among bureaucrats, across India, does not paint a rosy picture for the
Congress or the Bhartiya Janata Party(BJP).There is a feeling that number
of seats of both parties would decline, if there is an early poll to
the Lok Sabha now.

Pradip Mehra will succeed Lalit Sharma as Advisor to the Administrator
of Chandigarh.He is 1975 batch IAS officer of UT cadre.

Subramaniam will be Deputy Director of the newly set up Wild Life crime
bureau (WLCB).He is an Indian Forest Service (IFS) officer of the 1990

Deepak Shrivastava is CVO in WCL
Deepak Shrivastava has been appointed as Chief Vigilance Officer (CVO)

The Government of India has disallowed the protest of the Madhya Pradesh

Now Pradip Singh Kharola is not returning to the parent Karnataka cadre

of Defence Accounts in Bangalore.

Jointmanship calls for parity
Amongst the three services, life in the Army is undoubtedly the most
demanding. It imposes privations like no other service does. Post the
Kargil War, this fact was realised by one and all and the Amy instituted
the Bagga Committee to improve the career prospects of officers. These
were thereafter considered by the AV Singh committee constituted by
the Government. The Army had recommended the institution of an additional
rank - Colonel General - and had asked for substantial increases in
the flag ranks. The Air Force and the Navy had not associated themselves
with the committee. The AB Singh committee recommended only a marginal
upgradation as compared to the Army's demands.
As it stands today, only 1.3 percent of Army officers hold the rank
of Lt Gen as against 1.9 percent officers of Air Force and Navy holding
equivalent ranks. The disparity manifests itself most vividly in inter
services organizations. A senior Brigadier often serves under a Naval/
Air Force officer of higher rank, who is otherwise junior to him in
service. The result is an untenable environment.
The Army Chief's assertion that additional vacancies in flag ranks be
based on a pro rata basis will help in keeping this anomaly at its current
levels. Going by the advice of the Navy or Air Force, the anomaly will
only be further enhanced. In an era of joint operations and tri-service
synergy, such a situation will militate against efficient operational
planning and execution.

We should sympathise with President Mushaffaf
We should sympathise with President Musharraf for the predicament he
is in after Benazir Bhutto demanded that he take off his uniform. Imagine
a married man being told by a woman via the press to take off his clothes!
Even Princess Diana made no such demand from Prince Charles. The only
option for poor Musharraf is to have a compromise with Benazir and follow
the shining example of Salman Khan [Sallu Baba] and take off his shirt
but retain his trousers. If Musharraf takes off his entire uniform who
knows what all he will reveal? He is good at concealment especially
of core issues like Kashmir etc. The only other option for him is to
embrace Sikhism so that when he reveals all , at least he will have
his katchhas on. But as a Sikh how can he remain in Pakistan as President
or Prime Minister? He is originally from Old Delhi though ordinarily
a resident of Islamabad just like our own PM who is originally from
Pakistan though ordinarily a resident of Gauhati. The two can exchange
places . Our PM can embrace Islam and move to Pakistan and Musharraf
can return to Delhi. On the way both of them can also embrace each other.
Fair exchange is no robbery as the saying goes!

While it is the CECs prerogative to carry on with his business of
conducting elections etc, for which he is responsible, it is the "tilak"
on his forehead that one is objecting to.
Such hugely visible marks of one's professed faith are an anachronism
in a democratic society - more so for a public servant holding a high
office. It is just not done - what sort of example is he setting for
his juniors. I am also certain the Service Conduct Rules do not allow
such display - what has the Government to say on this??

Musharaf, Manmohan, Aishwarya Rai and Sonia are travelling in a train.

"For sustaining its market dominance in the long-term Steel Authority
of India Ltd (SAIL) is "simultaneously working on a blueprint for
growth beyond 2010.The, SAIL is today well poised to play a vital role
in the growth phase of the country". This was stated by SAIL Chairman
Mr. S.K. Roongta at the company's 35th annual general meeting held at
Subroto Park,Delhi on September 20,2007. The company's "strong
financial performance" in 2006-07 and during the first quarter
of the current financial year "has contributed to enhanced cash
generation and further reduction in debt-equity ratio" which "would
provide a strong financial base" to support the modernisation and
expansion programmes being undertaken by SAIL, he observed. SAIL is
also "actively associating itself with the Kyoto Protocol and Asia
Pacific Partnership for Clean Climate Development Programme under the
Clean Development Mechanism," said Roongta, adding that actions
were being taken to implement EMS ISO:14001 in all the units of the
company. The SAIL Chairman also informed the shareholders that Rs. 100
crore had been earmarked by the company for activities related to corporate
social responsibility during 2007-08.
