I felt sad that police officer who was/is the inspiration for so many women from different walks of life has decided to quit the service. One can well appreciate her feelings in doing so. A country which boasts of working towards development of women should have given her her due so that we could have looked up in pride. I feel, it's really injustice that has made her to take such a drastic decision. It doesn't speak well of our decisions. A woman at the top (that too who is efficient) would have made lot of difference for the morale of womanhood.

Who is more corrupt ?
Refer to A K Nair's assumption that IAS is more honest than Income Tax (IRS). Credible data prepared by Transparency International based on ORG Marg Survey reveals just the opposite. See the details on their website! Departments of power, health, education, police and even judiciary have been rated more corrupt than Income Tax. Out of people who interacted with the respective departments 67% of power cosumers,50% of those who dealt with Police, 43% of litigants, 36% of those who pay land revenue stated that they paid bribes whereas only 11% of tax payers faced corruption. Opinions need to be related to reliable data and credible evidence Palani seems too biased with IAS. I hope he would have given IAS as first choice but it has become a fashion to blame IAS for all failures under the sun.

CAs should manage Government Finances and Accounts

Ram Gupta 's write up interesting. The country really requires Chartered Accountants (CA) to manage Government Finances & Accounts. The Central Budget outlay of Lakhs of crores of rupees need to be tracked. IRS can be dismantled so that bright upright officers could select others services of UPSC. Of course Tax compliance of citizens to be automatic thro TDS in a computerised domain.
Nair's comments about the simplicity of the IT Act is amusing and reveals how ignorant mind he has. Even Phalkiwala did not dare say so. It is not a question of one service against the other. And, please IRS officers are as much honest or corrupt as officers of any other service. Afterall, all officers-whether IAS, IPS or IRS etc. are recruited from the same exam and from the same social stock.

Why Railways and Postal not headed by IAS ?

However, the debate is not about superiority of one service over the other- but to let the interest of the country take precedence over all other. There have been exceptional Revenue Secretariies- most recently Mr. KM Chandrasekhar and great Chairmen- Zutshi and Darda. On many occasions there is not much between the IAS Secretary and his IRS counterpart.But, the point is each service should be headed by the officer of the same service with full financial and administrative autonomy. In fact, an IAS Secretary revenue invariably ends up wasting the time and energy of IRS officers by seeking n-number of briefs. So why do we need such a system? If Nair's logic is to be accepted, why Railways and Postal Department not be headed by the IAS. and yes, why not Army, Navy and Airforce????

There is only one Akhand Pratap Singh in IAS there may be few others also. Can IRS friends count their black sheep, which is a norm. We all come from same social background and know who is doing what. The public perception is generally true and built on long set of experiences.

Do CBDT and CBEC Chairmen and Members know ?

This is regarding IAS as revenue secretary. It has been claimed that they know nothing about taxes but whether the members or chairman of CBDT or CBEC know even a little about taxes. From the day they took over charge in the respective Board till the day of their retirement there most sacred duty is to make transfers & postings. It is the only assignment with them rest of the things take their own course. Do the respective boards have any role in the rising tax collections. Have they ever spared their times for taxes. It is extremely soothing for most of the members of revenue services that the departments is headed by an IAS officer who is not biased and poor hapless ,competent and upright officers would be saved to some extent from those manning the respective Boards for whom the most appropriate description is one provided by Marvin Attapatu.
