INTERVIEW OF THE WEEK

The biggest advantage of PLI is that, its low on premiums & high on returns. PLI does not spend much in procurement of business in the form of payment of commission to the agents etc. and in turn pass on the surplus in the form of handsome bonus to the insurants, said Mrs.Anju Dasgupta Member I&FS.
In an interview to <whispersinthecorridors.com> she said "The PLI products are designed in such a way that an employee can pay his premium in monthly, quarterly, half-yearly or in annual installments and get the maturity amount at the end of the term or at the time of his superannuation." Under PLI ,Mrs. Anju Dasgupta said "some rebate is also given for advance payment of premium." Answering another question Mrs.Dasgupta said "RPLI is growing at a rate exceeding 40% in recent years and has created a very good impact on rural population" Moreover she said "not just residents of rural areas but also persons ordinarily resident in a village but temporarily located in an urban area - e.g. labourers and construction workers - or even NRI's abroad - are eligible to take a Rural PLI Risk Coverage upto Rs.3 lakhs is provided under RPLI."

What is Postal Life Insurance (PLI) ?

A-Postal Life Insurance(PLI) is the oldest life insurance scheme in India. This was introduced in the year 1884. PLI is meant for all Central & State Government employees & employees of public sector undertakings, universities, government aided educational institutions, nationalized banks, local self bodies and those who are in the defence services as well as paramilitary forces.Under this the risk coverage is upto Rs.10 lakh .

Is there any advantage in PLI as compared to Life Insurance products of other Life Insurance Service providers in India ?

A-Premiums in PLI schemes are much lower as compared to the premiums charged by other corporations and companies for life coverage. Also the bonus rates are substantially higher in PLI as compared to similar schemes of other Life Insurance Companies. This is possible because operational cost of PLI is much lower and it operates through the infrastructure of nearly 1,56,000 Post Offices spread all over the country. PLI does not spend much in procurement of business in the form of payment of commission to the agents etc. and in turn pass on the surplus in the form of handsome bonus to the insurants.

What are the different products under PLI ?

A-PLI has Endowment Assurance Schemes, Whole Life Assurance Policies, Convertible Whole Life Policies, Anticipated Endowment Assurance Policies, Joint Life Endowment Assurance Policies (Yugal Suraksha) for such couples both of whom are entitled for PLI coverage and Children Policies for such insurants who are already having PLI policies. The PLI products are designed in such a way that an employee can pay his premium in monthly, quarterly, half-yearly or in annual installments and get the maturity amount at the end of the term or at the time of his superannuation. The details of the policies are available on the web site of the Department of Posts: <indiapost.gov.in>

How one pays his premium ? What happens in the case of transfer of an insurant ?

A- Government employees have the option of paying premium by monthly deduction from salary. One can also deposit his premium through any Post Office. Some rebate is also given for advance payment of premium. Payment of premium in PLI schemes is very transparent and convenient. If an insurant is transferred say from one place/State to another, his policy is also transferred to his new place of posting and he can continue to pay his premium in usual way.

What is Rural PLI, in what way is it different from PLI ?

A-Rural PLI was introduced in 1995 as a result of the recommendation of the official committee for reforms in the insurance sector (Malhotra Committee). The prime objective of this scheme is to provide life insurance cover to the rural public in general and to benefit weaker sections and women workers of rural areas in particular and also to spread insurance awareness among the rural population. The schemes under Rural PLI are similar to those under PLI. However, the premium tables and bonus rates are different. RPLI is growing at a rate exceeding 40% in recent years and has created a very good impact on rural population.

Not just residents of rural areas but also persons ordinarily resident in a village but temporarily located in an urban area - e.g. labourers and construction workers - or even NRI's abroad - are eligible to take a Rural PLI Risk Coverage upto Rs.3 lakhs is provided under RPLI.

Leader can not be leader without supporters

MD Shafiquzzaman has very nicely covered the issues relating to
service conditions and protection available to IAS officers. His effort
is certainly praiseworthy but this was not expected from such a senior
civil servant that in his entire article he has only eulogised the IAS
and negated the role of all other services be they it All India services
i.e. IPS, IFS, IRS,etc. and state civil services in this country. He
must remember that a leader can never be a leader without
supporters.

Why IRS officers not inclined for ITAT ?

In the last Chief Commissioner of Income Tax Conference , the Finance Minister underlined the need of better representation by the Department in the courts so as to maximise tax collection.

However, the Finance Minister has to just see below his nose in ITAT Delhi to find out the adverse conditions in which IRS Officers' are working. There is no place for them to sit and prepare for cases having implication of crores of rupees. Secondly, there is hardly any computer facility. Thirdly, the library is almost nil. Fourthly, there is no secretarial or logistic help. Compare this with lawyers of tax payers who have all the facility and research help from juniors. Lastly, the CBDT or the administration is not even bothered. It is any body's guess that what is the outcome of the cases fought by a demoralized and overloaded lot ? This is the reason why IR Officers are not inclined to be posted in ITAT.

High Time action was initiated!!

This is a welcome step -we cannot allow some rotten apples to smear the fair name of the services. Such measures will deter others.

We also hope this step becomes a clarion call for the IAS, IPS, IFS and many other Central & State services who have even "blacker sheep", to follow in the Army's footsteps. Or will we go the Tehelka way - all bureaucrats and politicians have put their dishonour to rest, while only military officers were acted against!!

The Governance has become corrupt

The governance has become corrupt and people-unfriendly. The PM and Sonia Gandhi who are at the helm of affairs should appreciate this reality and see every one retires at 60. The serving officers have more than 30 years experience to man all the top posts in government and allied activities. Let the retired officers seek avenues outside the Government. To my mind this will be the biggest boost to honest and dedicated governance.

George Fernandes should not have visited the Jail
George Fernandes visit to Beaur Jail to express support to Anand Mohan ex mp convicted and sentenced to death on the charge of murder of Shri G Krishanaia DM of Gopalganj Distt of Bihar has set a very bad precedent. After the visit, Fernandes is also reported to have remarked that the charges against Anand Mohan and his wife and others were baseless and reminded him of harassment of prisoners during British rule. He also lashed out at Nitish Kumar's government. Few years ago speaking in Parliament in the wake of killings of women and children in Gujrat , he made another astonishing statement that it was not the first time that stomachs of pregnant women had been slit opened. Such statements, coming from a person who held the post of Defence Minister of India not very long ago reveal the extent to which some politicians can go to ingratiate themselves with criminal elements. Of course Fernandes had no words for slain DM Krishania who being a dalit had risen through hard work and was extremely popular with the people or his widow or children.

Aaj Ki Aawaz

'Bijli lao' was her slogan and bijli girao (lightening) was her goal!!!
Had Commies threatening Congress 'toll moll ke boll' ( weigh your words)!!!

Believe me Commies are scared of facing elections!!!
Commies will loose badly as per projections!!

Last minute efforts to sort of differences seemed to have failed!!!
Commies may enjoy indirect power for a few days more and have the withdrawal letter mailed!!!

Commies have never had it so good ….the UPA years!!!
And UPA years coming to an end has been their biggest fears!!!

Can UPA do a Narsimha Rao and complete its time????
Though what he did to stick on to power was later on termed a crime!!!

Seems elections will be held early next saal!!!
Congress would have loved it ki till Budget is presented Commies withdrawal of support deh taal!!!

Pay Commission revisions would be announced and Congress would be laughing to the Vote Bank,
All Political Parties are aware of the consequences if Congress pulls of this prank!!!

Yechury's lament shows Commie desperation!!!!
UPA should give up 123 Deal like BJP gave up Hinduvta for NDA formation!!

Yechury has nightmares of being powerless and so he's lamenting!!!
He's trying his best that in UPA Commie relations there is cementing!!!

Yechury is working to spray out the fire and to soothe he'll apply excuses ki Burnol!!!
Then so that UPA and Commies stick together for the rest of the term he'll apply Fevicol!!

The word operationalize is now on the table!!!
UPA feels till Deal is signed negotiations Commies as operationalizing cannot label!!

But truth is Congress is ready to gamble and go in for an election!!!
Congress feels it'll win and Commies fear rejection!!!

Laloo, Pawar, Paswan and Karuna fear midterm poll!!!
Because on their Parties poll is going to take a toll!!

Congress is aware some of it's Allies will bite the dust!!!
Some of them after the General Elections in Lokh Sabha will go bust!!!

But now that Congress is ready to face the Voter numerical compulsions no longer hold!!!
In fact Congress for the first time can afford to be bold!!

Most Lokh Sabha MPs do not want election to be preponed!!
In fact if possible they would not mind it if the elections are postponed!!!

There was a reshuffle to take place and so those hoping for a berth are crying!!!
Some of them for a Cabinet berth had for a long time been trying!!!

Now comes the million Dollar question....who will be Congress's Prime Ministerial candidate?
Ask Congressis and they'll say till election results are out you'll have to wait!!!

Though it's an improbability but what will happen if Congress makes it on its own!!!
What will happen in this eventuality needs to be probed to be known???

Only after the elections will Congress's 'Fit Lady' sing,
And then it'll be known if she'll wear the crown herself or at whom the crown she'll fling!!

Rahul is still too immature to shoulder Prime Ministerial responsibility!!
And no one else in Congress has Manmohan's kind of ability and credibility!!

Also there is no one as apolitical as him …Sonia still has nightmares of Narsimha Rao!!
Who did everything so that Sonia ho jaye cow!!

Gowda Junior was hit by a bout of consciousness and wanted to abide by the pact!!!
But seems Gowda Senior did not let Junior by his conscience act!!!

Post upcoming General Election Gowda Senior and his idol Pawar will be abs idle!!!
Then Gowda Senior can take his son and listen to political pravachans from his idol!!

Amrinder has been granted bail to invest abroad and get a health check up!!
Investment is right but health check up is one big gupp!!!

Though many say investment too is a gupp as they say he's going on a love trip!!!
They say he's in Arusa's pyaar ka grip!!!

Foreign Exchange Reserves are soaring!!!
Foreign Exchange is literally pouring!!!

RBI should be concerned about the reserves …..on inflows and usage!!!
Funds should be used productively and also remember that reserves RBI cannot encage!!

China has set aside $ 200 billion to fund Chinese enterprise at home and overseas,
Made the reserves into busy bees!!

Confucius says….. Don't forget foreignness in foreign reserves…will go home one day!!!!
Would not be called Foreign Reserves if these were here to stay!!!
