He is 1981 batch IAS officer. FORUM CSS is backbone of Central Secretariat There is no secret about the role and responsiliby of CSSS personnel in the secretariat. The problem is that from the day they start their service to the day of their superannuation, they continue to do the same stereotypic work. Moreover, the eligibility for thier entering into service is 10th pass as opposed to a graduation for CSS personnel. Thus their mental faculty does not get a chance to develop. In addition, they also develop intimacy with the senior officers by doing their domestic works. Due to this they get advantage everywhere without actually doing any productive work. Moreover, through the use of latest technology, the officers are no more dependent on PA/PS. Therefore, Finance Minister should look into this and introduce a VRS for them in the next Pay Comission and abolish the CSSS cadre as all their services can be outsourced. Whereas the CSS officers take care of about 70-80% of work. While routine type work is disposed at the Section Level, majority of the other work is disposed at DS/Dir. level, which are mostly held by CSS officers. All the policy decisions are taken by politicians, but can one say that IAS is not necessary for the functioning of the Secretariat? Similarly, though some major decisions are taken by IAS, other decision making is done by CSS. In most of the cases, the decisions of the IAS are based on the feedback provided by CSS officers. They are the backbone of Central Secretariat. How many times one has seen the CSSS people using their brains?. Manoj Kumar Most of the CSS officers are from CSSS If at all the CSSS cadre is no longer required, then whats the need for continuing these posts? Send them out of service, and they will never loiter in the streets and they will definitely get a job that too in their desired city in india. Let me ask you how many CSS fellows do you think would get any job in private? In Private sector, there is no huge volume of files and no question of lamba lamba note portions for two line draft letter. Its is best idea to abolish the CSSS posts in the Centre. Implement it immediately in my view. The comments of Mr. Kumar are ridiculous. The fact is that many members of CSS were the erstwhile CSSS (before passing the exam). On the contrary they can never enter CSSS as they are not technically qualified. Moreover, most of the successful CSS officers are from CSSS originally as they have worked with very senior officers before passing the exam and are more experienced in noting and drafting as they get the see the files etc. coming at the highest level. It is hightime, this debate should close once and for all and level playing field should be provided to all members of CSS and CSSS. Now it has come to the roads and the level has been raised to the head of the district police. People of the country need to be saved from such demented souls and urgency is the need of the times. Government should seriously consider of reverting to status quo ante of the pre independence system of placing the control of the district police under the District Magistrate.
