Indo-Bangladesh rail link likely

CSS is backbone of Central Secretariat

There is no secret about the role and responsiliby of CSSS personnel in the secretariat. The problem is that from the day they start their service to the day of their superannuation, they continue to do the same stereotypic work. Moreover, the eligibility for thier entering into service is 10th pass as opposed to a graduation for CSS personnel. Thus their mental faculty does not get a chance to develop. In addition, they also develop intimacy with the senior officers by doing their domestic works. Due to this they get advantage everywhere without actually doing any productive work. Moreover, through the use of latest technology, the officers are no more dependent on PA/PS. Therefore, Finance Minister should look into this and introduce a VRS for them in the next Pay Comission and abolish the CSSS cadre as all their services can be outsourced. Whereas the CSS officers take care of about 70-80% of work. While routine type work is disposed at the Section Level, majority of the other work is disposed at DS/Dir. level, which are mostly held by CSS officers. All the policy decisions are taken by politicians, but can one say that IAS is not necessary for the functioning of the Secretariat? Similarly, though some major decisions are taken by IAS, other decision making is done by CSS. In most of the cases, the decisions of the IAS are based on the feedback provided by CSS officers. They are the backbone of Central Secretariat. How many times one has seen the CSSS people using their brains?.

If at all the CSSS cadre is no longer required, then whats the need for continuing these posts? Send them out of service, and they will never loiter in the streets and they will definitely get a job that too in their desired city in india. Let me ask you how many CSS fellows do you think would get any job in private? In Private sector, there is no huge volume of files and no question of lamba lamba note portions for two line draft letter. Its is best idea to abolish the CSSS posts in the Centre. Implement it immediately in my view.

The comments of Mr. Kumar are ridiculous. The fact is that many members of CSS were the erstwhile CSSS (before passing the exam). On the contrary they can never enter CSSS as they are not technically qualified. Moreover, most of the successful CSS officers are from CSSS originally as they have worked with very senior officers before passing the exam and are more experienced in noting and drafting as they get the see the files etc. coming at the highest level. It is hightime, this debate should close once and for all and level playing field should be provided to all members of CSS and CSSS. Ask any senior officer whether he can do without the assistance of CSSS?

Why can't there be single entity ?

Well ravi why cant India , Pakistan and Bangladesh re-unite as a single political and economic entity? A restored Mughal Empire can be a contitutional monarchy which is democratic , industrialised, secular and modern.It would be very powerful ,a real super power ,not the fake paper super power that the western capitalist media is projecting todays India. The whole object of Partition was to cripple India and prevent its rise as a super power in the comity of nations. As we now know, Mountbatten played the villans role in forcing through the Partition no matter what the cost to human lives in India.He even used his wife to bed that holiest of holy cows, Nehru ,to stifle any indian objections.This is how low the westerners stoop to acheive their ends. Isnt it time we people of undivided India propogated reunification of the sub-continent taking into account the demographic realities ?We have more muslims in India than Pakistan and Bangladesh combined. So whose interest did Partition serve anyway? Why cant our polital leaders sit down together and think out of the box? The idea of SAARC was a beginning in this direction but it lacked the appeal that Royalty has for all of us on the sub-continent. ALSO WE CAN NEVER SOLVE THE PROBLEM OF THE FATE OF OVER 400 MILLION MUSLIMS ON THE SUB CONTINENT BY SIMPLY IGNORING THEM. What is Pakistan? It is merely a ghetto of indian muslims who pretend to be foreigners.How long can this charade continue?Is Pakistan merely another OBC quota?Is Bangladesh another bengali OBC quota? If one thinks deeply it would appear to be so, as most converts from Hinduism to other relegions used conversion to make themselves upwardly mobile in a rigid and static social order.

Human Right Commissions should come down with heavy hand

Half a century ago, Justice Anand Narain Mulla had, in one of his celebrated and oft quoted judgments called the Police as criminals in uniform. To the credit of the Force, it continues to live upto the compliment. In another incident in Moradabad the Head of the district police was shown by the T.V. channels wielding his baton mercilessly on hapless citizens. It is time that Human Rights Commissions in the States and at the Centre come down with a heavy hand on the culprits and among other punishments, award heavy compensation to the victims. Police was and is known to use third degree methods but it used to happen within the four walls of the police station and the use of force was confined upto the level of the S.H.O. Now it has come to the roads and the level has been raised to the head of the district police. People of the country need to be saved from such demented souls and urgency is the need of the times. Government should seriously consider of reverting to status quo ante of the pre independence system of placing the control of the district police under the District Magistrate.

The empanelment of 1988 batch IAS to Joint Secretary level is a hog-wash. Confirmrd sources reveal that the Cabinet Secretay and even the PMO were not given a free hand in the selection process. The Cabinet Secretary (both previous and the current) should take the blame for this act.

Some are reported to be working with International organizations or the private sector in the US which is against the rules of the study leave or extraordinary leave- but who knows and who cares?
