would introduce greater competition and transparency in the public procurement.Dhindsa also said that Computerization of PWD (B&R) was also a part of World Bank funded Punjab State Road Sector Project, the largest road sector project in the state being implemented by PRBDB. A budget of Rs. 15 crores has been kept for computerization in the project.The Minister said that total computerization of PWD (B&R) would be completed by June, 2008.
