Rajasthan's MDM mired by Finance Ministry's apathy

While the HRD Ministry, Government of India has time and again lauded Government of Rajasthan as one of the best implementing staes for the Mid Day Meal(MDM)programme being implemented in over 75,000 schools across the state, the Union Finance Ministry has given the Government of Rajasthan a major blow by not granting income tax exemption under Section 35 AC to the MDM Trust formed a couple of years back, by the state government. The trust is headed by Chief Secretary and is aimed at improving the quality of the Mid Day Meal Program through a unique Public Private Partnership model. Over 25 crores of Rupees are contributed by private sector in the state to provide value addition to the meals of poor children and it was expected that the income tax exemption would further boost this inititative. People are wondering whether this is a result of petty politics or just the stubborn-ness of the Union Finance Ministry

Vacancies in the SC & HCs

The number of vacancies of judges in the Supreme Court is four and in various High Courts(HCs)in the country, as on the November 1, 2007 is 100.Supreme Court has a strength of 22 judges against the sanctioned strength of 26. The various Hcs in the country have working strength of 589 judges against the sanctioned strength of 689 judges. All HCs except Guwahati, Himachal Pradesh and Uttarakhand had some shortfall in their strength.

Keep up debate on CVOs

The debate initiated recently by VK about the plight of CVOs and reaction thereon is really of very high standard and worthy of your worthy site. Please keep it up. You have a mission and serving a cause. Would you please use my reaction as follows:

"This is regarding the plight of VK and others as CVOs, Government's attitude and the reaction of N N Ojha in the FORUM. It was really saddening to read the state of affairs of CVOs(which was though known in subconscious) in Government. However, the reaction by N N Ojha is really a piece of art and good reading. In my Group "A" Career of 26 years in Government, I can also say that honest and those who can call a spade as spade in this set up have no place in this set up. Ojha has aptly summed up that majority of those occupying decisive positions within the bureaucratic hierarchy are people who would like their juniors to simply toe the line unquestionably. I have seen that senior officers are trained to believe that questioning attitude is the worst form of indiscipline. I fully agree that in this system all successful officers are not necessarily good officers while all good officers are necessarily unsuccessful. It is 100% correct that those having fearless disposition and independent probing and open mind only suffer in the system with no remedy. Earlier thinking that posting of Technocrats as Secretaries to GOI replacing IAS would change the system, has proved wrong and infact worsened the situation and we may have to find some other cure for correcting this evil."

Honest people are suffering
Looking to the widespread corruption in every sphere of life in the country, the honest are suffering not only in their workplaces but in their daily household because the corrupt have got so much ill-gotten wealth and send so lavishly that the average salary earner even in higher ranks cannot compete with the corrupt in the market. It will perhaps be in the interest of uniformity to legalise the percentage or level of corruption in the country and institute awards like Padam Shri or Padam Vibhusan or Vir Chakra for outstanding contribution to the cause of furthering corruption. Then the Government/PSUs will perhaps be compelled to bestow such awards to many officers posted even in the vigilance organisations for controlling the corruption!

Incident should be probed professionaly
Please refer to the whisper captioned 'Plot to kidnap RahulGandhi - A political conspiracy' (WIC 19 Nov 07). It seems rather far-fetched to suggest that the kidnap plot was hatched by some political party to dissuade Rahul from 'taking plunge into active politics'. Hasn't the young man already been into active politics for quite some time now? He has been on the fore front of campaigning during the last assembly elections in UP and during his mother's election for the Parliament prior to that. In fact he has himself contested and won the Parliamentary seat from UP. How else does one 'take a plunge into active politics'?

If you start forays into the realm of conspiracy theories, one interpretation could be that the plot was hatched by vested interests for the sake of securing focused, intense and extensive nationwide publicity for Rahul along with the attendant wave of sympathy for matching political gains. It is better to let the incident be probed professionally by the investigators without any political suggestions including suggestions of political conspiracies.

FAMILY NGOs of NHPC ?

NGOs promoted by NHPC senior officers' families are in the news these days since all of them are getting direct and indirect financial assistance from NHPC. There are more than three dozen Ladies Welfare
Associations covering the Corporate Office and projects of the Corporation. Each one of them is being given financial assistance officially by the NHPC Management. Besides, these NGOs also collect lot of funds from NHPC contracts.

But one NGO being run by the wife of one of the Director is most prominent and financial assistance to this NGO is being discussed hotly in the power sector. This NGO is based at Banikhet. Chairman, NHPC is the patron of this NGO. The NGO has created a Trust which is currently collecting funds for various activities.

Eye brows have been raised since the functional director is directly dealing with large contractors. According to insiders, NGO route is being adopted by the top brass to reach out to the State and Central politicians to promote their personal interests. Will the Union Minister for Power call for a report on all the NGOs
directly or indirectly promoted by NHPC?.
