Pay Commission report and Armed Forces
Regarding Pay anomalies in 6th Pay Commission for armed forces. It should be noted by the High level Committee constituted to remove anomalies in the 6th Pay Commission's recommendations, there is a huge difference between the pay scales of Jawans and Officers. An officers at presently just with 8-9 years of service will be enhanced by more than Rs. 10000 pm but what about Jawans, who are doing rigorous work at the field and no one is talking about the disparities in armed forces. A jawan, who even by rendering maximum service cannot reach to a level of a newly recruited Lieutenant/Flying Officer. Therefore, whatever the Officers demand in armed forces the considerations of Jawans also to be taken care. At least pay of a JCO, who gets JCO rank after 15-25 yrs of service, should be made at least equivalent to a newly recruited Lieutenant. These disparities nowhere prevalent in any part of world. At present an officer who is getting a salary approx 37000/- pm (lump sum) will be getting approx 51,000/- including allowances, like ration allowance, technical pay, etc., hence there is a benefit of approx 13-15000 for each officers. Hence, High Level Committee, should analyse all aspects of pay parities of armed forces, not only for officers of armed forces.

The slight edge in pay of the IAS
This has reference to P K Lahiri's points on Pay Commission and the IAS in the Forum on 8.4.2008. He says that the slight edge in the pay of the IAS is because of the integrative role and the multiplicity of the functions they have to play. It is just use of clever polemics to justify a given recommendation. Take any three services at random, IAS, IPS and the IFS. The IAS do administration, the IPS do policing and the IFS do diplomacy. Are all of these not uni-functional if said in this manner?
My point is that any of these three core functions of administration, policing or diplomacy can be described as multi-functional or uni-functional, for multi-tasking is needed in carrying out any of these functions. A nodal authority (integrative role) gets nominated as nodal for convenience; not because the authority is superior. The same principle holds for individual posts, a district collector is not prima facie superior to the district SP, they have their own niche areas of responsibility, but because dual responsibility in matters of emergency is administratively not feasible, the natural choice becomes the administrator.
After being legitimised arbitrarily by the Pay Commission/Government, they enjoy it throughout the career, and carried forward even when posted on deputation in the centre, defying the equity principle of equal pay for equal work.
The logic for pay parity between the IAS and the IFS just on the grounds of "convention", without any attempt at analysis of functional justification, while denying such pay parity for all other services is even more baffling.
A Government Servant
I have read Ashish Gupta's article regarding appeal for other services to join the fight with IPS against IAS. I have certain reservations. IPS people must show some sympathy to their danips officers who are also from the same exam with similar capabilities.

Will there be natural justice ?
The Pay Commission Report was drafted by the IAS, the new committee to oversee it will also be exclusively manned by the IAS. Whither natural justice?

Gandhigiri- collect at India Gate
How about registering our concerns about pay commission through Gandhigiri. To begin with how about collecting at India Gate and lighting candles. Any takers
Incidentally, the committee formed by the government has all IAS officers! Do Central services expect justice.
It is interesting that the government does not find any officer competent enough in any of the services to be roped in such committee. Is it fair? Do we expect justice?

Injustice to IFS

The 6th CPC has dealt a blow to IFS despite it being AIS. By virtue of very nature of the service up to middle level i.e. up to Conservator of Forest officers are posted in the remote areas and suffer all kind of problems i.e. education, health etc. I don't know how they have singled out IAS on this account. Further, despite Conservator of Forest being in the super time scale it has been kept in the PB 3 which is unjustified. It should go to PB 4.
Further the service is suffering for want of the promotional avenues in the state and in the govt. of India where only one post of DG in the ministry has been provided for a service having more than 2700 cadre strength compared to other two AIS i.e. IAS and IPS.
CPC has shown lack of vision by not caring for environment and conservation of natural resources in a nation trying to be developed nation in next ten to fifteen years. It is the to come out of old colonial hang over of superiority of a generalists Service. If we want to be seen as a mature developed nation we should recognise the specialist services.

There should be a transfer policy in Air India
This has reference to Air India by Gaba. It is high time that this white elephant changes its course to improved working. It is JRD TATA who built a culture of performance. But the 2 lakh PLI per month has spoiled its officers. Look at the Northern region office. Some junior PAs there stem the other senior of action but leave their seats at 4 pm. Nepotism is writ large. So there should be a transfer policy in Air India
L K Khurana

It is foolish to talk about superiority due to the service. We must only talk of merit and suitability for the post.

Sub: Habitual late coming by Gr.C and Gr.D staff
1.I welcome the debate initiated by Ajit Chauhan on the issue.
2.I have clearly said that only 90% of staff ,come to office late by one to two hours. Rest 10% are punctual and we must congratulate them.
3. Chauhan should know that as a supervisory officer I have tried to help all members of staff in whatever way I could but the fact remains that habitual late coming has become a common practice, privilege for the Officials.
4.Using militant trade union language cant help him win an argument on a website, though it may scare people in the field.
5.I would request other readers to share their experience on this issue

Aaj Ki Aawaz
Manmohan says UPA will reign in inflation soon,
So again he's promising us the moon!!!

And pity is that he's an economist and he knows the truth or sachaayi!!!!
And Manmohan has always been insensitive to Public's 'hai dhuayee'!!!

He's a hard nosed guy and his concern is just drama baazi!!!!
Just to stave off Public's naaraazi!!!

Seems when PC gave him a presentation on the Budget Manmohan was sleeping!!!
Since Rahul commented next PM should be a Dalit woman awake all night he's been keeping!!

Not only is he a weak PM he's also one who's prone to giving excuses and false hopes!!!
Too many times he's handed us 'long ropes'!!!

Manohar Gill's appointment has put his CEC stint under a cloud or doubt!!!!
People say now it's confirmed that during his EC stint he helped Congress out!!!

It's like an umpire becoming a player during the match!!
In a jiffy from overseeing play he's running to take a catch!!!

Match does not stop after retirement..... only death is the end of the match,
And it's really pathetic seeing an Umpire running to take a catch!!!

The proof of CEC's neutrality is in his post retirement days!!!!!
What roles he plays?????

If he goes Seshan or Manohar's way then his neutrality as CEC will be under doubt!!!
And doubt on neutrality means CEC's basic requirement ka rout!!!

If you see Rahul giving an unclean (unbathed) look,
Please note why this step he took?????

Maya said that after meeting Dalits Rahul literally got dry-cleaned at night!!!
And Congressis got his spirit cleaned form Dalit contact using occult's might!!!!

Now to give a dirty look Rahul Baba takes extra care!!!!!
And may issue Maya a ' who looks and smells more dirty' dare!!!!

Maybe this is Kalamadi's way of thanking Sonia for getting Aiyer off his back!!!!
Kalamadi is being credited for Aiyer getting from Sports Ministry the sack!!

Talking of parachuting to the top…. Scindia and Prasad have just done this!!!!
Parachuted into the Cabinet but why was Pilot given the miss?????
Sonia blames it on coalition compulsions but why were the other two chosen over him????
Arrre who can question the Gandhi family's whim!!!!

Today you are a favourite and tomorrow you are binned!!!
And you are left wondering were, when and how have I sinned!!!

And despite their shamming humility they love to play God!!!
And love to reward or use the rod!!!!

Big B has proved beyond doubt that he's no icon!!!!
In reality it's I Con!!!!

Icon's don't lie and cheat!!!!
The definition of an Icon nahi karta Big B meet!!!

He's conned the Farmers of the land he had gifted when he wanted to save his skin!!!
And now he's changed after he's been advised that case he can win!

There's much more to the Vilasrao maze and soon the facts will be out!!!!
In Maharashtra he's responsible for Congress's bad shape without a doubt!!

But this is not all,
There's another reason for Vilasrao's fall!!!

Seems Sonia has insight to some hedging that Vilasrao has been doing!!
About which Congressis in Maharashtra have been booing!!!

In Punjab Sonia has to settle the Amrinder - Bhattal spat!!!
Who will get from Sonia a pat?????

Sonia knows Amrinder is like a double-edged knife!!!!
And she knows his proximity to Natwar via Natwar's wife!!!

She may put to Amrinder the same question she put to Bhajan Lal!!!!
And tis said that in his face Bhajan went laal!!!

Good to be back …… I missed penning Aaj Ki Aawaz,
Missed raising for the Common Indian my aawaz!!!!

Confucius says… The best way to freshen body and mind is by going on a holiday!!!!
And it's a true holiday only when you keep work at bay!!!
