Replying to a question Goel said "we have initiated steps where we are State level Bankers committee (SLBC) conveners to achieve 100% financial inclusion. I am confident that we will achieve the same and it will be beneficial to the customers and for us too as it will increase our business and profits too." Here goes his interview: 1/What is going to be your priority area as CMD of UCO Bank? Please list two such areas. A- Banking is a service industry. For an institution functioning in the service sector human resources are highly critical. Further more, for banks deposits are the lifeline. Even in deposits the low cost deposits are more important for bringing down the cost of deposits. In view of the above, the areas on which I will be according top priority are (1) To build up a team to work for a common goal and to explore the potential to take the bank to a higher position than it had occupied at the time of nationalization and till 1980's (2) Maximize CASA. Presently CASA is too low @ 28% of total deposits. I would like it to be at least 35%in a year's time and to minimize Non performing assets (Non performing assets (Non performing assets (NPAs) to 2% of gross advances and 1% of net advances. 2/What is the secret of your success? A- "The only place where success comes before work is in the dictionary". There is no short cut to success, Success follows who are tenacious and who works hard and smart and utilize the opportunities and exploit the available potential. I believe in hard work. This is the secret of my success. 3/What new initiatives you intend to take in the UCO Bank? A-I plan to introduce new initiatives in the areas of (i) personnel and industrial relations; (ii) strengthening of our Regional Offices specially where we are having the SLBC responsibilities; (iii) treasury operations; (iv) NPA control and recovery measures (iv) improving the standard of customer service (v)quickening the process of CBS rollout. 4/In what way inclusive banking & profitability be synergized? A-It is estimated that a large number of common people at the bottom of the pyramid have not been brought under the purview of organized banking sector. There is vast scope of business opportunities. This system of banking has proved successful as well as beneficial to all concerned where it was actively followed. In view of the above and also the fact that there is need to bring all the people into the orbit of the banking sector. We have initiated steps where we are SLBC conveners to achieve 100% financial inclusion. I am confident that we will achieve the same and it will be beneficial to the customers and for us too as it will increase our business and profits too. 5/Can you tell us at least one way of fighting unemployment at grassroots both in urban and rural pockets? A-Unemployment is a serious problem the country has been facing. There is large scale unemployment in rural and urban areas. Banks play a vital role in addressing this problem by providing credit for productive sectors. The credit provided by banks to industries, either. Big, small and medium enterprises provide large scale employment opportunities. In addition, banks also provide direct financing to agriculturists, self-employed people, professionals and self help groups which offer them self employment opportunities. 6/How do you like to chill out & what is your hobby? A-I enjoy listening music and reading books. I also spend my time with my family and occasionally go out for relaxation. I visit temples quite often and derive moral strength to perform my duties in an efficient manner. by retired judges and these bodies have become post retirement settlement
place for them. Till date they have not been able to contribute much.
If Human Rights is implemented in true spirit half the problems of this
country would be solved. Rather the Bodies like Information Commission,
CVC and Election Commission are doing far better jobs as they are controlled
by ex-Bureaucrats. It would be rather better that these bodies be placed
under Bureaucrats who can deliver better results. Will CVC look into my complaint ? As per the news item published in Indian Express 0f 3rd Sept.2007,Central Vigilance Commission has come across atleast 30 cases of harassment of whistle blowers. As per the news item, government has appointed Joint Secretary from Ministry of Home Affairs as nodal officer to ensure adequate protection for whistle blowers on the "direction" of the CVC. Under the Public Interest Disclosure Resolution CVC has been entrusted with the responsibility of protecting the whistle blowers from administrative harassment and not some JS in MHA. But CVC appears to have passed on the responsibility to a Joint Secretary in Ministry of Home Affairs. May be after some time this responsibility will be passed on to Joint Secretary in Min of External Affairs . Even after passing of Public Interest Disclosure Resolution following murder of Satynder Dubey and resultant public reaction and a PIL filed in Supreme Court, administrative bosses hardly feel deterred in dealing harshly with all those who have the temerity to resist and speak against corruption in their departments. To give my own example, I was harassed and victimised for blowing whistle on high level corruption in defence estates department. By way of punishment I was transferred to Shillong in 2000 to a post without any charter of duties as Joint Director in an office having a dilapidated building unfit for human living with skeleton staff without peon or steno and made to sit virtually idle for almost five years perhaps in the hope that if I somehow got killed because of prevailing militancy in the North East no blame would accrue to the authorities and if I somehow managed to survive resultant hardship would make an example of me and no one would ever dare speak against corruption in Defence Estates Department. Not only that even permission to avail treatment from a CGHS approved hospital for my son suffering from serious kidney ailment was denied/delayed .Even sanction for leave availed has still not been accorded. I wrote to all including Cabinet secretary and PM to apprise them about my continued victimisation and harassment. After my posting to Delhi under orders of CAT Guwahati in 2005 my harassment and victimisation did not stop and continued with greater vigour. Just before my promotion to SAG I was served with a charge sheet in Feb 2007 on charges as flimsy as signing letters as Joint Director and not "for Director", writing a letter to Transparency International to supply their free of cost publication titled India Corruption Study to Improve Governance. This was done because even after my punishment posting I continued pursuing the matter with CVC and also sought information under RTI Act about certain actions of Director General of Defence Estates like how he was continuing to occupy general pool accommodation even when departmental accommodation had been constructed and how he had sanctioned a staff car for a Group B officer based at Bhuvaneswar his own hometown even when there were strict instructions by Ministry of Finance against purchase of new vehicles and also when many senior Defence Estates officers were without any vehicle. I have written to all including CVC but have yet to get any reply or relief. But what is most heartening is that inspite of my continued victimisation and harassment instead of officers being deterred from exposing corruption there has been a phenomenal increase in number of officers who have come forward to resist and expose wrong doings of senior officers by reporting the matter under their own names.
