Analysis of 1978 batch IAS empanelment
An analysis of the short listed officers displayed on your site on 18th/19th March reveals that some states have outperformed others. Kerala (3/3), UP (14/19), AP (3/4) and MP (3/4) figure amongst the better performing states while J&K (0/3), TN (2/8) and Gujarat (2/7) are the laggards. Does the system of empanelment takes into account the fact that some states are known for glorious ACRs while many others are conservative in this regard? Could the process of empanelment not be a little more transparent and equitable to officers borne on all state cadres?

Profile of new CBDT Chief P K Mishra
A profile of P K Misra, who is taking over as Chairman CBDT in the second half of 31st March 2008. Misra has been appointed as the new Chairman of The Central Board of Direct Taxes, New Delhi. He is succeeding Ratneswar Prasad who is superannuating on 31st March 2008. He belongs to the Puri district of Orissa and is the first Oriya chairman. All other men from Orissa like Sudhakar Mishra, AN Mishra, Shibaji Das retired as Member CBDT. He is an officer of 1971 batch of the IRS. Prior to his selection into the IRS, he was selected for the Indian Police Service (IPS) in 1970 which he didn't join. Misra was serving as Member (Investigation), Central Board of Direct Taxes, New Delhi. During his tenure as Member (Inv) major breakthroughs were made in search and seizure operations which were never reported in the media due to politically sensitive undertones. Prominent among them were Suresh Nanada, Emmar MGF, BPTP, MDLR airlines Janardan Reddy (politician BJP) and his mining companies, Hassan Ali where unaccounted wealth to the tune exceeding Rs.500 Crores have been detected in each of the operations. He pioneered the concept of 360 degree profiling of assesses and has introduced many more reforms internally in the investigation wing.

Prior to this he was Chief Commissioner of Income-tax, Udaipur where during his tenure, the revenue collections jumped by 50 % CAGR.

He was also posted as Commissioner of Income-Tax -II (2000-2004) Mumbai where under his charge, the maximum revenue collections have been recorded. In fact, a record of sorts was created in revenue collections and was appreciated by the then FM Jaswant Singh vide a written letter. Known to have a clean, terse image thought his career, Misra is a simple man who believes in "Simple living and high thinking". He was an ace debater during his collage days and was conferred the Madhusudan award in the year 1970 at Bangalore. He is also a Sanskrit Scholar and has a mastery over Gita and the Ramayana. He prefers to read books and usually spends his time at his Satya Marg, Chanakyapuri residence or at Jagannath Mandir at Hauz Khas in Delhi.

Hope Sushma Nath will take corrective measures
Now that Sushma Nath is going to take the charge of Secretary (Expenditure) in Ministry of Finance, can one hope that she will be instrumental in analysing the 6th CPC Report objectively and take necessary corrective measures to plug the loop holes which are clearly visible by now, before taking decision for its implementation. Given her background of being Member Secretary of the 6th Central Pay Commission, she should be in a better position to do this. Let us hope for the best.

Open letter to the pm from ISS officers association

Subject: Unjust Recommendations of the Sixth Central Pay Commission (CPC)
Honourable Sir,

The Sixth CPC was given the task of rationalizing the Pay Structure of Central Government Employees keeping in view the technological advancement, globalization and efficient delivery system. Parity was declared as the cardinal principle for the rationalization with weightage to young and technology-savvy work-force. Unfortunately, the recommendations of the 6th CPC are highly discouraging and unjustified for this lot (young and technology-savvy middle management non-IAS group) because of the following facts:

A. CPC award is highly unequal (ranging from 15% to 81%).
B. The pay fixation formula of CPC is not uniform over different Pay Bands and therefore it is highly discriminatory.
C. Pay fixation in a scale is tilted against the seniors making the award (percentage gain) in a scale vary drastically (100% difference). ................................(Print from origin : whispersinthecorridors.com )
D. Recommendations regarding stagnation, pay fixation and total length of service have not been inter-twined by the CPC and therefore in pay fixation utter disregard to the long dedicated service of stagnating Group A officers has cropped in.
E. Annual increment has been lowered from the present stage/level.
F. Promotional benefit has been reduced from the present stage/level.
G. CPC has shown no regard for higher minimum qualification.
Sir, the above facts have been further examined in the following paragraphs and remedial measures have also been submitted for your kind and sympathetic consideration.
A. CPC award is highly unequal (ranging from 15% to 81%): The middle order management consisting of Group A Officers up to NFSG level is crucial organ of civil service structure. The government delivery mechanism fully depends on this lot and therefore it was natural to expect that the benefit awarded by the commission will follow a set principle wherein the middle order management will benefit the maximum. Unfortunately, in case of Central Group A Services, including the Indian Statistical Service, the Commission's award for officers up to NFSG level is highly unjustified and disappointing. The increase in pay of this group is in the range of 15% to 23% against the increase of 40% to 65% in the upper echelons. Therefore, there is a strong feeling that in the 6th CPC report there is some missing link. When the 6th CPC report was initially submitted, it was claimed that it has recommended a minimum of 40% increase in the pay. Later on the commission itself revised the figure from 40% to 28%. Unfortunately, even this figure is far from the truth. The actual increase in case of 12 scales is in the range of 15% to 20%. This bunch also includes senior officers in Group A up to Director level. In case of another 7 pay scales, the increase is in the range of 21% to 25%. In case of another 9 pay scales, the increase is in the range of 26% to 30%. Only in case of SAG and above the increase is in the range of 40% to 65% (please see Annexure-I for details). Suggested Remedial Measure: There is a need to rationalize the increase in pay over different Pay Scales and Pay Bands. In view of the philosophy adopted by the 6th CPC (para 1.1.7) the minimum increase for PB-1, PB-2, PB-3 and PB-4 should be 30%, 40%, 50% and 60% respectively.
B. The pay fixation formula of CPC is discriminatory: As per para 2.2.21 (i), the 6th CPC has adopted the formula of Total Pay = Revised Pay + Grade Pay, where Revised Pay has been taken as Basic Pay on 1.1.2006 without merging of DA + DA of 74%. Therefore, in principle, the gain in total pay is that of Grade Pay. But, the truth is not so simple as can be seen from the significant additional increase in case of S-29 and some other cases. In case of S-29 (pay scale: Rs. 18400-22400), the total pay, as per above formula, should have been Rs.41016 only but the total pay fixed in the case is Rs.52280 (Table 2.2.2). The additional Rs.11264 has accrued to the grade from two components. Rs.7184 has come from the enhanced lower limit (Rs.39200) of the Pay Band 4 and the additional Rs. 4080 has come from the placement of the pay scale of 14300-22400 in Pay Band 4 and equating the same with the scale of Rs.18400-22400. The anomaly in the revised pay becomes clear when we note that the additional gain over the Grade Pay in almost all other cases in PB-1 to PB-3 is nil. There is a need to normalize the gains over different scales. Suggested Remedial Measure: The Remedial Measure given at para (A) above is capable of solving the problem of uneven spread of benefit/gain too.
C. Pay fixation in a scale is tilted against the seniors: Within a given scale the pay fixation formulae given by the Commission is tilted against the seniors/residency period. As a result, the gain of the junior is more than that of his senior in the same scale. In all cases the percentage gain within a scale has declining trend (please see Annexure-I).
Suggested Remedial Measure: In view of this it is proposed that in pay fixation the minimum percentage gain for a pay band as proposed above (para (A)) should be the percentage gain for the starting point of all the pay scales in the pay band and this percentage gain should be increased by 0.5% for every additional incremental point/stage in the scale. This will yield 30% to 42% pay increase in PB-1; 40% to 52% in PB-2; 50% to 58% in PB-3 and 60% to 64% in PB-4 (please see Annexure-II for details) and will be in conformity with the award of the 6th CPC.
D. Stagnation, Pay Fixation and Total Length of Service: The Commission's observation in para 3.3.15 stipulates as follows:
"A perusal of the memoranda submitted by various Group A Organized Services' Associations reveals that even amongst these Services, there is wide variation in terms of career progression. While officers of some Services get promoted to the Senior Administrative Grade in 16 years, officers in some other Services take more than 26 years for the same promotion. Absolute parity amongst various Organized Group A Services for the purpose of promotions to SAG and HAG levels is not possible, as each cadre is designed and managed in a manner which is unique to itself. In any case, the recommendation made in para 3.3.12 will address this issue and bring about a degree of uniformity in the promotional avenues, pay and allowances of officers belonging to these Services having same seniority."
In case of Indian Statistical Service (ISS) the above observation is crucial because in ISS the officers in the pay scale of Rs.14300-18300 have spent 21 to 25 years of service. Therefore, as per the above recommendation, these ISS officers are to be placed at least in the SAG grade because IAS officers two years junior to them have already been given SAG grade. The Commission, therefore, should have placed these officers of ISS in PB-4 directly with SAG scale and pay equivalent to the pay of IAS officer two years junior to the ISS officer by length of service.
Though the commission has perceived its own report as inextricably inter-twined (para 1.1.8), it has not taken the trouble of integrating the recommendation at para 3.3.12 with Table 2.2.2 and therefore in pay fixation the gap between the stagnating Directors (JAG/NFSG) and Joint Secretaries (SAG) has widened significantly. Moreover, the stagnating middle order Group A officers have been awarded pea nuts compared to their juniors too who have joined recently as Assistant Directors. This utter disregard to the length of the service is an insult to the long dedicated service put up by the Group A officers in spite of acute stagnation. Therefore, the length of service should have been used in placing an official in a particular pay scale or in a pay band. Suggested Remedial Measure: For each promotional pay scale in Group A, the notional pay-fixation as per para 3.3.12 should precede the pay-fixation as per Table 2.2.2. In other words, first of all the pay of a direct recruit officer in Group A should be equated to the pay of his two years junior in IAS as on 1.1.2006 and then only Table 2.2.2 should be used to fix his pay under the new provision. This has been explained through an example in Annexure-III.
E. Annual increment lowered by the 6th CPC: The annual increment of 2.5% recommended by the 6th CPC is lower than the one presently available. Moreover, the quantum of increment to the outstanding performer (@3.5%) is extremely meager for any Grade Pay and is unlikely to be seen as a reward for outstanding performance. As per para 2.1.11, the Commission has desired to devise a pay package for Government employees incorporating the best practices related to remuneration in the Government and the non-governmental sector so that on the one hand it meets the aspirations of the employees and on the other it enforces enhanced performance and accountability. The annual increment of 2.5% or 3.5% recommended by the CPC being meager fails to achieve any of the above objectives. Suggested Remedial Measure: The annual increment should not be less than 10% and for outstanding performance the same should be doubled and a mechanism should be put in place for objective and transparent selection of outstanding performers.
F. Promotional benefit reduced by the 6th CPC: Under the 6th CPC provisions the addition in pay due to promotion is lower than the one presently available. The increase on promotion, which one eventually has to earn, should be enough to motivate one to earn the promotion. The fact that the promotional benefit elsewhere is hefty has been overlooked by the Commission. Surprisingly, the proposed increase in case of promotion from the post of Director (PB-3) to SAG (PB-4) level is hefty but in other cases it is meager. This has happened basically because of the introduction of a smaller number of pay bands combined with small amount of Grade Pay. The situation is worse for those who are in Pay Band 3 and on promotion remain in the same pay band. Suggested Remedial Measure: Therefore, in case of promotion there should be an increase of at least 20% over the last pay drawn.
G. Rationalisation for higher qualification: While articulating the spirit of professionalism in civil services for the emerging economic & global environment, the 6th CPC has shown neither any sensitivity nor any appreciation for the minimum higher qualification envisaged in the professional field for services like Indian Statistical Service (ISS). The minimum qualification for entry into ISS (Grade IV) is Master's Degree. In other civil services, the minimum qualification for entry into Grade IV (JTS) is a mere Bachelor's Degree. But no additional reward has been envisaged for the higher qualification in ISS. As we understand, the Cadre Controlling Authority (CCA) is finding it difficult to get suitable persons against the vacant posts of ISS. It will not be out of order to submit that a person with higher education provides better service and therefore, he should be, at least, compensated for the valuable years of his life spent in acquiring the qualification at his own cost.
Suggested Remedial Measure: Each ISS Officer should be awarded 25 per cent of the basic pay as higher educational qualification allowance / pay. Sir, we welcome linking the above rationalization with strict performance. We earnestly hope that you will give your personal attention to the above suggestions and use your good offices to ensure justice to one and all under the revised dispensation. This will go a long way in raising the morale of the Officers of different Group A Services and enable the officers to play their rightful and vital role in the development of the country. Moreover, the Remedial Measure submitted by ISSA (EC) will also ameliorate the grievances of all aggrieved to a great extent. It will be our pleasure to meet you and explain the above submission in person, if you so desire.

Promotion aspects of non-gazetted ignored

This 6th PC does not give importance to the prmotion aspect for the non-gazetted. We had asked for 3 ACPs because of stagnation for more than 20 years. Apart from this, for the employess coming from other States, particularly from the south, we had requested for Home Town Concession every year instead of once in two years which has been existing for the past more than 20 years. Even this request has not been considered. Instead, this PC only takes care of senior officers and bureaucrats for monetary benefit and we have been left just like that facing the step-motherly treatment. Anyhow, we along with our family here in Delhi and our relatives there in south do have an opportunity to use our votes to settle these differences in forthcoming elections. At least some sort of satisfaction we can derive from this.

Reaction about Pay Commission report
The summary non acceptance of the patently just demands of the other All India and Central Services as also Defence Forces, the further down gradation of their relative status vis-a-vis the IAS and the wanton favouritism shown to the IAS on subjective and historical considerations appear to constitute a deliberate ploy to nip the concepts of 'inclusiveness', 'equity' and 'parity', which are otherwise the guiding principles of national development, in the bud. Following the widespread uproar on the highly skewed recommendations of the report, even if some concessions are subsequently provided by the Government, the powerful IAS lobby will have still succeeded in its aim of creating an unbridgeable chasm at crucial levels. Apparently, the bargaining floor, if available, appears to have been set abysmally low by crafty design so as to deprive the other services of their legitimate aspirations. It is the 'intent' rather than the arithmetic behind the recommendations that is important in bonding the various layers of government. Sadly, while the report opens on a bold note of the emerging forces of globalization, efficiency, market principles and such high sounding concepts, it has ended up introducing further distortions and widening many cleavages in the governance mechanism that were perhaps avoidable. Specifics apart, the least that may be expected of a Pay Commission is rational recommendations based on objective criteria that may be uniformly applied across homogeneous categories. Accordingly, no discrimination appears warranted at least in the case of the All India Services, which have been placed on the same pedestal by the Constitution of India yet historically wronged by successive Pay Commissions..............................(Print from origin : whispersinthecorridors.com )

Whispers is being used for IAS bashing
Whispers in being converted to a puerile exercise in IAS bashing by some interested elements incensed at the marginal edge in grade pay (Rs 700)that exists in the junior levels and which is more than made up by the other All India services through the mechanism of forced labour from their orderlies which in monetary terms is worth several thousand rupees. The remark of one IPS luminary participating in the forum to the effect that merit in half of the IPS is now higher than the IAS really boggles the mind-one presumes this is based on the present service entrants' reduced preference for the IPS vis a vis the revenue services being incorrectly projected on to the IAS. Finally, this pay commission report has been written by a Judge known for his uprightness and by officers who belonged almost exclusively to the central services. If some people, mostly from the uniformed breed are still cribbing, the only response to them can be : get real! We all knew the prospects of each service when we got in and what the pay commission has given is more than what our society can really bear. Let us hear some gratitude for a change.

Services are dissatisfied
The VI CPC report seems to have left bulk of the government servants - in the civil as well as military sector - dissatisfied and disgruntled. While the commission has tried to let the IAS continue with the "slight edge" over other services for no ostensible reason other than "tradition", bulk of the officers in the IAS too may have their own reasons to feel less than satisfied with its recommendations. While taking the final view about acceptance of the report, Government must consider the following:

(i) Commission has justified the traditionally maintained "edge over other services" for the IAS on the ground that these officers are posted to small places and have to put up with intense pulls and pressures early in their career". These very grounds, it must be remembered are equally applicable to some other services as well. For example, an officer from the Defence services (or even PMFs) is also posted to small places (in fact at times smaller than the places of posting for an IAS fresher) in the very early phase of their career. An IPS or IFoS gets posted to more or less the same places where an IAS gets posted in the early stages of career. Like wise, the pulls and pressures an IPS or for that matter even a young ITO or Customs officer from the IRS has to face is no less intense than the pulls and pressures faced by a young SDM or Collector from the IAS. If the edge is meant to be continued for the sake of attracting the best talent to the IAS as stated by the commission then let the other services or at least some of the AIS and group A central services discharging important functions relating to law and order, revenue collection and above all national security also be provided with the same edge in larger public interest. There can be no rationale for starving other equally important services being starved of talent. If however the edge is retained exclusively for the IAS, let it be put honestly that the only reason it is being retained is the tradition and nothing else. The VI CPC has not been forthright and honest in this regard; let the government be so now while implementing the report.

(ii) While Secretaries to GOI (almost enmasse from the IAS) and Secretary level officers (almost enmasse from other services) have strong reason to be happy because of the quantum jump (relatively speaking) provided to them by the CPC, it is the Additional Secretaries (or their equivalents from other services) who have equally strong reason to feel having been treated shabbily. On the one hand the gap between AS and Secretary has become huge as never before and, on the other, the poor chaps have been clubbed into the same scale as the Joint Secretaries, not withstanding the marginal differential in the "Grade Pay". A classic case of double whammy or double jeopardy!!! This is being unkind and inconsiderate to the seniority and functional importance of an AS and the anomaly must be corrected before the recommendations are implemented.
(iii) One way to undo the injustice done to the AS level officers is to restrict the running scale upto the pre-revised JAG ordinary and NFSG and to introduce fixed pay of 75 and 70 thousands respectively for the erstwhile SAG and HAG, presuming that the Secretary's pay is accepted at 80 thousand. If however Secretary's pay is increased by the government at the implementation stage, the pay for JS and AS should also be suitably enhanced so that the gap between JS - AS and AS - Secretary is not too wide.

(iv) the grievances of the Armed Forces, PMFs and other employees which have by now come out widely must also be addressed seriously so that the net effect of the revised pay scales doesn't become self-defeating.

Certain anomalies in Pay Commission Report
The proposals in the report of Pay Commission in respect of medical insurance, travelling allowance, grade pay etc. are laudable. However, one can notice the following two glaring anomalies in the report:
1. The pay in the running pay band, as on 1.1.2006, has been computed by adding the basic pay and dearness allowance at the rate of 74%. The fact remains that the employees were actually getting dearness allowance at the rate of 86% as on 1.1.2006 [50% as Dearness pay + 24% of (Basic pay + Dearness pay)]. So, 86% D.A. ought to have been added to the basic pay, instead of 74%, to arrive at the base figure over and above which further fitment benefit should be calculated.
2. The existing pay scales of Rs 16,400-20,000 / Rs 16,400-20,900 should have been placed in the Pay band -4. Placing these scales in the P.B.-3 appears grossly anomalous on account of the following:
(i) The scale of Rs 16,400 - 20,000 is Super Time Scale of two All India Services namely IPS & IFS. The proposal to club or equate Super time Scale officers of these Services with Time Scale officers (including new entrants) in P.B.-3 cannot be justifiable as the Super time scale officers (DIG & CF) are required to operate from a significantly higher plane of commanding position as the Controlling officer for all the other Time scale officers in the field.
(ii) P.B.-3 consists of only Time scales of the other All India Service and Central Services, Group 'A' and not their Super time Scale.
(iii) The minimum of P.B.-3 is Rs. 15,600 which is lower than the lowest (Rs. 16,400) of the scales of Rs. 16,400- 20,000 / 16,400- 20,900. Thus , the proposal of Pay Commission apparently tantamount to downgrading these scales tremendously in an unprecedented manner.
(iv) An important objective cited for introduction of large pay bands is removal of stagnation. Placing of these scales in P.B.-3 (Rs 15,600 - 39,100) would defeat this purpose, too, as stagnation would start within no time. The fact is illustrated below for Basic pay of Rs. 20,900 as on 1.1.2006:

(v) It has to be one of the cardinal principles of pay-revision that someone drawing higher pay shall not be made to draw revised pay significantly lower than those drawing lower pre-revised pay. In the instant proposal to place the said two scales in P.B.-3, those in these two scales would draw about 60% lower pay than those currently drawing lower pay in two other scales. e.g. a person 'X' having a basic pay of Rs. 18,650 in the scale of Rs. 16,400-20,000 is currently drawing higher pay than another person 'Y' having a basic pay of Rs 18,350 in the scale of Rs. 14,300-22,400 or 'Z' having basic pay of Rs. 18,400 in the scale of Rs 18,400-22,400. However, the anomalous placing of the scale of Rs 16,400-20,000 in P.B.-3 would result in 'X' drawing a revised pay of Rs 32,460 only as against Rs 43,280 by 'Y' and 'Z'. It means that 'X' having pre-revised pay of Rs 18,650 would get about Rs 11,000 (eleven thousand) or nearly 60% lower than 'Y' and 'Z', even though the latter two have been in receipt of lower pay now. This appears to be the most anomalous aspect of this report. Hence, the said two scales need to be placed in P.B.-4.

Let us hope that the aforesaid anomalies would be rectified soon.

Pranab Mukherjee inaugurates SAIL CSR projects in Murshidabad
"The key to true social development is inclusive development that involves participation of Central and State governments supplemented by effort of PSUs like SAIL since it benefits the common man," said Indian Minister for External Affairs Pranab Mukherjee, in Murshidabad while speaking at a function to dedicate to the people of Jangipur, vital hospital equipment and a mobile medical unit donated by the nation's largest steel manufacturer, Steel Authority of India Limited (SAIL) as part of its efforts to improve the living conditions of people in mofussil areas.Earlier Mukherjee also inaugurated a tube-well project at Mondalsar village in Khargram block of Murshidabad. The project envisages erection of 80 hand-pumps at Khargram and another 20 at Jangipur block to alleviate the problem of non-availability of potable water being faced by the villagers in these areas. Of the 25 blocks of this district, 19 are hard pressed for safe potable water since most of the water sources are arsenic affected.The total cost of the two projects undertaken by SAIL is about Rs. 60 lakh.Adhir Ranjan Choudhury, local MP & V. Shyamsunder, Managing Director of SAIL's Durgapur Steel Plant, informed that a key point of SAIL's credo is the resolve to 'make a meaningful difference to people's lives'. Expressing his satisfaction at being able to extend a helping hand to the people of Murshidabad, he also informed the gathering about SAIL's contribution to various aspects of nation building, adding that the Prime Minister had awarded SAIL the FICCI
