Stars continue to be harsh

November is as uncertain and unsure politically like the months before. The configuration of stars continue to indicate that the politics in the sub-continent shall still not return on stable tracks.The nuke deal which has already caused uncertainty over the Union Government may enter a decisive turn in the second fortnight of this month. Mars will take a retrograde path from 11th Nov and it is aspecting Venus which will be in Virgo. It indicates a difficult time for women politicians particularly. The UPA presided over by a lady will thus have to bear the brunt of the retrograde Mars. Likewise in Pakistan Benazir, already under terrorist attacks, may find goings still more difficult.
Mumbai neeeds to remain alert. The security agencies have already had the winds of likely terrorist activities. This time stars indicate that Bollywood may be on the terrorist radar. Musical concerts, star gatherings and cinema halls will need greater security cover.
Stars also indicate that tension may develop on the borders. Some kind of skirmishes cannot be ruled out. Skirmishes may increase in political parties also. BJP will be on the receiving end some of their CM will find their seats to hot to continue. The Prime Minister is on the threshold of a favourable change in his stars in the concluding week of November which may herald good times for him. He has, however, to withstand the holocaust that may take shape in the first three weeks of November..

IAS officer quits in West Bengal

Yesterday, West Bengal lost an ace IAS officer of the Cadre to the private sector. Sunil Chaturvedi of 1988 batch West Bengal Cadre has sought voluntary retirement from the Government and is set to join the Board of Bharat Forge Limited, Pune for leading BFL's global foray into aerospace, energy, oil and gas and marine and railways transportation sector.
Chaturvedi had just completed a three year stint as the Chief Executive Officer of the Rs. 2000 crore National Automotive Testing and R&D Infrastructure Project (NATRIP) of the Ministry of Heavy Industries in Government of India, a project he was instrumental in conceiving from the drawing board stage. He had only last month returned to the State to join as the first Textiles Commissioner of the State.

1979 batch IAS on quitting spree
IAS, mainly those belonging to 1979 batch, it seems, are gradually losing interest in civil services. As many as 10 of 1979 batch alone have left the service in the recent past with O P Agrawal being the last one. What could be the reason? Those who have quit the IAS are :- Mssrs Sandeep Madan, Rajiv Krishnaswami, Vivek Srivastava, Pradeep Puri, Debi Prasad Patra, Vijay Laxmi, Padmini Desikachar, D Prakash , Mukesh Kackar and O P Agrawal. One another IAS officer of this batch from South is also likely to quit.

Only UP and Uttarakhand cadre is preferred in MHA
Sada Kant is being tipped to be Joint Secretary Home to look after Police Modernisation in the Government of India. He is 1983 batch IAS officer of Uttar Pradesh cadre. In the MHA it is being discussed as to why only UP and Uttarakhand cadre IAS officers are preferred in the MHA particularly to deal with the Police modernization.

Salaries of SC employees is Pay Commission purview
The salaries of Supreme Court employees will also come under the purview of the Sixth Central Pay Commission.

The Incredible India Campaign is doing well, but we have oversold ourselves. In the commercial world promotion and development and availability of the product should go hand in hand. We lack behind in infrastructure, air seat capacity and the country is short of 1,50, 000 hotel rooms. It is like a shoe company advertising a SALE but nothing is available in the outlets. Such a promotion can always backfire.

Why delay in appointment if CCITs

I often wonder as to why the almighty takes so much time to appoint CCITs, when it is known well in advance the arousal of vacancies in various charges. May be the chota minister wants to have his own henchman at the helm of affairs-any one who knows the it department would consider it a preposterous idea. Seniority should be respected unless circumstances warrant-otherwise.

US EXIM REFINANCES AIR INDIA 777S

US Exim will also be refinancing in the first week of November one more aircraft which has already been bought by Air India and 10 B737-800 aircraft acquired by Air India Express. The refinancing would therefore substantially complete NACIL's first phase of financing of aircraft to be delivered before December 31, 2007 to the tune of US$ 1.4 billion. NACIL will use the proceeds of refinancing to repay the short term loans from institutions/banks at spreads above libor. With the decline in libor and NACIL having negotiated attractive rates for the Exim component, which is backed up by a GOI guarantee, the over all cost of financing is likely to be much lower as compared to the conventional financing. NACIL has also received offers for the second tranche of financing for Boeing deliveries to commence from early 2008 onwards which is presently being evaluated. NACIL is also evaluating other avenues of financing, the acquisition of aircraft which include inter alia sale and lease back options, etc.It may be stated that the US Exim had guaranteed 85% of the loan component which had been raised at sub libor rates (London Inter Bank Offered Rates). The remaining 15% was raised from Commercial Banks. The Exim guarantee loan is being financed by M/s ABN Amro Bank and commercial loan by ICICI Bank and State Bank of India.The Exim loan is repayable over 12 years whereas the commercial loan is repayable over five years after a one year moratorium period.
