the government. the Boards are to efficiently implement it. IAS officers
can ensure transparency and honesty. A K Nair Government of the IAS, by the IAS, for the IAS I understand the plight of IRS officers having to work under IAS officers who know very little of Tax Policy and Tax Administration. To add insult to injury, the Secretary is actually junior to the Chairmen CBDT and CBEC. We follow the system 'jiski lathi uski bhais' or to put it another way, the batsman, bowler and umpire are all the same, the IAS. The loser is the people who suffer under sub-standard policies. Unfortunately the Government is a bystander to the IAS excesses. It is well known all over the world, both developed and developing that the Tax Administration is separate from the Ministries. However, the IAS would not like to give up their control over the Revenue Boards. Good luck for those who are trying to correct the matter. Sadly, the IRS and other services do not rise up to occasion and challenge the IAS and unite. They rather get satisfied by getting the crumbs of one Secretary level post. Is the PM listening ? Moreover, the Administration will become top heavy as officers senior to him will have to be given the same pay and status by creating ex-cadre posts which is against the rules of the cadre controlling authority. More importantly, such a step will generate heart burning amongst the passed over officers and will lead to non cooperation by them. This will be demoralising for the force in general. All in all, it is an unhealthy and undesirable practice. S P Singal Go to the Supreme Court Instead of complaining repeatedly about the patently unequal treatment meted out to the Central Services, why is it that no central service officers' association, including the I-T (which is perhaps the largest central service) has taken GOI to the Supreme Court? The only way out to check this rot is the Supreme Court and getting together in a common umbrella association to fight it out! Air India Express earns profit Air India Express -low cost airline, has reported a profit of Rs.7.48 crore before taxes for the second consecutive year in fiscal 2006-07. The operating revenues increased from Rs.430.58 crore to Rs.706.82 crore, an increase of 64.1 per cent, during the year. Fuel expenses went up from Rs.108.49 crore to Rs.190.22 crore constituting 25 per cent of the operating expenses.The airline added several new destinations to its network viz. Colombo, Doha, Bahrain and Singapore and expanded its network in India to include Mangalore, Trichy and Amritsar.Currently, Air India Express operates from 13 cities in India to 12 foreign locations. During the first half of the financial year 2007-08 i.e. April to September, the low cost carrier, Air India Express, carried 8,69,554 passengers with a seat factor of 79 per cent.
