Secretary level changes this week
Secretary level changes are expected to take place in the Government of India in a couple of days. There will be new Secretaries of Panchayati Raj, Animal Husbandary, DONER, Parliamentary Affairs and Coordination.

Bains to be DGP of Rajasthan !
K S Bains is being tipped to be new DGP of Rajasthan. 1976 batch IPS officer Bains, it seems, is all set to succeed A S Gill who is going on central deputation to the NHRC.

Who will be Chief Secretary of Delhi ?
Who will succeed Ramesh Narainswamy as Chief Secretary of Delhi Government on December 1 ?.Choice of Lt Governor is said to be 1972 batch IAS officer Ms Parminder M Singh. First choice of the Chief Minister is 1975 batch IAS officer Rakesh Mehta.1974 batch IAS officer Ashok Kumar is also a contender. One can only wait and watch.

Nitish Sengupta to succeed P K Basu
Former bureaucrat Nitish Sengupta will succeed P K Basu as Chairman of the Board for Reconstruction of Public Sector Enterprises (BRPSE).He is 1957 batch retired IAS officer of West Bengal cade.

ED of the ITPO Rajiv Yadav will be new Chairman of the APEDA He is 1981 batch IAS officer of Assam-Meghalaya cadre.

Grapevine has it that Asit Kumar Tripathy is likely to get posting at the Centre as Executive Director( ED )with India Trade Promotion Organisation (ITPO).Tripathy who is an Orissa cadre IAS officer of the 1986 batch is presently Commissioner-Cum Secretary, Tourism and Culture .

IAS officer seeks VRS in Nagaland ?

T N Mannen Additional Chief Secretary and Commissioner Nagaland is reported to have taken VRS. He is 1976 batch IAS officer.

Mukherjee to move to London
Ambassador in Nepal Shiv Shankar Mukherjee is all set to go to London to succeed Kamlesh Sharma as India's new High Commissioner.

Indian PM's bonhomie with US President Bush

Indian Prime Minister Dr.Man Mohan Singh after his success to get the Left Front(LF) on board regarding the 123 agreement is reported to have become a darling of the American President George Bush.The latter not only accords him priority with telephone calls,but also takes advise by the former very seriously.This was evident when President Bush took Dr.Man Mohan Singh's advise by asking General Pervez Mushrarraf to withdraw emergency,very seriously.Even,President Bush had dispatched his emissary to Islamabad.

PM denies extension to Maharashtra DGP
Prime Minister Manmohan Singh is reported to have finally denied extension in service of Maharashtra DGP R P S Pashricha and Mumbai Police Commissioner D Jadhav. Now both the officers will retire on November 30.

Roy to be new DGP of Maharashtra ?
If all goes well, A N Roy will be new DGP of Maharashtra. He is 1972 batch IPS officer. Other name doing the round is of J D Veerkar.

Bhatt is back to UP
C M Bhatt is back to the parent Uttar Pradesh cadre after completion of central deputation tenure. On return, 1974 batch IPS officer Bhatt has been appointed DG (Technical).

LN Gupta to be Investment Commissioner
Grapevine has it that LN Gupta is likely to get posting at the Centre as Investment Commissioner. Gupta who is an Orissa cadre IAS officer of the 1986 batch is presently Resident Commissioner Orissa in New Delhi.

Bongirwar is now OSD ADA Mumbai
Outgoing Chairman of the Tariff Authority for Major Ports A L Bongirwar has joined as OSD to Airport Development Authority in Mumbai. He is retired 1966 batch IAS officer of Maharashtra cadre.

Sanjay Kumar to return to Andhra Pradesh
Sanjay Kumar is returning to the parent Andhra Pradesh cadre. 1995 batch IAS officer had been on inter-state deputation to the Uttarakhand Government.

Sharma is Secretary CommonWealth
Kamlesh Sharma has been elected Secretary CommonWealth. Sharma is presently High Commissioner in London.

Suspension of IPS officers revoked in UP
Mayawati Government has revoked the suspension of 22 IPS officers. These officers were suspended for alleged irregularities in the recruitment policemen. Among the officers reinstated are Daljit Singh Chaudhary and Mukul Goel, both on Central deputation.

Sarangi to retire this month end
DG NHRC Damodar Sarangi is superannuating by this month end. He is 1972 batch IPS officer of West Bengal cadre.

New Army postings
Lieutenant General Mukesh Sabharwal has taken over as General Officer-in-Commanding (GOC) of the Srinagar-based XV Corps, also known as Chinar Corps. He has succeeded Lt Gen Amarjit Singh Sekhon, who has been moved to the Army Headquarters in New Delhi as the Director General Military Operations (DGMO).

Do not demoralize other services

At present also, supertime scale is given to IAS without any Departmental Promotion Committee/ACC/UPSC involvement unlike other Group A services. Even now there is a gap of at least four years in getting of Super time scale between IAS and other services due to which Group A services are adversely placed vis-a-vis IAS in everything, be it empanelment for JS, getting houses, selection for other deputation posts etc. There is absolutely no justification for pampering just one service and demoralise all other services. What is to the credit of IAS (except marginally higher marks in a highly questionable /imbalanced exam ),that begets them such superiority. Are all IAS officers superior to all officers in other Group A Services?

Supertime-scale to IAS will have chain reaction

It is a regressive step. It will have a chain reaction as other services will stake their claim for equal treatment and will not be possible and fair to resist such a demand. It should not be adopted as a measure for career advancement at the cost of experience and maturity. As it is, there is a lot of deterioration in the quality of administration and now if 35 year old people are put at the decision making level, it will be difficult to stem the rot. In fact with the age of retirement having been upped to 60 years, promotion to the senior time scale should also have advanced to the 19th year.

Non-IAS officers get hardly 2-3 promotions

Every facility, every thing in this country is meant for them. Non IAS officers in the Central Government get hardly 2 or 3 promotions in the whole service but how much the IAS get - not less than six but upto 10 that that too on time scales also. They get adjusted even after their retirement on lucrative jobs in the government itself. They are the decision takers and what has happened to the quality of the government office out puts and PSU working is known to every alert citizen. We are seeing in our country only that they take decision to their benefits only and nor for other or for the national interest. Good save the rest ones. Is anybody in the country who can take care of uncared ones. The other professional, like doctors, professors, scientists, engineers, although more scorers at the education level but losers and inferiors to these previleged class.

Department of Revenue is a relic of the past

The whole department of Revenue is a relic of the past. It is in 'existence ' so as to accommodate IAS as RS, Additional Secretary and JS. They know nothing about taxes and contribute nothing towards collection of taxes. Deep entrenched vested interest rule the roost. See the vested interest-
i) In spite of Cabinet approving autonomy of the two Boards - successive Secretaries have actively sabotaging it. One Secretary infact, ensured that the file was lost.
ii) Without knowing abc of taxation, they strut around like 'know all' thus becoming 'laughing stocks' before outsiders. For example, during the recently concluded international tax conference- RS talked about 'social democracy' in response to a question purely within the ambit of taxation. The Additional Secretary was puzzled as to how people can talk about -'taxes, taxes and taxes'!!!!
It's time Government wakes up and abolish such redundant-parasitical posts.

Chairman, CBEC deserves our kudos for taking on the RS and showing him his place.

Field formations of both CBDT and CBEC look upto Chairman of the Boards for leadership and guidance.

Two incumbents from BHEL in fray for CMD's post

Though Chief of the Hindustan Papers Rajiv Philip is the front-runner, as many as two incumbents from Bharat Heavy Electrical Ltd (BHEL) are also in the fray for the post of Chairman cum Managing Director(CMD)as the present CMD- A.K.Puri who is retiring next year was denied extension. They are:A.K.Jain who on deputation is Managing Director Bharat Pumps & Compressors and C.S.Verma Director(Finance).Interview is going to take place on Tuesday.

SAIL holds interactive awareness sessions on Vigilance
The Steel Authority of India Limited (SAIL) had organised interactive sessions with customers on 'Market Support Services' at different locations of the country as part of recently concluded vigilance awareness week.Similar sessions with vendors, contractors and suppliers were also held at the SAIL plants. The theme of this year's Vigilance Awareness Week was 'Efficiency and Transparency in Customer-Oriented Programmes'.SAIL also held awareness sessions on the RTI Act and purchase & contract procedures in its plant/unit locations across the country.The programmes were organised by the company's vigilance department under the guidance of SAIL's Chief Vigilance Officer Venugopal K. Nair.During the closing function at Ispat Bhavan, S.K. Roongta, Chairman, SAIL, released Inspiration, the SAIL Vigilance Department's new journal which aims to help in spreading awareness on vigilance-related matters. Roongta also gave away prizes to the award winners of the various competitions.
