In the corridors of power the question doing rounds is that why Ashok Kumar Khurana who is Additional Secretary in Ministry of Power,resign?Khurana who belongs to the 1976 batch of the Uttar Pradesh cadre has resigned because he will not get posting as Secretary in Centre.Khurana confided with <whispersinthecorridors.com> that he did not fulfill the condition of at least 18(i.e.one & a half years) months of service at the time of empanelment as Secretary,which is going to happen next year,so he opted to quit now.Replying to a question Khurana said "I am quitting on a very happy note."He also asserted that he has had best of relations with Indian Power Minister Sushil Kumar Shinde & Power Secretary Anil Razdan.Though, Ashok Khurana did not divulge his plans, he said "since time is on my side now, so I would like to settle down."According to him IAS is the best service in the world & he gained diversified knowledge while serving as a bureaucrat.

.Was it not theCommunists who had sometime in the not too distant past had spoken about the strategy of sabotaging from within?The public memory is proverbially short.All of us regretfully forgot that damningly diabolical strategy.And here we are ,much to our misfortune,witnessing that sinister drama being unfolded.The sorry spactecle of sabotage from within.Look at the timing of this heartless betrayal.The sub-continent is in turmoil.Pakistan is in the midst of a never before happaned catastrophy.Their half-hearted attempt at trying democracy has come to almost nought on the streets of Karachi.Just at this gruesome moments they have chosen to destabilise the largest demacracy in the world.A calm and composed democatic India would have made a great portrait in contrast to the chaotic Pakistan.Not the kind of portrait the Commies would have liked to go around in Asia and Africa.This would have mocked and pinched the readers of Red book.So they chose to sabotage from within.Swearing by constitution had not changed them one bit.That explains why they acted the way they did.It is darkness at noon. The red darkness.Their masters would be pingpong happy in the ing snow.

Suggestions on security issues

Some of the comments made on security issues on this site are childish. The situation in India has reached nadir at present and there is no hope it will improve unless strong and imaginative steps are taken.
1.The selection of the officers and staff handling the situation must be made with utmost care keeping in view their previous records and not on political considerations. This should apply to all posts from National Security Advisor to a Daroga and policeman. High-sounding designations need be avoided. The head of the London police was known as Chief Constable.
2. Police and Army soldiers on security duties should be given full protection even when an excess takes place on plausible grounds. We have demoralised honest officers by superceding them on minor points or media reports. The correct method is to institute a departmental and in serious cases judicial enquiries with time-bound reports and action. No political interference please.
3.Politicians and bureaucrats with criminal records must be weeded out through legislation.
4. There is presently no complete separation of Executive and legislature in this country as in USA. This is, perhaps, the fault of the Parliamentary form of Government. The ministers are part of Executive and legislature.

How to do away with "Babu" word ?

'To do away with 'Babu' word within the govt., the govt./pay commission has to give lower officials, a new nomenclature of designations. This would bring a cultural change in their outlook, feel more responsible and give output accordingly. But I do not think, it is such an alarming situation that govt. must do it. The British legacy will always continue. The 'Babu' word and 'Babu culture' is not now restricted to lower officials, even politicians/media too address highest bureaucrats with the 'BABU' word. It is, however, agreeable that all employees of the govt. are put in the BABU category by the media, especially. The reason being a typically deep mentality of highest babus/politicians to recognize their positions as to how much decorated they are with Peons/PAs or security people. Here is a classic example of this babu mentality which is also a British legacy- In govt. there are the posts of Personal Assistant, Private Secretaries, Principal Private Secretaries and Senior Principal Private Secretaries. There respective status as per govt. hierarchy is: Assistant, Section Officer, Under Secretary and Deputy Secretary. The vital question is What is personal? What is private? What does Principal private secretary's job contains? and as to WHAT Senior, also principal, also private secretary (Sr. Principal Private Secretary does) is meant to do?. To the extent that they get promotions, it is OK. But what do they do privately. Whether with seniority, they become more and more private and this privacy extends to what extent. Is there anybody who can define who will explain as to what constitutes and contain personal/private so on. What do this private people do in govt. or why govt. people are personal, private and more private and still more private.

Look at these officers/politicians who have PAs with the respective seniority. How does they increase their esteem with decreasing self esteem of such employees who work consistently for assisting them as PA's.

So the British legacy will continue, as the mindset of Indian officers/politicians is not going to change and, therefore, all in govt. would continue to be called as BABUS, as the media rightly addresses them. And as above said, it is not an alarming situation as long as it suits the higher ups and the cost is also not very high? Only to be called BABUS, for namesake only.

If the recommendation to unify the date is accepted, then it should be 1st August as 1st August is the cut off date of age restrictions for appearing in competitive examinations conducted by UPSC. This step will take care of disadvantage suffered on account of cut off date for eligibility to appear in the examination.

How to attract best brains ?

Earlier we have seen exodus of IAS Officers to other sectors. This is another example of a result of wide gap of salary and perks between the Government sector/PSUs and the ever growing Private sector/MNCs. Unless the Government gives a serious thought to the problem and provides a comparable amenities to its officers, it will be difficult to attract/retain the best brains in its fold. Is the Pay Commission/Ministry of Finance listening?.
