Jet flight snag second consecutive day FORUM Remarks about CEC unfortunate It is very unfortunate of Kuldip S Sindhu to have made remarks about
CEC Gopalaswami's tilak. He does not seem to be following the news these
days. CEC Gopalaswami has done a stupendous and admirable job in conducting
elections during the recent times. This has invited praise from all
quarters, CM Mayawatiji included. I am sure the "tilak" has
only aided him and has not acted as a stumbling block in his deliverance.
To question one's faith in a large secular country's like ours is simply
abominable. Will he now ask whether PM Manmohan Singh's turban has come
in the way of his discharging his duties efficiently or for that matter
whether our recently elected VP Hamid Ansari should not sport a goatee
or whether ex-PM Inder Gujralji should not have sported his goatee while
in office? Such things should not be questioned. Full-stop. End of topic.
Please do not provide any space for such wasteful discussions. I am
in full agreement with the observations, Mr. N N Ojha made regarding
the same topic. 1.65 lakh salary to Secretary in GoI is still low Rs 1.65 lakhs per month is still low. Secretary is at the fag end of his career. He should get more. The pay of IAS officers should at least be at par with IIM graduates if not more. A starting salary of Rs 1 lakh would draw the right talent D P Singh PCS officers quota should be raised Suresh has rightly claimed that quota for promotion of PCS officers
to IAS must be raised from the present 33% to 50%. This has become all
the more important because the gap between PCS and IAS officers is widening
today. If we compare the past a PCS officer of 1974 batch has got an
IAS seniority of 1978,1979 i.e a gap of only 4-5 years while today a
1983/84 batch PCS officer is getting a seniority of 1999-2001 i.e. a
gap of 16-17 years. In some cases PCS officers are not even able to
get IAS and retire in the same rank because their age is above 54 years.
Every state government is demanding more IAS officers but is not at
all concerned about PCS officers with so much of service experience.
The quota must be increased to give justice to the PCS officers. Why not abolish All India Services ? The All India Services, created with an intention of appointing officers
to the high posts in states so that they may work not only with interest
of state in mind but also of the union, are slowly but surely becoming
a joke. In almost all the states there is a trend of appointing all
state civil service officers to important posts. Also the officers who
are promoted from state service to any all india service occupy all
the important posts. This is not to doubt the competency or integrity
of the state officers but just to say that why then an all india service
officer who has left his state and family to serve in a far off place
dealing with a new language and culture be subjected to the hardships.
Why not abolish this institution of all India services and let the state
governments do what they want with their officers. A classic case is
Jammu and Kashmir where a look at the civil list of all the officers
from All India services direct recruits will give a fair idea of what
i want to say. It is not that people promoted to all India services
from state services are any less deserving to the posts but the fact
is don't they enjoy unfair advantage of being insiders in the state
and being close to ruling politicians than others. Yes we should work
on whatever posts government gives us but one does not enters civil
services to be an excise officer in Tamil Nadu (IAS) ,SP petrol pumps
or DCF Zilla Panchayat or just waiting for postings. Let us seriously
think of abolishing these all India services if we cant give them the
posts they deserve or they think they deserve.
