Service condition of IRS should be improved

Who is bothered about it? Not at least the Finance Ministry . Its high time that the service conditions are improved for the Revenue service people. They must be compensated for "Hard postings" i.e. posting at remote places. Besides, growth opportunities should be given career wise beginning with the post of Secretary in their own ministry.

Sad affairs in Railway Board

Nothing new ! It does not surprise anyone any more at least in the Railways. And outside the Railways who has the time or the inclination to worry about Central Railway. Or is it south East Central Railway or East Central Railway. One has lost count of the Railway Zones. If the railways could manage without the CRB and the FC (Rlys) for months together, it could certainly do without A Zonal GM for, say, a year or two. That was in the lighter vein. It is a sad commentary on the Railway Board, and its state of utter helplessness, that top level posts are allowed to remain unfilled for so long. The Board ( seven wise persons ) must learn to assert on these issues and not remain a silent spectator to this drift. It wont take long for the Railways to slide back on all fronts. There are indications that financially the performance has not been upto the expectations during the current year.

Kulwant Singh commented "Earlier thinking that posting of Technocrats as Secretaries to GOI replacing IAS would change the system, has proved wrong and infact worsened the situation and we may have to find some other cure for correcting this evil." Very intersting but perhaps some more details need to be given. When was this decision taken and was it ever implemented in an honest way or simply most pliant outsiders taken in under the label "technocrats". Such technocrats are available dime a dozen as are similar management experts, legal experts etc. for appointment for a consideration.

Working of BBMB under scrutiny ?

The Union Power Ministry has taken up scrutiny of the working of Bhakra Beas Management Board (BBMB). This hydro utility of the country is presently working more or less as a Government department.

BBMB has not taken any initiative in the 10th Plan to tap the vast hydro power potential of river basins in the North. Same is the story of the 11th Plan. At present BBMB does not have any project under construction in spite of the fact that the country needs more and more power from its river basins.

The entire 20,000 workforce of BBMB comes on deputation from mainly Punjab, Haryana and Rajasthan. There is no motivation to the workforce to work on commercial lines. There is too much in-fighting among the staff since they are from different States. Insubordination is the biggest malaise.

Power Ministry officials speaking on condition of annonimity said that corporatization of BBMB is the only solution to make it effective and result oriented. This will also help it raise money from the market and take up new hydro projects. But the beneficiary States are totally opposed to it because this restructuring will
deprive them of almost free cheap power which they are getting now.

BBMB has not been able to provide full relief to the oustees of Bhakra and Pong Dam who are leading miserable life at present. British Gas India, a British Gas Group business, on Wednesday announced the appointment of Kapil Garg as the company's new Managing Director.
