general secretary Rahul Gandhi was part of a larger political conspiracy.Those
who do not wish to scion of the Gandhi family taking a plunge into active
politics were involved in the plot so that Rahul Gandhi could develop
a cold feet towards the political arena.Only a detailed investigation
into the episode will be able to bring out the factual position before

Corruption and honesty
I fully agree with VK. Our system is so corrupt friendly that anyone
who tries to do his job honestly is bound to come to grief. ACR system
and transfer posting policy and absence of grievance redressal system
are all intended to ensure compliant behaviour and weed out and render
ineffective those who try to follow the rulebook, forget fighting the
corruption. State of governance is such that in several departments
if corruption were to be stopped for even one hour(assuming it was possible)work
would come to a standstill for full ten hours. If our country has achieved
such a spectacular success as is being proclaimed, it is because corruption
is contributing positively to 'development'. RTI Act. Whistle Blowers
resolution, Public Services Security bill, transparency. accountability
are like small statues of gods and goddesses kept in the homes of scoundrels
to ward of trouble. VK should have his fundamentals clear. Those who
fight corruption are considered as a nuisance and unless a CVO is perceived
as a friend of the corrupt, he will be treated as an enemy and dealt
with accordingly. So that people can reach out to him to devise ways
of tackling the situation, VK should identify himself giving his name
and service. Otherwise his tormentors will come down heavily upon him,
while his supporters will not be able to reach him. P.S. This was the

CVC must be given complete control
The way the anti-corruption mechanism is designed and implemented in
this country is very much prone to blatant misuse by the corrupt bosses
to whom they report in the ACR writing process. I think CVC must be
assigned the complete task of corruption control and all the CVOs and
their supporting officers staff need to be reported by the CVC and clear
directions given to the CVOs for objectively tackling the malaise in
their organisations and take up with the CVOs if they fail to perform
their sacred duty and explicitly encourage those few CVOs who perform
in this jungle raaj of corruption where the higher and more corrupt
get scot-free and low level officials only are punished by the vigilance.

There is absence of rule of law
I would like to commend the thoughtful comments of NN Ojha (WIC Forum
16th Nov ). The problem with Indian bureaucracy is that there is almost
complete absence of "Rule of Law". As rightly pointed out
by NN Jha we are the victims of a vicious circle as most of the officers
themselves have risen to their present commanding positions through
blind obedience of their superiors and this is what they expect from
their juniors. In a democratic set up, there should be objectivity,
equity, justice and fair play. This is exactly what is missing from
our system. And don't expect the fully entrenched politicians or bureaucrats
to fix it. It is only a handful of officers of integrity, who are the
victims of the system, have to fight a long drawn battle to make the
system work for them as well. This is not going to be an easy fight
and don't expect miracles or any benefits during yout career. It is
only the coming generations who will reap the benefits of our pioneering
efforts. But then that would be worth it. History is replete with instances
where change has occurred, but slowly.

High bidding for NHPC Director (finance) post ?
Lobbyists have raised the pitch for the post of Director(Finance) of
NHPC. Ministry is Power is currently flooded with pressures from vested
group to place a person of their choice to the key position of Director(Finance)
of NHPC which has huge investment plans and where large contracts are
to be awarded for the projects earmarked for the 11th Plan. Lobbyists
are asking for astronomical figures to lobby for this post. PESB had
recommended P.S.Gupta, an oil sector man as No.1 and A B L Srivastav
of REC as No.2. The proposal to appoint Gupta was mooted by the Ministry
of Power. However, the file was returned by the Ministry of Personnel
without any comment reportedly under pressure from a Union Minister.
Now, another proposal is under process to appoint one Srivastav.
Both the short listed candidates are far junior to the NHPC departmental
candidates who are currently working as Executive Directors. But they
do not have any God father. NHPC employees' union is preparing to the
Supreme Court against the appointment of Srivastav. The issue will figure
in the current session of Parliament through a call attention notice.

DTCC & CCIL join hands
The Depository Trust & Clearing Corporation (DTCC) and The Clearing
Corporation of India Limited (CCIL) have signed a Memorandum of Understanding
(MOU) aimed at promoting closer collaboration between the two market
infrastructure organizations. This collaboration with CCIL is the third
such information-sharing agreement that DTCC has signed with securities
infrastructure organizations in India. DTCC also has MOUs with India's
National Securities Depository Ltd. (NSDL) and Central Depository Services
(India) Ltd. (CDSL).

Manipal AcuNova Limited Central Reference Laboratory, Bangalore has
been awarded an accreditation by the Commission on Laboratory Accreditation
on the College of American Pathologists (CAP), based on the results
of a recent on site inspection. The CAP Laboratory Accreditation program

equal to more stringent than the Government's own inspection program.

Hotel Ashok, Delhi to be renovated
The Central Government has approved India Tourism Development Corporation
Ltd. (ITDC) to increase its authorized capital from Rs. 75 crore to
Rs. 150 crore. ITDC has worked out a plan to undertake a major renovation
work in Hotel Ashok, New Delh,i at a total cost of Rs. 146.35 crore.
The proposed renovation plan project of Rs. 146.35 crores for renovating/upgrading
the Hotel Ashok is envisaged to be funded @ 50% (i.e. Rs. 73 crore)
through equity to be provided by Government of India and balance (i.e.
Rs. 73.35 crore) is to be raised by ITDC through term loans from Banks/
Financial Institutions and internal resources.
