INTERVIEW OF THE WEEK
For Bhushan Ashok Gagrani Secretary Tourism
to Mahrashtra Government & Managing Director (MD) of Maharashtra
Tourism Development Corporation (MTDC) "innovation" coupled
with dedication is the mantra to success. Gagrani is an IAS officer
of 1990 batch of the Maharashtra cadre. According to him one of the
biggest achievements has been to bring tourism within the reach of a
common man.
There are many firsts to the credit of this young, dynamic & enterprising
bureaucrat as MD of the MTDC.Like development of full-fledged scuba
Diving Centre on Konkan Coast (in Sindhudurga District).Bhushan Ashok
Gagrani who is also MD of "Film City" as well holds the charge
of Secretary Information & Public Relations(IPR) to the Mahrashtra
Government. In a free & frank exclusive interview to <whispersinthecorrdors.com>
he unfolded his plans regarding steps to boost tourism in this Western
Indian state.
In reply to a question he said "MTDC's 90% accommodation facilities
cater to budget tourists. It introduced "bed & breakfast"
(B&B) accommodation concept in 1996 & has group accommodation
& budget family accommodation at most of its units in Maharashtra.
Every year MTDC plans & adds to new places/facilities for budget
tourism. In the last & current financial year MTDC has added almost
100 such facilities all over the Maharashtra."He also stated that
plans were afoot to work on first of its kind special entertainment
zone near Mumbai with a large investment from private sector.
Gragrani who loves to chill out by playing squash has equal measure
of passion for mountaineering.Here goes his interview-
1/ What new projects are you going to add/launch?
A- MTDC has launched the following new projects:
i) Full-fledged Scuba Diving Centre on Konkan Coast (in Sindhudurga
District).
ii)A Rs. 300 crore coastal tourism development Plan.
iii)Started establishing R.V Parks & Campervan Tourism to develop
Road tourism options in Maharashtra.
iv)Forming Umbrella body of all major players of Tourism like Off-beat
tourism product providers, Tour-operators & local hotelier groups
etc.
v)Arts & Craft village in Mumbai and Aurangabad.
vi)Eco-tourism project in Vidarbha region of the State.
vii) Narrow gauge luxury train in Vidarbha.
viii) Life size cave replicas of 4 caves of Ajanta to provide world
class interactive multimedia experience to the visitors.
2/ What are your plans to hold the inbound traffic of domestic tourists?
A- The overall growth in economy, easy accessibility, improved communication
& availability of spare time & money have all added to the impressive
growth of Tourism ( both inbound & outbound ) up to 15% to 20 %
per annum. Increase in Indian Outbound Tourism (Six million) compared
to foreign inbound (Four million) gives the impression that inbounds
or domestic tourist traffic is decreasing or need plans to hold this
traffic.
Nevertheless, to increase the domestic tourist traffic Maharashtra is
concentrating on:-
i) Improvement in infrastructure.
ii)Offering diversified tourism product.
iii)Attract private investment in the sector by offering incentives.
iv)Increase budget allocation.
v)Sharing developmental responsibility as
oForest & Eco Tourism.
oPilgrimage Tourism.
oRegional Tourism Development.
oNational & International projects with Central Financial assistance.
oMega projects through overseas funding.
vi)Exploit Area strength & focus accordingly e.g.
oVidharba - Forest & Eco Tourism
oWest Maharashtra/Marathwada - Historical/Heritage Tourism
oKonkan - Beach & Leisure Tourism
oPan Maharashtra - Pilgrimage Tourism.
3/ These day there is lot of stress on budget hotels. What is MTDC
doing in that direction?
A- Stress has been on budget hotels by tourism players may be a recent
phenomenon, but MTDC has right from its inception (1975) worked on this
concept. MTDC's 90% accommodation facilities cater to budget tourists.
It introduced "bed & breakfast"( B&B) accommodation
concept in 1996 & has group accommodation & budget family accommodation
at most of its units in Maharashtra. Every year MTDC plans & adds
to new places/facilities for budget tourism. In the last & current
financial year MTDC has added almost 100 such facilities all over Maharashtra.The
state government has announced elaborate tourism policy, which gives
wide range of incentives and tax exemptions to the investor in hospitality
sector.
4/ Do you have plans for initiating projects under Public Private
Partnership (PPP) principle? If yes then please give details.
A- Tourism's role in employment and wealth creation, its contribution
to GDP, its rate of growth has forced all players in government &
private to think of PPP. No sector can solely depend on government funding.
For speedy growth & for reaping the benefit from the sector in time,
private participation in projects & government facilitations can
only lead to desired results. MTDC has been implementing PPP since last
two decades. Almost 30 of its properties are run by private entrepreneurs.
To give further boost to PPP Maharashtra has been preparing shelf plan
for Tourism development. The state has introduced an investor friendly
tourism policy, a pragmatic land policy & package scheme of incentives
to investors in tourism sector. Plans are afoot to work on first of
its kind special entertainment zone near Mumbai with a large investment
from private sector.
5/ What steps are being taken in terms of infrastructure to hold
increased flow of tourists to Maharashtra?
A- To cater to increased inflow of tourist to Maharashtra, the following
steps are being taken:
oFour-fold increase in Tourism budget as compared to last Five year
plan.
oResponsibility of Infrastructure development for tourism shared as
follows
Forest Department - Forest & Eco Tourism.
Rural/Urban Development - Pilgrimage Tourism.
Tourism Department - State & National Tourism Projects.
oMega Infrastructure Projects like Rs. 500 Cr Ajanta Ellora Conservation
& Development Project & Rs 300 Cr Coastal Tourism Development
project have been undertaken.
oNew Tourism Policy, Land Policy and Package scheme of Incentive for
attracting private investment to boost infrastructure.
6/ What are your major achievements ?
A- Major achievements are
oBrought tourism within the reach of common man.
oInvestor friendly Tourism policy.
oImplementing mega heritage projects e.g. Ajanta & Ellora conservation
& development project and Coastal Tourism Development project.
oThe super luxury train "The Deccan Odyssey".

The role of Chief Secretary and Cabinet Secretary
The role of a chief secretary in a state is very similar to a cabinet
secretary in the GoI. By creating a separate post of a cabinet secretary
in a state the post of chief secretary becomes redundant. In case of
UP, Shashank Shekhar Singh the current cabinet secretary is a pilot
who through unethical ways has come to become the most powerful bureaucrat
in UP. His lack of experience in the field of administration is very
clearly visible in the cabinet meetings, which would be evident, as
the only department he has ever dealt with is civil aviation. Also IAS
officers of his age are currently principal secretaries and are not
very comfortable addressing someone as sir, who doesn't deserve to be
their boss. The sole purpose for creation of the post of cabinet secretary
was to accommodate Singh, who in the past has held senior IAS posts
like industrial development commissioner. Creation of cabinet secretary
post has made Singh superior than the chief secretary, as it is he who
authorises all transfers of officers.

Who should be the Cabinet Secretary?
I agree with the views expressed in FORUM that at least in big states
like UP, Chief Secretary should not be the Cabinet Secretary. While
Union Cabinet Secretary is mainly concerned with policy matters, State
Chief Secretaries are fire fighters (and often manipulators) bossing
over Collectors and Secretaries. The Chief Secretaries have the ear
of the Chief Minister and have a tendency to play favourites. Some intelligent
Chief Ministers know the officers (IAS and others) and discount the
advice given by the Chief Secretary; others do not. The State Cabinet
and the Chief Minister need to have the proposals coming to them with
unbiased advice. Also, the roles of head of civil service (particularly
IAS) and advisor to the cabinet can cause clash of interest. Cabinet
Secretary in the States should have experience in bureaucracy, modern
outlook and analytical skills; more important he should be free from
day to day manipulations that Chief Secretaries do to the detriment
of good policy advice to Government.

Retirement age should not be raised
While the improved health facilities and increased life span of men
and women in India is a strong reason for increasing the retirement
age beyond 60. But all the same, the unemployment has also increased.
There are many opportunities for people after 60 - their experience
can surely be utilised for social work. By increasing the age limit
beyond 60 years will deprive the younger generation, who are already
finding it difficult to find jobs, from entering the Government service.
Secondly from economics point of view too, it would be wiser to recruit
fresh people (at the minimum of the scale of pay) rather than carrying
on with people (at the maximum of the scale) for the same work. Hope
the Pay Commission will do justice to the youth of India!!!!!

Government should seriously consider increasing the retirement age to
62 because:
(i) If an Indian reaches 60, she lives up to the age of 77 yrs.;
(ii) This means that she receives pension for 17 yrs;

payable for 2 years less; therefore, a huge amount of saving for the
Government;
(iv) There is no substitute for experience; Government should make use
of experienced persons.

I think Nagpal has forgotten that more than 100 crores people of this
country are listening. We should not forget that unemployment or poverty
is the mother of crimes. I think we have forgotten the reactions when
retirement age was increased from 58 to 60 just to give benefit to some
high class babus. No doubt experience matters but to make the youths
idle by sitting home is a serious crime, which is not available in the
IPC. So it is better to keep intact the retirement age at 60 years and
provide golden opportunity to the youths to serve their nation.

Pay Commission must take note of tax structure
The pay commission must take into consideration the different income
tax structure for salaried persons, particularly for government employees.
This will eliminate the evil of corruption to the extenet of 50%.

Retirement age should be raised to 65
You see, nowadays, no civil servant retires at 60 just to go home and
sit out rest of the life. With the improvement of longevity and health
parameters, it is too early to hang the shoes. Barring aside one's physical
and family conditions, most of the people retiring at 60 go invariably
to crowd the market and also get absorbed immediately as they are the
most sought out stuff with intense experience, ardent loyalty, rapt
attention and most assiduously cultivated discipline of high order.
Also they are the people who put the least demands on the private sector
as they are mostly well settled and free of liability burden and thus
they are quite well satisfied with whatever little they get after retirement.
Since they are also decently safeguarded financially, medically, and
well equipped with adequate flow of funds for their day to day needs;
private sector finds them as the most suitable recruits in their establishments
at any level. In this way, not only the government is loosing the goldmine
of experience, the private sector is also getting it damn cheap. Ultimately,
it is younger generation that has to fight hard due to loss of job opportunities
in the overall private sector. Consequently, it seems to be much more
appropriate that the government should raise the retirement age not
only to 62 but rather up to 65 as in the case of judges, teachers, doctors
and engineers, etc, so that the private sector job market is left entirely
to the younger generation. After 65, most of the retiring government
staff would like to call it a day without putting any pressure on the
private job opportunities and this would also earn a calculated welfare
measure to the credit of the government for making available sufficient
employment opportunities for the entire workforce. This way, not only
the whole of our economy would benefit in terms of GDP, but from the
welfare angle also the national image would rise to a very high order.
Therefore, I strongly feel that the government should raise the retirement
age immediately to at least 62 and later on to 65 sometime during the
country's next Five Year Plan or whenever the government deems it to
be fit keeping in view the macro economic consideration.

The old pay scales were 37 in number and are proposed to be reduced
to 16. The proposal of fixed pay scale for Jt Secretary and above would

Demolition of Ramsethu
Reading the tail piece by Vijay Arora on Ramsethu one feels refreshingly
light for a short fleeting moment. Nevertheless the serious side of
the issue simply cannot be wished away. The casual manner in which the
establishment is taking the destruction of this priceless heritage of
mankind is as disturbing as it is illogical. The existence of the sethu
can't be denied by any one for the simple reason that it exists physically
and has been photographed by satellites. The images depict a beautiful,
awe inspiring structure "dividing the blue sea like the milky way
dividing the sky in two parts". This is precisely how the sethu
looks in the NASA images and.....hold your breath! The quotes are from
RAGHUVANSHA of Kalidas written many centuries ago.
Even if you want to discard Raghuvansh due to a political interest in
secularism there is no dearth of published material on the existence
of the sethu. The travelogues of Alexander Hamilton dating back to 1744
describe how he had actually used the Ram Sethu to cross from India
to Ceylon. Even an official Administrative Report of the Madras Presidency
published in 1903 refers to Ramar Sethu being used as a popular foot
bridge between India and Ceylon right upto 1470.
It is sad that in the establishment's view there is no proof of Ram
Sethu and what exists is Adam's bridge which is actually the name given
to Ram Sethu by James Rennell the British Surveyor General of India
barely a century ago.
The destruction of the Sethu is being justified in the name of savings
in navigation time and costs. The historical, environmental and geo-political
aspects are being completely ignored. It is also being ignored that
the Sethu Samudram project can be implemented without destroying the
Ram Sethu. There are 5 or 6 alternative alignments given by Mudaliar
committee way back in 1956. Why then this insistence for the destruction.
If such a priceless heritage is destroyed it would be no less than the
destruction of the Bamiyan Buddhas by the Taliban irrespective of whether
the sethu is man made or nature made. Let us think and act sensibly
and save what needs to be saved for future generations as a common heritage
of mankind

became so little that it was an effort to
even see a monkey, let alone

The man now announced that he would buy
monkeys at Rs50! However, since

had to go to the city on some business, his
assistant would now buy on
behalf of
him.
In the absence of the man, the assistant told
the villagers. Look at all
these monkeys in the big cage that the man
has collected. I will sell
them
to you at Rs35 and when the man returns from
the city, you can sell it to
him
for Rs50.'
The villagers squeezed up with all their
savings and bought all the
monkeys.
Then they never saw the man nor his
assistant, only monkeys everywhere
