Who erred in filing of affidavit by Government of India (GOI) regarding the "Ramsethu"before the Supreme Court? This question has been doing rounds in corridors of power for the last five days. Whether it was Ministry of Culture or Ministry of Law, is being hotly debated. However, in the process people have forgotten that the mega multi crore "Sethusamudram Project" falls under the Ministry of Shipping, Road Transport & Highways of which portfolio is with T.R.Balu.

We must applaud of those who seek scientific evidence

First it was Ram Janmabhuumi, now it is Ram Setu. We must applaud the efforts of those who seek scientific evidence before coming to any conclusions, for example, where is the Estimate and the Measurement Book for the Ram Setu? Who was the contractor who executed the work? Where is the copy of the contract? There are unconfirmed reports that one Hanuman, ordinarily a resident of Chennai, [like someone else who is ordinarily a resident of Gauhati] bagged the lucrative contract. If so, then his signatures on the contract deed can be traced. The spirit of scientific enquiry has to be appreciated. Likewise, a committee should be appointed to enquire into and trace out the birth certificates of one J. Christ and one M Mustafa , in whose names several buildings have come up on government land. No doubt the findings of the enquiry committee will be filed as an affidavit in the courts in due course. Does this not show the triumph of Reason and SCIENCE over common sense?

CSS officers should be considered for induction in IAS

Let Dhiman and BMR explain as to what is so different about IAS which CSS officers cannot do. They should stop boasting and come straight to Central Secretariat buildings and read files. Let them read any 100 files picked up at random and classify the material recorded on files in terms of various services to which the officers writing the notes belongs to. It will be interesting to note what kind of contributions CSS has been making in terms of analysis of developmental debates and regulatory affairs.
Both CSS officers and IAS come from the same source and common seniority. Does anybody distinguish between the first ranker in CAT and the last ranker in IIMA. Does anybody look at their CAT scores ? Then why this discrimination in Civil Services. Both IAS and CSS are generalist civil services. There is no specialisation in IAS like CSS. The so called District Experience has become a myth is well known as an IAS officer remains in a District only for 4-5 years in the entire career. Moreover, each of the Department in the State Government has its own field officer in the District. Therefore DM or DC has merely become a chief coordinating officer in the District. It is time we give this role to the political representatives, who are a shade better than our collectors. Bureaucracy howsoever enlightened is no substitute for democracy.
Therefore IAS should stop boasting about their field experience which is hardly of significance in today's Central Secretariat which itself requires a specialised experience available with none but CSS.
Therefore CSS officers should certainly be considered for induction into IAS with 9 years seniority when they become Deputy Secretaries. It will provide the so called district experience to the CSS officers also after which they can also boast about the feel of the pulse of the nation.

Elevation of any service to IAS forgets a lot of factors which go into making of a direct recruit. They have to perform too fast at early age and then they follow a strict code of conduct and always try to prove their mettle. State service people even elevated don't get the same faith as is enjoyed by a direct recruit.

Creation of another DDA like authority will not serve any purpose

Delhi Development Authority was created under the Delhi Development Act, 1957 as a regulatory authority. It was charged with the responsibility to draft comprehensive Master Plans with 20 year perspective. The Central Government, with a view to carry out the objectives of the said Act, framed the 'Scheme of large scale acquisition, development and disposal of land in Delhi and notified it in its letter dated May 2, 1961. A new Department known as Department of Land and Housing was created in the then Delhi Administration with K L Rathi as its first Housing Commissioner and Jagmohan as the Deputy Housing Commissioner. Acquisition of Land was done through this new Department. Development of the land so acquired was entrusted to the CPWD and a dedicated Delhi Zone was created under an Additional Chief Engineer, V R Vaish who was assisted by 4 field Executive Engineers. Allotment of land was also done under the new Department. Role of the DDA was rightly confined to regulate the Land Use. Housing activity was taken up and other functions heretofore being performed by the Delhi Administration were taken over by the DDA after Jagmohan left the Government and permanently opted for the DDA. With the passage of time DDA's role as a regulatory authority was eclipsed by its role as a building organisation which role is not assigned to it under the Delhi Development Act, 1957. However, under the said Act its main role is still regulatory. Creating another authority with similar or identical functions and territorial jurisdiction would serve no useful purpose. If any thing, it will add to confusion and will make life for the residents of Delhi more difficult. Delhi public is already a victim of dual control by the State and the Central Government and now this proposed additional fifth wheel is going to add to their woes. It is hoped the Central Government will step in to stop the Dikshits and the Walias in their tracks.

An Indian dies and goes to Hell. He finds that all countries have a different. First of all he goes to Germany Hell. He finds that an individual is put on an electric chair, tied and the evil whips him all through the day. He goes to UK hell and finds the same system. He finds the same position in the Hells of USA and Russia. But he also finds that there is a big queue outside the Indian Hell.He asks a person about the system here. He is told that it is the same as other countries. Then why there is a line here? He is told that though everyone is put on the chair, there is relief that the chair does not work because the Indians have removed the nut bolts etc and other parts and the Incharge of the Indian Hell is former Governmen0t servant who comes, signs the register and goes immediately to the canteen.

NHPC panel scrapped ?

The panel for the post of Director(Finance), NHPC is
being scrapped. The proposal of the Ministry of Power
has been returned by the Ministry of Personnel. Ministry
of Power had sent a proposal with two names for this
post. However, both the candidates short listed were
not from NHPC and in fact NHPC Executive Directors(Finance)
had been overlooked. The short listed candidates are working
as General Managers in the REC and Hindustan Petroleum.
There were protests against ignoring the departmental
candidates and NHPC executives were blaming their own
CMD, S K Garg for his inability to persuade PESB to
select one of the Departmental candidates. Ministry of
Power even tampered with the recommendation of the
PESB and proposed the name of the number two candidate.
Ministry of Personnel has returned the file without comment.

The tenure of S Balasubramnaian, Chairman, Company Law Board, has been extended upto Novemeber 2009.

SAIL signs MoU for SEZ SPV

Steel Authority of India Limited (SAIL) has signed a memorandum of understanding (MoU) with IL&FS Infrastructure Development Corporation (IIDC), for formation of a special purpose vehicle (SPV) to develop, operate and maintain a steel sector Special Economic Zone (SEZ) at Salem in Tamil Nadu. A K Jain, Executive Director (Corporate Planning), SAIL and D.K. Mittal, Chairman & Managing Director, IIDC, signed the MoU. SAIL and IIDC will hold equity shares in equal proportion in the proposed SPV, which will be formed within one month to initiate the process of development of the SEZ. The application for approval of the SEZ shall be submitted shortly to the Government of India. It is likely to be considered by the Board of Approvals of the Ministry of Commerce in the month of October.
