India has been elected to the Executive Committee of Intergovernmental Forum on Mining,Minerals,Metals and Sustainable Development.Indian side was led by Secretary Mines J P Singh and Joint Secretary Mines Ms Ajita Bajpai Pande.There are a total of 5 members of the Executive.The other members are -UK,Romania,Kazkakhistan,Canada and Brazil.This was the first participation by India in this prestigious Forumwherein an election process was held to elect the Executive Members.

Lt Gen Milan Lalitkumar Naidu is now Vice Chief of Army
Lt Gen Milan Lalitkumar Naidu, till recently Army Commander of Army's Shimla based Training Command, has taken over as the next Vice Chief of Indian Army. He replaces Gen Deepak Kapoor, who has since taken over as Army Chief. Lt Gen Naidu paid tributes to martyrs at Amar Jawan Jyoti this morning. This was followed by a guard of honour in the lawns of South Block. Lieutenant General Naidu had his early education at St Joseph's Convent, Bhopal and to continue his family tradition, joined the National Defence Academy, Khadakvasla, where he excelled in marksmanship (shooting).He is a keen sportsman and formed part of the Services team in the National Skeet Shooting Championship in 1968. He also plays golf, tennis and cricket.Lt Gen Naidu is married to Mrs Neeharika who is the daughter of Lt Col Awasthy, a veteran of World War II and 1962 Operations.

R K Dutta has taken over as the head of the police investigation wing of the Lok Ayukta in Karnataka. He is 1981 batch IPS officer.

The Central Administrative Tribunal (CAT) Mumbai bench has given ruling that an Indian Police Service (IPS) can be posted to a non-cadre post.

Threat to Nagaland IAS officer
IAS association of Nagaland has urged NSCN (IM) to withdraw its threat to Alemtemshi Jamir (IAS:1977) who has been accused of being anti national by the NSCN (IM). Incidentally NSCN (IM) is holding talks with Government of India and their threat to Alemtemshi has been taken seriuosly by the bureacracy in Nagaland. Already officers in this State are working in extreme conditions and the IAS Association hopes that GoI takes cognizance of this action.

Reaction on Aruna Sharma's views
Apropos of the views in the forum on the "Aam Admi Bima Yojana", the premium of Rs 200 per annum per family appears to be too high. Perhaps the premium amount can be brought down substantially if there is competitive bidding even within the public sector insurance companies. That is perhaps one reason why very few State governments have consented to participate in the scheme. So far as health insurance schemes are concerned, it is to be seen whether it will benefit any remote and backward tribal rural areas at all considering that there are hardly any private health care institutions in such areas. Even the State Governments find it difficult to post doctors in such places. Corporate- oriented solutions to the social saftety net/ health care issues may have only a limited success in areas which need such support the most.

I fully agree with suggestion of Ramesh Semwal. All services in the State i.e. Engineering, Agriculture should also be considered for induction to IAS

No scope unless Quota is raised for IAS

Semwal may note that there is quota for other state service officers
also in the total quota reserved for State Service Officers, but he should also note that out of the total quota for IAS in a state only 33% is reserved for State Service officers. Until & unless this quota is raised to more than 50% for State Officers there is no scope for improvement.

Language is no bar for PCS officers

I disagree with Suresh that Language is a barrier for PCS officers going to other states. Since they are getting into All India services the idea of staying in a particular state must go out of their mind. In case of AIS officers also language is an issue but it gets sorted out with time. In fact this will be beneficial as officers who have worked in a particular state at grass root level will transfer their knowledge & good working practices to other state. This will be a revolutionary step if DOPT thinks on these lines seriously. This will certainly help in breaking the nexus between Local Politicians and PCS officers and go a long way towards improvement of State Civil Services. This will be beneficial to State Service Officers also. In fact GOI must make central deputation compulsory for a period of 3-5 years for all PCS officers joining AIS..

Why four NHAI Chairmen were changed ?
No wonder the Infrastrure/ Highways Development in our Country is moving in a snail's pace. If this would be the attitude of our ministry, then implementation / completion of NHDP projects will be severely affected resulting in lagging our country in the race of superpower by 2020, as one would agree that we can never become a superpower unless we have a good infrastructure and Highways contributes a lot in better infrastructure besides power and others. Reuters launches mobile info for farmers
Indian Agriculture Minister Sharad Pawar has launched Reuters unique mobile information service for Indian farmers. Reuters Market Light ('RML') has been designed to support India's 250-million-strong agricultural community and following a very successful pilot scheme is now being rolled-out across the country. Given the success of the pilot scheme, Reuters is to launch Reuters Market Light on a full commercial basis. Reuters Market Light will now introduce a small customer charge of Rs.60 per month. RML of which MD is Amit Mehra will also now be rolled out across other rural areas in India, extending its offering.

SAIL receives Rs 4.5 crore dividend from NSPCL
NTPC-SAIL Power Supply Company Ltd (NSPCL), a 50:50 joint venture between Steel Authority of India Ltd (SAIL) and National Thermal Power Corporation (NTPC), today paid Rs. 3 crore to SAIL as final dividend for the year 2006-07. SAIL Chairman Mr. S.K. Roongta received the cheque from NSPCL Chairman Mr. R.C. Srivastava. NSPCL had paid interim dividend of Rs. 1.5 crore to SAIL in March 2007 before declaring a total dividend equivalent to 23% of profit after tax. The performance of the joint venture company has been continuously improving year by year and it has paid dividend continuously since inception in 2001.
NSPCL registered a net profit after tax of Rs 38.97 crore in 2006-07 (higher by 31% over the previous year) on a net worth of Rs. 867.98 crore. Bhilai Electric Supply Co. Ltd. ¨C another 50:50 joint venture of NTPC and SAIL ¨C was merged with NSPCL recently.
The company is presently implementing a greenfield power expansion project of 2x250 MW at a cost of around Rs. 3,000 crore at Bhilai. The first unit is expected to be operational by early 2008. SAIL will receive about 280 MW of power from this unit which will provide security in meeting the enhanced level of power requirement of Bhilai Steel Plant.
