Not more than five years leave in any case !
Gone are the days when bureaucrats have been enjoying leaves as per their will on one pretext or the other. Now the GoI has decided that more than five years leave would not be granted in any case.

A Bhopal resident has published an important study of public administration. Sanjoy Bagchi, a former member of the IAS, has written "The Changing Face of Bureaucracy" published by Rupa & Co of Delhi. The book is an objective account of the evolution of the IAS during the first fifty years of its existence. It analyses the role and performance of the Service as a whole with special reference to Madhya Pradesh, its achievements and shortcomings as well as its present status. It contains proposals for insulating the Service from political influence, for enhancing its accountability and for strengthening its functioning by systemic changes. Bagchi had worked in Madhya Pradesh from 1953 to 1978 in various
capacities. He had spent the next 20 years as an international civil servant in Geneva (Switzerland). He became Executive Director of the ITCB in Geneva in 1990 and returned to Bhopal in 1997 where he spends his time in writing and lecturing.

There are 4 HAG officer in the whole Indian P&T Accounts and Finance Service. He has been posted as Senior CCA, Delhi just to keep him away from the Sanchar Bhawan. In other States, the office of CCA is headed by SAG or by the JAG officers but in Delhi there are HAG, SAG and JAG officers.
