By visiting this site and reading the contents my assessment is that almost all civil servants, be they from IAS, IFS, IPS, Indian Forest Services, IRS, Officers from AIS, CSS, State Civil Services visit this site regularly. Some put their views in positive way but mostly the views are negative and pertaining to inter-service rivalry. All civil servants must be aware that their role, position and status in the system of governance is slowly reducing. The most important reason for this factor is their self interest, rise in egos and their concern limited only to the interest of their own service. The respect and the authority that was being commanded by a Collector or SP has gone down and these posts and other positions in civil service are no longer attracting the youth and young people are getting more attracted to private sector. The objectives have changed and most of the people think that the persons in these services are only for earning money and enjoying the powers and privileges attached to them. It is time that all Civil Servants of this country unite irrespective of their positions and their services and put their best for saving the country and it is certain that if they are willing and united all forces will have to give way to them. Let the IAS take lead in this regard and take an elderly approach and all others cooperate with them.

INTERVIEW OF THE WEEK

Six areas have been identified by Subodh Kumar Goel, Chairman cum Managing Director (CMD) of the UCO Bank, for improving efficiency of the staff & enhance reputation of the bank further. For Goyal motivating the workforce comes first then other things follow.

In an interview to <whispersinthecorridors.com>UCO bank's CMD Goel said "I am fully committed to my assignment always. I carry my team along with motivation for their high level of contribution which will lead to better performance and success. This is the secret of my success."

Replying to a question Goel said "we have initiated steps where we are State level Bankers committee (SLBC) conveners to achieve 100% financial inclusion. I am confident that we will achieve the same and it will be beneficial to the customers and for us too as it will increase our business and profits too." Here goes his interview:

1/What is going to be your priority area as CMD of UCO Bank? Please list two such areas.

A- Banking is a service industry. For an institution functioning in the service sector human resources are highly critical. Further more, for banks deposits are the lifeline. Even in deposits the low cost deposits are more important for bringing down the cost of deposits.

In view of the above, the areas on which I will be according top priority are (1) To build up a team to work for a common goal and to explore the potential to take the bank to a higher position than it had occupied at the time of nationalization and till 1980's (2) Maximize CASA. Presently CASA is too low @ 28% of total deposits. I would like it to be at least 35%in a year's time and to minimize Non performing assets (Non performing assets (Non performing assets (NPAs) to 2% of gross advances and 1% of net advances.

2/What is the secret of your success?

A- "The only place where success comes before work is in the dictionary". There is no short cut to success, Success follows who are tenacious and who works hard and smart and utilize the opportunities and exploit the available potential. I believe in hard work. I am fully committed to my assignment always. I carry my team along with motivation for their high level of contribution which will lead to better performance and success. This is the secret of my success.

3/What new initiatives you intend to take in the UCO Bank?

A-I plan to introduce new initiatives in the areas of (i) personnel and industrial relations; (ii) strengthening of our Regional Offices specially where we are having the SLBC responsibilities; (iii) treasury operations; (iv) NPA control and recovery measures (iv) improving the standard of customer service (v)quickening the process of CBS rollout.

4/In what way inclusive banking & profitability be synergized?

A-It is estimated that a large number of common people at the bottom of the pyramid have not been brought under the purview of organized banking sector. There is vast scope of business opportunities. This system of banking has proved successful as well as beneficial to all concerned where it was actively followed. In view of the above and also the fact that there is need to bring all the people into the orbit of the banking sector. We have initiated steps where we are SLBC conveners to achieve 100% financial inclusion. I am confident that we will achieve the same and it will be beneficial to the customers and for us too as it will increase our business and profits too.

5/Can you tell us at least one way of fighting unemployment at grassroots both in urban and rural pockets?

A-Unemployment is a serious problem the country has been facing. There is large scale unemployment in rural and urban areas. Banks play a vital role in addressing this problem by providing credit for productive sectors. The credit provided by banks to industries, either. Big, small and medium enterprises provide large scale employment opportunities. In addition, banks also provide direct financing to agriculturists, self-employed people, professionals and self help groups which offer them self employment opportunities.

6/How do you like to chill out & what is your hobby?

A-I enjoy listening music and reading books. I also spend my time with my family and occasionally go out for relaxation. I visit temples quite often and derive moral strength to perform my duties in an efficient manner.

Only one Secretary level vacancy in September
DG National Productivity Council N A Vishwanathan is retiring in September. He is 1972 batch IAS officer of UP cadre. This is the only Secretary level vacancy in the GoI this month end.

Atul Razdan is expected to succeed Ajay Singh in the R &AW. He is 1971 batch R&AW officer.

Modernisation of Forests deptt on the anvil
Modernisation of Department of Forests on All India basis is on the anvil. This is the brainchild of S Regupathy, Indian Minister of State for Environment and Forests, who wants the modernisation of the Department of Forests to be done on the lines of modernisation that is being in the Police force.

PM's US trip likely to be cancelled
The proposed tour of the Indian Prime Minister Dr. Man Mohan Singh to the US later this month is likely be cancelled. The trip was considered to be quite significant because he was to attend the UN conclave besides meeting American President George Bush as well as sign the 123 Agreement.

Vivek Kumar is Director Petroleum
Vivek Kumar has assumed the charge of a Director in the Petroleum Ministry. Kumar who so far was Secretary to Lok Sabha Speaker Somnath Chatterjee, is an IAS officer of the 1990 batch. Vivek Singh belongs to the West Bengal cadre.

Chaman Kumar to be Secretary ARC
Joint Secretary Child and Women Welfare Chaman Kumar is all set to move the Administrative Reforms Commission as Secretary. He is 1978 batch IAS officer of Gujarat cadre.

Indevar Pandey to be Secretary to Speaker LS
Indevar Pandey is going to be new Secretary to Lok Sabha Speaker Somnath Chatterjee. Pande is an IAS officer of the 1990 batch & belongs to the West Bengal cadre. At present he is Director National Institute of Fashion Technology (NIFT),Delhi.

IPS officer Deependra Pathak is Director Petroleum
Deependra Pathak is going to be a Director in the Petroleum Ministry. Pathak who belongs to the UT cadre is an IPS officer of the 1990 batch. At present he is posted as Additional Commissioner of Police (CP) in Delhi & holds the charge of Administration. Deependra Pathak is the maiden IPS officer to be appointed as a Director in the Petroleum Ministry.

Satyam is Chairman of NCERT Committee
S Satyam has been asked to head the Committee on NCERT Programme for Production of Text Books .He is retired 1961 batch IAS officer of Madhya Pradesh cadre. Chairman of the CBSC and Director of the NCERT are the Members.

Aryendra Sharma is OSD to AP Governor

Aryendra Sharma has joined as the Officer on Special Duty(OSD) to Andhra Pradesh Governor Narayan Dutt Tiwari.Sharma was OSD to N.D.Tiwari while he was Chief Minister Uttarakhand.

Ajay Sehgal is Director Surface Transport
Dr. Ajay Sehgal, IFS, is the new Director in Ministry of Surface Transport under CSS of DOPT .He is 1986 batch IFS officer of Uttar Pradesh cadre.

Will Punjab "revert" excess DGPs ?
Punjab Government is believed to have been asked by the Centre to "revert" the excess DGPs to their previous posts of ADGP. At present there are six IPS officers in the rank of DGP, while there can be no more than two at a given point of time.

Another Excursion by NSSO Officers ?

Despite instructions from PMO to look into the complaint which appeared in the whispersinthecorridors.com in July 2007, about excursion by senior ISS Officers of NSSO to Gangtok at Government cost, another trip has reportedly been planned by the same group. This time it is going to be Madurai, the temple city where the Office Council meeting has been fixed for October 2007. About 15 officers are likely to attend including a Peon, UDC, Accountant besides ADG, DDGs and Directors from Hqrs at New Delhi.Officers of NSSO are wondering whether it is to seek divine blessings and support from God at Meenakshi Temple or ---?.

"Corporate India taps IAS talent pool"

The Economic Times Sunday, 2 Sept carried a front page article under the above heading which said that mid- career IAS officers are joining companies such as Reliance, GMR Group, DLF, Pricewaterhouse Coopers and Mc Kinsey at pay packages of Rs 50 lakh to Rs 3 cr per year. It said many of these officers are on deputation from the government or on long leave, and some have resigned from the service. This is really creditable and proves the value of the work experience of IAS officers in the field and their ability to adapt. However there is an ethical issue here that needs to be debated- that of IAS officers continuing to be part of the civil service while working with a private company or group that also does business with the government or is affected by government policy? It is possible that some of those returning to the government (at a senior level) may in future be in policy level positions involving interaction with their former private employers and also making key decisions on business contracts that they (the private) may be interested in. After all many private companies and consulting organizations (including the ones above) do business with the central and state governments. There is a chance that the past association could have a bearing on the decisions being made, and is this in the interest of the government? Earlier, an officer could be on deputation from the government to take a job with the UN or an international organization, but had to resign from service for joining the private sector. It appears that has changed. Also, to the best of my knowledge, long leave in government (with protection of seniority and pay) is granted only for further studies or for personal reasons, and not for working in private sector, which may even be without the knowledge of the government. An informed debate on this issue would be useful in the interest of public transparency.

I am amazed at the CSS-CSSS controversy. One of the greatest bureaucrats India has ever produced was a one time stenographer, V P Menon. Under Patel, he is the one who brought the unification of the nation. Under the Viceroy and then the Governor General, he became the most senior and powerful Indian bureaucrat. Nehru dumped this great man just for the reason that he is a Patellite.

HRCs should take suo moto notice

Are the Human Rights Commissions listening to Mr. Dubey? Their past performance, though in selective cases, shows that they are not toothless and tax payers' money on their maintenance is not a wasteful and infructuous expenditure. The Commissions have the authority to take suo motu notice of the cases involving brutal use of force by the Police officials on the citizens and have power to award punishments. They should shed their diffidence, rise to the occasion, be proactive and worth the money being spent on them.

There was the shocking report on a TV talk show, which lasted 4 hours, on how Sallu Baba [Salman Khan] was denied Cinkara Kebabs in Jodhpur jail. Such atrocities on a member of the minority community has all the jhola carrying secularists up in arms. Also the other great atrocity on Sanju Baba [Sanjay Dutt] in Yerwada jail [as alleged in the TV talk show] where he was denied his daily quota of Hash with Cuban cigars has sent shock waves down the collective spines of the electronic media. It makes one wonder how many lakhs might have changed hands for these two spoiled brats turned criminals to get such sickening news coverage? Has the electronic media forgotten the two legged animals in Bandra , Mumbai, that Sallu Baba ran over in a case of drunken driving? The two legged animal was asleep when Sallu Baba ran over it . At least the Cinkaras and the Black Bucks could run for their lives as they were awake . The two legged Bandra animal had no such luck as it was asleep on the pavement. Surely the electronic media should treat two legged animals on par with four legged animals? Or is it because , if a two legged animal , Sallu Baba, kills four legged animals it is more sensational news than if it kills another two legged animal when asleep?Sanju Baba is of the same opinion ,therefore he bought an AK 47 to go on shikar in Bandra. Gosh, Bandra is a dangerous wild life sanctuary. Not like the good old days!

It is high time that DMs set their house in order

Those IAS officers who are crying shrill at Human Rights violations by the Police and surreptiously suggesting bringing Police under their "Jagirdari" are conveniently forgetting that it was DM of Gurgaon Rajpal who had herded the striking mazdoors and led an assault wielding lathi himself. It is high time that Collectors and DMs set their own house in order rather than itch to "direct and control" the police. All the commissions and committees on the issue have supported autonomy to the Police with district and state accountability mechanisms.
