Corruption friendly system

Our governance system is corruption friendly as CVC, CAG and CBI work totally independant of each other. CAG´s initial inspection reports (not the final Audit Report) could clearly identify the corrupt practices used by the corrupt officers of a particular Government Department. This could be used for investigation by CVC and CBI. But the mandate for these authorities does not permit them to join together on the corruption issue. As long as the present system continues, scope for restricting corruption in Govt. offices would be very limited.
