Beware Journalists -UPA Govt pulls all stops
The Congress led UPA Government is pulling out all stops to rein in
all journalists & news organizations. The Income Tax (IT) department
has reportedly drawn a list of 20 journalists whom they are investigating
for their sources of income. The Investigation wing has been tipped
to search or conduct raids if concerning authorities found it necessary.
This comes close on the heels of notices to three news channels including
"Aaj Tak".
Tenure of Bongirwar to expire next week
Tenure of A L Bongirwar Chairman of the Tariff Authority for Major Ports
is coming to an end next week. He is retired 1966 batch IAS officer
of Maharashtra cadre.

Grapevine has it that IDFC Project Development Company: IDFC is going
to announce the name of a serving civil servant as head of their new

States forbidden to appoint ACS
grapevine has it that the state governments will not be able to appoint
ACS without the approval of the Government of India. The state governments
have been forbidden to increase the number of cadre posts.
Which JS will move from Commerce Ministry ?
Which Joint Secretary in the Commerce Ministry will have to shift to
make way for the newly empanelled JS? Answer will be known in October.

Need to converge 'aam aadmi bima yojana' with national health program
for impact
Convergence with the National Programs of health with the National Health
Insurance Scheme for its successful take off and is an essential component
for the visible impact and encourage the Below Poverty Line (BPL) to
agree identify with the scheme and ideally to pay at least Rs100/- as
his share. Today a BPL family spends maximum share of his income in
health care, hence sparing this amount is not difficult but what is
more difficult will be mechanism to collect the same, but this can easily
be arranged while issue of smart card with photographs of family. This
will ensure that the BPL demands the services and expects quality services.
The "Aam Aadmi Bima Yojana" will cover 1.2 crore families
living below poverty line (BPL) is laudable. The program is to be launched
on 2nd of October and to be operational from April 1, 2008. The scheme
is one of the several social security benefit programmes, worked out
by the government under the Unorganized Sector Workers' Social Security
Bill, 2007. The "Aam Aadmi Bima Yojana" will be issued smart
cards with social security number for the purpose of identification.
The insurance cover will be for Rs.75,000 on death due to accident and
permanent disability due to accident. The insurance cover would be Rs.37,500
and upon death of a member, prior to terminal date, Rs.30,000 is the
insurance amount.
The premium to be charged under the scheme will be Rs.200 per year per
member of which the Centre is likely to bear 75 per cent of the cost,
25 per cent more than what was planned earlier. The Finance Minister
has already committed Rs.1, 000 crore for the scheme in the Budget.
State Governments will give the remaining amount. To make the program
operational the States will now have to pick health service providers
which means private sectors and insurance service providers and the
BPL families.
States will now have to pick health service providers and insurance
service providers as well as identify the BPL families for the scheme.
"States have about six months to finalize the service providers
before the scheme starts in April next year," the benefits under
the scheme including basic healthcare such as hospitalization and day-care.
The program can be availed at multiple locations and BPL families will
be issued smart cards with unique identification numbers that they can
carry wherever they go. This has been done keeping in mind that a huge
number of unorganized sector workers are migratory. The BPL families
list is existent and The General Insurance Services (GIS) companies
are also in place. The main challenge is to identify the health service
providers that will be more in private sector and the public health
delivery system.
The worst health parameters are in the states of Bihar, Madhya Pradesh,
Rajasthan and Uttar Pradesh (BIMARU) states with equally poor spread
of trained private health personal. More than 56% of health providers
come in the category of quacks. The impact of the scheme under the directions
of IRDA, as regulatory body with be through TPA, the third party assesse.
For the proper take off of the program it is important to converge it
with the National Health Programs of the of Ministry of Health and Family
Welfare.
Let us analyze a BPL family health care need. More than 80% of health
care need is as out patient (OPD) and the insurance scheme will not
cover the same, thus the BPL family will continue to go to the untrained
quacks for remedies or pubic health facilities. The OPD treatment on
micro analysis indicates that maximum is resultant of poverty and poor
nutritional status namely TB, deaths during delivery, diarrhea etc..
The National Programs of health are committed to treat these diseases
through public health care system and also provide for the free access
to medicine. The list is exhaustive in terms of all vaccines for immunization,
ante and post natal care, Tuberculosis, Leprosy, Diarrhea, Distribution
of ORS, institutional delivery, etc
. If the agencies identified
by the state government in the private sector are also identified as
centers for providing services of National Health Programs then the
access to these institutes will increase. The draft of similar policy
when made for the State of Madhya Pradesh did have a response of private
sector to give free medicines worth Rs100/- per family for OPD.
Thus the smart card will enable a BPL family to access any of these
identified institutes and avail not just he inpatient treatment covered
under insurance but also the outpatient need and thus total health care.
The National Health Insurance will also enable to control the inflating
bills of inpatient treatment and thus will be way forward for health
discipline.
Another area of convergence with Ministry of Health and Family Welfare
is in that of providing mobile health units. Lot of donor agencies is
working with the Ministry. The villages and habitats that do not have
health institute in near vicinity to provide health care need to be
catered through this mobile unit. The mobile unit will have to be provided
by the state.
Thus, a scheme to cover the BPL will go a long way in not only providing
insurance cover for health care but also to improve the human development
indices on health parameters. The synergy between the National Programs
of Health and that of National Health Insurance Scheme for BPL will
go a long way to reduce the health care by quacks considerably and put
in discipline of proper health care for BPL in terms of ensuring even
preventive health care..

Fresh suspensions of IPS officers in UP following unearthing of large
scale irregularities in appointment of policemen some of them class
five pass only and sexual exploitation of lady recruits is indicative
of the extent of rot that has set in. That appointments were made on
the basis of orders given from above(as has been alleged ) can be no
excuse for acting like an accomplice and not a public servant who has
been guaranteed protection under article 311 of the Constitution so
that he does not succumb to any kind of pressure. One is also left wondering
what kind of duty these officers must have been performing before their
suspensions in case what has been alleged turns out to be correct. Nithari
and other kind of shameful happenings and fake encounters and custodial
killings cannot happen if officers are vigilant and not compromised
or appointed in a fictitious manner .Shailja Kant Mishra and his team
deserves congratulations .

The income tax officer decides to audit Sindhi businessman Kewalramani,
and summons him to the income tax office.
The officer is not surprised when Kewalramani shows up with his attorney,
Jamshedji.....
The officer says, "Well, sir, you have an extravagant lifestyle
and no full-time employment, which you explain by saying that you won
money gambling. I'm not sure the income tax finds that believable."
"I'm a great gambler, and I can prove it," says Kewalramani.
"How about a demonstration? "
The officer thinks for a moment and said, "Okay. Go ahead."
Kewalramani says, "I'll bet you ten thousand rupees that I can
bite my own eye."
The officer thinks a moment and says, "No way! It's a bet."
Kewalramani removes his glass eye and bites it.
The officer's jaw drops.
Kewalramani says, "Now, I'll bet you Twenty Thousand rupees that
I can bite my other eye."
The officer can tell Kewalramani isn't blind, so he takes the bet.
Kewalramani removes his dentures and bites his good eye.
The stunned officer now realizes he has wagered and lost Thirty thousand
rupees, with Jamshedji as a witness.
He starts to get nervous.
"Want to go double or nothing?" Kewalramani asks.
"I'll bet you Sixty Thousand rupees that I can stand on one side
of your desk, and pee into that wastebasket on the other side, and never
get a drop anywhere in between."
The officer, twice burned, is cautious now, but he looks carefully and
decides there's no way this guy can manage that stunt, So he agrees
again.
Kewalramani stands beside the desk and unzips his pants, but he strains
mightily, he can't make the stream reach the wastebasket on other side,
so he pretty much urinates all over the desk.
The officer leaps with joy, realizing that he has just turned a major
loss Into a huge win.
But Jamshedji moans and puts his head in his hands.
"Are you okay?" the officer asks.
"Not really," says Jamshedji, the attorney.
"This morning, when Kewalramani told me he'd been summoned for
an audit, he bet me One Hundred Thousand Rupees that he could come in
here and piss all over your desk and that you'd be happy about it."

BBMB to be restructured ?
The Union Power Ministry is quietly working on a plan
to restructure the giant Bhakra Beas Management Board
(BBMB). This biggest hydro utility of the country is currently
working more or less as a Government department. The
entire 20,000 workforce of BBMB comes on deputation from
mainly Punjab, Haryana and Rajasthan. It is supplying cheapest
power to the three member States of Punjab , Haryana and
Rajasthan. But strangely, BBMB has not been involved with
the massive hydro power development of the country. Power
Ministry officials speaking on condition of anonymity said that
corporatization of BBMB is the only solution to make it effective
and result oriented. This will also help it raise money from the
market and take up more hydro projects. But the beneficiary
States are totally opposed to it because this restructuring will
deprive them of almost free cheap power.
