INTERVIEW OF THE WEEK

The biggest advantage of PLI is that, its low on premiums & high on returns. PLI does not spend much in procurement of business in the form of payment of commission to the agents etc. and in turn pass on the surplus in the form of handsome bonus to the insurants, said Mrs.Anju Dasgupta Member I&FS.
In an interview to <whispersinthecorridors.com> she said "The PLI products are designed in such a way that an employee can pay his premium in monthly, quarterly, half-yearly or in annual installments and get the maturity amount at the end of the term or at the time of his superannuation." Under PLI ,Mrs. Anju Dasgupta said "some rebate is also given for advance payment of premium." Answering another question Mrs.Dasgupta said "RPLI is growing at a rate exceeding 40% in recent years and has created a very good impact on rural population" Moreover she said "not just residents of rural areas but also persons ordinarily resident in a village but temporarily located in an urban area - e.g. labourers and construction workers - or even NRI's abroad - are eligible to take a Rural PLI Risk Coverage upto Rs.3 lakhs is provided under RPLI."

What is Postal Life Insurance (PLI) ?

A-Postal Life Insurance(PLI) is the oldest life insurance scheme in India. This was introduced in the year 1884. PLI is meant for all Central & State Government employees & employees of public sector undertakings, universities, government aided educational institutions, nationalized banks, local self bodies and those who are in the defence services as well as paramilitary forces.Under this the risk coverage is upto Rs.10 lakh .

Is there any advantage in PLI as compared to Life Insurance products of other Life Insurance Service providers in India ?

A-Premiums in PLI schemes are much lower as compared to the premiums charged by other corporations and companies for life coverage. Also the bonus rates are substantially higher in PLI as compared to similar schemes of other Life Insurance Companies. This is possible because operational cost of PLI is much lower and it operates through the infrastructure of nearly 1,56,000 Post Offices spread all over the country. PLI does not spend much in procurement of business in the form of payment of commission to the agents etc. and in turn pass on the surplus in the form of handsome bonus to the insurants.

What are the different products under PLI ?

A-PLI has Endowment Assurance Schemes, Whole Life Assurance Policies, Convertible Whole Life Policies, Anticipated Endowment Assurance Policies, Joint Life Endowment Assurance Policies (Yugal Suraksha) for such couples both of whom are entitled for PLI coverage and Children Policies for such insurants who are already having PLI policies. The PLI products are designed in such a way that an employee can pay his premium in monthly, quarterly, half-yearly or in annual installments and get the maturity amount at the end of the term or at the time of his superannuation. The details of the policies are available on the web site of the Department of Posts: <indiapost.gov.in>

How one pays his premium ? What happens in the case of transfer of an insurant ?

A- Government employees have the option of paying premium by monthly deduction from salary. One can also deposit his premium through any Post Office. Some rebate is also given for advance payment of premium. Payment of premium in PLI schemes is very transparent and convenient. If an insurant is transferred say from one place/State to another, his policy is also transferred to his new place of posting and he can continue to pay his premium in usual way.

What is Rural PLI, in what way is it different from PLI ?

A-Rural PLI was introduced in 1995 as a result of the recommendation of the official committee for reforms in the insurance sector (Malhotra Committee). The prime objective of this scheme is to provide life insurance cover to the rural public in general and to benefit weaker sections and women workers of rural areas in particular and also to spread insurance awareness among the rural population. The schemes under Rural PLI are similar to those under PLI. However, the premium tables and bonus rates are different. RPLI is growing at a rate exceeding 40% in recent years and has created a very good impact on rural population.

Not just residents of rural areas but also persons ordinarily resident in a village but temporarily located in an urban area - e.g. labourers and construction workers - or even NRI's abroad - are eligible to take a Rural PLI Risk Coverage upto Rs.3 lakhs is provided under RPLI.

AN IMIGINARY MEETING
Commies and UPA met at 7 Race Course. And by the wonder of imagination I'm letting you know of what transpired.

PM: I welcome you all to this meeting… let's come straight to the single point agenda.
Karat: I protest at the seating arrangement…….by this arrangement you are trying to single us out.
Sonia: It's a meeting between UPA and Communists and so we are sitting across the table.
Karat: No as I see it this is a meeting between those who want a midterm poll and those who don't!!!
PM: But I thought this was a meeting on the Nuclear Deal!!!
Karat: No I feel this meeting is on the political consequences of this Deal…. let's take a vote on those who want midterm poll and those who don't!!! And I speak and vote on behalf of my Communist friends present at this meeting!!!
Laloo and Pawar (in unison): We don't want a midterm poll.
PM: Why jump to conclusions…. let's discuss the Deal….. I get the feeling that Communists are against this Deal because it's with America . To address this objection I propose that Deal Document will be in American English , Hindi, Chinese and Russian.
Karat: But what about the content…… we feel the Deal will allow America to bully India !!!
Sonia (aside to Manmohan): Why do they forget the CMP……. doesn't that allow Commie bullying????
Manmohan : Ahem……. there is nothing in the Act that will allow any such thing to happen!!! However, China has reason to feel threatened!!!
Karat: What about the Hyde Act provisions!!!
Manmohan: Bush too has said that Hyde Act provisions are just advisory and nothing more.
Karat: Neither does Bush know the meaning or the spelling of the word Advisory!!!
Sonia: No need to get personal……. please be specific about what provisions in the Hyde Act you find offensive?
Karat: We are studying the Act…….. first we had to get the Act translated into Russian and Chinese and then we had to send the translated versions to various Politburos…… we Communists believe in consensus!!!
Manmohan: Whenever India has looked westwards for business Communists have used the slogan ' be Indian buy Indian'….. on this Deal why don't you keep the Chinese and Russians out……be Indian think India????
Karat: Sorry no can do……. Communism has no borders…… we are all one!!!
Manmohan: But its well known that China for its selfish reasons would not like India to go Nuclear.
Karat: It's not selfish but strategic reasoning!!!
Sonia (aside to Manmohan): So in their perception what is good for China is good for India?????
Manmohan: I feel that China does not want India and USA to cosy up to each other and also does not want India to progress!!!
Karat: America is overpowering ……. we did a recent survey and do you know that post the entry of McDonalds , Pizza Hut, Dominos and Kentucky there has been a 26.75% fall in Chinese eateries in India…. many Chinese eateries have closed down and American style eateries or Coffee Shops have opened up in place of Chinese eateries???
Sonia: You let the Deal go through and we'll make it a law that every Indian has to eat 10 Chinese meals in a month. Government Canteen Menus will have 25% Chinese items and these items will be outsourced from local Chinese Restaurants.
Karat: You underestimate the Americans….. do you know now Dominos is already offering Pizzas with Manchurian balls as a topping???
Laloo and Pawar ( in unison): All this talk about Pizzas and Manchurian balls has got us hungry…. lets have lunch!!!
Manmohan (aside to Sonia): Laloo and Pawar have been talking in unison …. will they eat in one plate too…. fear of midterm election ne banayi jodi, voters ke liye dono hai koddi (leper)????

Break for lunch and post lunch they meet again.

Manmohan: I implead you to keep India in mind when you decipher or discuss this Deal!!!
Karat: Communism comes first for us and in our opinion Communism is the answer to India's problems!!!
Sonia (aside to Manmohan): Communism is the cause of India's problems!!!
Manmohan: See let me make it clear now its not possible to go back on the Deal…… and discussing the Deal with IEAE is not operationalzing the Deal.
Karat: For us any step towards finalizing this Deal is operationalizing!!!
Manmohan: Discussing a Menu is not eating…. eating is when you put the food in your mouth……. how can discussing be operationalizing????
Karat: No use….. we are against any discussions!!! Any step in this direction and we will withdraw support!!!
Laloo and Pawar (in unison) : Duhaaee…. no midterm poll…….. Sonia ji aap kuch bolo!!!
Sonia ( handing over a box of tissues for both to wipe the sweat of their brows): Why don't you two talk to Karat????
Laloo and Pawar: Karat Ji don't withdraw support……… and by the way like us Communists too will be routed in a midterm poll!!!
Karat: Then you two drill some sense into Congress!!
Laloo and Pawar: Manmohan Ji power should come first……. Deals come and go!!!
Manmohan: This Deal is very good for India's future…….. I think future generations will be thankful to us!!!
Laloo and Pawar (in unison): There's a proverb …. Is God nearer or a punch in the face???? Indians future thankfulness is not going to give us power in the next election….123 Deal in the near future has no benefits for us….. as of now and in the near future this Deal only means trouble for us!
Manmohan: Then what do you want?????
Karat: As we see it …. drop the Deal or put it in the cold box !!!!
Laloo and Pawar ( in unison): Yes ....yes ..... and then no midterm poll!!!
Sonia (aside to Manmohan): Why don't you ask them to give us their specific objections and vide this we'll buy some time????
Manmohan: Yes why don't you give us your specific objections to the Deal and we'll talk to the Americans so as to address your objections???? (aside to Sonia) Yes that should buy us time to present the Budget without dumping the Deal o putting it in the cold box….. technically it'll be under discussion!!!!
Karat: Okay we'll get back to you on this.
Laloo and Pawar in unison and jumping up with joy: Status quo….. status quo...... jhoom jhoom ke naacho aaj gao kushi ke geet (today dance and sing songs of happiness)!!!
Sonia (aside to Manmohan): Fools of a feather sing and dance together……. now quietly work on the Deal and post Budget lets give all of them a surprise they'll never forget…. every passing day we'll appease the Public and Congress's prospects in the event of a midterm poll will only get better!!!
Laloo to Pawar (aside to each other in unison): Post Himachal and Gujarat elections Congress would start fearing midterm polls like we do!!!
Karat (exits singing to himself): Kall kyaa hogaa kiss ko pataa abhi zindagi ka le lo mazaa (Bollywood song…..what will happen tomorrow … who knows…. lets enjoy life today)!!!

The other Commies walk out with him humming the tune of this song!!!

FORUM

Dear P&T F&A service officers,
It is really interesting that now you are cribbing of your own decisions. At that point of time when ITS were repatriated you were so happy. Why you want to go on deputation to BSNL and MTNL when there is sufficient vacancy within the Government. Are you really interested in BSNL & MTNL? Then why did you opted against it.? Now this shows that you want to do something which cant be brought here.

Pankaj Garg

The absorption issue is under litigation. The Government cannot alter the conditions of service without the consent of employees. The Govt. posts in BSNL/MTNL are proposed to be made excadre and put ITS officers in surplus pool. How far this can be justified. The posts of Sr DDGs/Advisors in DoT including the post of Member Production are not filled up for more than a year. ITS is put to lot of inconvenience by not giving promotions to JAG/SAG/HAG etc in the last two years. On absorption to BSNL/MTNL officers not only lose the status but also incur financial loss. Let DoT discuss the issues with ITSA and settle for amicable solution in the changed situation or else the stale mate continues. Similar stalemate continues in Prasar Bharti after a decade.

The barman says "Yep, that's them." So the guy walks

Bush says, "We're planning world war 3"
The guy says, "Really? What's going to happen?"
And Vajpayee says, "Well, we're going to kill 14

And the guy exclaimed, "A bicycle repairman?!! !"
Vajpayee turns to Bush and says, "See, I told you no-one would worry about the 14 million Pakistanis!"
