It should be noted by the High level Committee constituted to remove anomalies
in the 6th Pay Commission's recommendations, there is a huge difference between
the pay scales of Jawans and Officers. An officers at presently just with 8-9
years of service will be enhanced by more than Rs. 10000 pm but what about Jawans,
who are doing rigorous work at the field and no one is talking about the disparities
in armed forces. A jawan, who even by rendering maximum service cannot reach to
a level of a newly recruited Lieutenant/Flying Officer. Therefore, whatever the
Officers demand in armed forces the considerations of Jawans also to be taken
care. At least pay of a JCO, who gets JCO rank after 15-25 yrs of service, should
be made at least equivalent to a newly recruited Lieutenant. These disparities
nowhere prevalent in any part of world. At present an officer who is getting a
salary approx 37000/- pm (lump sum) will be getting approx 51,000/- including
allowances, like ration allowance, technical pay, etc., hence there is a benefit
of approx 13-15000 for each officers. Hence, High Level Committee, should analyse
all aspects of pay parities of armed forces, not only for officers of armed forces. Dr
Satish Kumar Sharma The slight edge in pay of the IAS This has
reference to P K Lahiri's points on Pay Commission and the IAS in the Forum on
8.4.2008. He says that the slight edge in the pay of the IAS is because of the
integrative role and the multiplicity of the functions they have to play. It is
just use of clever polemics to justify a given recommendation. Take any three
services at random, IAS, IPS and the IFS. The IAS do administration, the IPS do
policing and the IFS do diplomacy. Are all of these not uni-functional if said
in this manner? My point is that any of these three core functions of administration,
policing or diplomacy can be described as multi-functional or uni-functional,
for multi-tasking is needed in carrying out any of these functions. A nodal authority
(integrative role) gets nominated as nodal for convenience; not because the authority
is superior. The same principle holds for individual posts, a district collector
is not prima facie superior to the district SP, they have their own niche areas
of responsibility, but because dual responsibility in matters of emergency is
administratively not feasible, the natural choice becomes the administrator.
After being legitimised arbitrarily by the Pay Commission/Government, they enjoy
it throughout the career, and carried forward even when posted on deputation in
the centre, defying the equity principle of equal pay for equal work. The
logic for pay parity between the IAS and the IFS just on the grounds of "convention",
without any attempt at analysis of functional justification, while denying such
pay parity for all other services is even more baffling. A Government
Servant I have read Ashish Gupta's article regarding appeal for other
services to join the fight with IPS against IAS. I have certain reservations.
IPS people must show some sympathy to their danips officers who are also from
the same exam with similar capabilities. M N Tiwari Will there
be natural justice ? The Pay Commission Report was drafted by the IAS,
the new committee to oversee it will also be exclusively manned by the IAS. Whither
natural justice? Vijay Kumar Gandhigiri- collect at India Gate How
about registering our concerns about pay commission through Gandhigiri. To begin
with how about collecting at India Gate and lighting candles. Any takers Incidentally,
the committee formed by the government has all IAS officers! Do Central services
expect justice. It is interesting that the government does not find any officer
competent enough in any of the services to be roped in such committee. Is it fair?
Do we expect justice? Ram Injustice to IFS The 6th CPC has dealt
a blow to IFS despite it being AIS. By virtue of very nature of the service up
to middle level i.e. up to Conservator of Forest officers are posted in the remote
areas and suffer all kind of problems i.e. education, health etc. I don't know
how they have singled out IAS on this account. Further, despite Conservator of
Forest being in the super time scale it has been kept in the PB 3 which is unjustified.
It should go to PB 4. Further the service is suffering for want of the promotional
avenues in the state and in the govt. of India where only one post of DG in the
ministry has been provided for a service having more than 2700 cadre strength
compared to other two AIS i.e. IAS and IPS. CPC has shown lack of vision by
not caring for environment and conservation of natural resources in a nation trying
to be developed nation in next ten to fifteen years. It is the to come out of
old colonial hang over of superiority of a generalists Service. If we want to
be seen as a mature developed nation we should recognise the specialist services. A
K Singh There should be a transfer policy in Air India This has
reference to Air India by Gaba. It is high time that this white elephant changes
its course to improved working. It is JRD TATA who built a culture of performance.
But the 2 lakh PLI per month has spoiled its officers. Look at the Northern region
office. Some junior PAs there stem the other senior of action but leave their

India chief pays dividend to Santosh Bagrodia (UPDATED) In
an informal ceremony today in Delhi, Partha S. Bhattacharyya, Chairman, coal India
Limited (CIL) handed over a cheque of Rs. 1705.42 crore to Santosh Bagrodia Minister
of State for Coal as Dividend to Government of India, for the fiscal 2007-08 in
the presence of Harish Chandra Gupta, Secretary to Government of India, Ministry
of Coal. Present during the occasion were Directors of CIL and CMDs of subsidiary
coal companies and senior officials of the Ministry of Coal.This is the highest
ever dividend paid by the coal ministry giant to Government, which constitutes
27% of the paid up equity of CIL of Rs. 6316.36 crore. Last year, CIL paid Rs.
1500 crore as dividend which was 23.75% of the equity.Incidentally, Coal India
Limited as a whole made a profit (before tax and dividend) of Rs. 9576.22 crore
(provisional) against the budgeted profit of Rs. 8462.31 crore during 2007-08,
while registering a growth of 12.37% over the previous year's profit of Rs. 8522.22
crore. This is however, without taking into account the impact of National Coal
