IPS officers are up in arms (UPDATED)
More than 200 IPS officers, from DGs to ASPs, coming from the length and breadth of the country, many having taken leave to attend the largest ever GeneralBody Meeting of the Central IPS Association on 10.4.08, expressed their anguish at the recommendations of the 6th Central Pay Commission report. They have asked the Government not to implement the recommendations in its present form. They have demanded that a Group of Ministers be formed to look into the demand of the Police Service. They have also demanded total parity at all levels in terms of pay, promotion and pension with the IAS. The Association expressed their satisfaction that Chief Ministers of States of UP and Assam have also written to the Prime Minister that IPS officers should be treated at par with the IAS with regard to the service conditions. They have further demanded that the Government recognize the role played by the Police in safeguarding National Security and ensuring development. Pay and allowances of all ranks should be made commensurate to the arduous nature of their
duties. 27 IPS officers and ten thousands of police personnel have laid down their life in the Service of the nation."

6PC is not a judgement on capability or nuisance value of any service or profession. Let us listen to our heart and soul and ask ourselves question that are civilised and positive. Peace is necessary for development as we say forest for oxygen but what about forest dwellers.If country is growing at 8-9% it is not because of better peace management but more inclusive planning and developmental functions of state.Governance is the issue. Let each one of us ask for our price or cost to the state instead of targetting a service.

It's amazing
It is amazing that even a promotee IAS officer is sought to be treated better than an IPS officer! The promotee IAS officer will be given the pay of a Joint Secretary to the Government of India after only 14 years in the IAS (promotee inducted into the IAS at even 46)! Regular Recruit IPS officers (some ranked 4th in the Civil Services Exam and having opted for the IPS ahead of the IAS) will get the same scale after a full 20 years of service (that too with lesser pay than what the promotee IAS officer gets in 14 years). The same goes for IRS officers (most IRS officers have ranks between 30-150 in the Civil Services Exam). This is unabashed casteism of a different sort. Let not the past (comprising of ICS days) rule over the present.

The NHRC should come forward
Is it fair justice for illiterate poor to work as contract employee than permanent employee in govt. jobs by taking wages through contractor. why they be not employed for the same work as govt. employee than contractors at lower wages. this disparity should be removed by not banning clss-D postin govt, job and leaving a social stigma for the poor people to deprieve them of a govt. job. The NHRC should come forward to save them and help a balanced society than a litterate fake govt.

Armed forces should get maximum salary
I agree with Maj S Nath 's views that Armed Forces should get the maximum salary, more than even IAS officers. No other service deserves salary more than or even equal to IAS. Most Of IAS officers I talked to, agree on this.

The new Air India CMD's pride in his organisation is evident.Of course,he can claim that the staff are the best. He sees them at their best behaviour when he travels. But others who have had the misfortune of travelling by AI would tell a different tale. Rude, arrogant, insensitive and totally lacking in service metality-that's how the staff would be viewed. In that sense,I have found the Indian Airlines staff much more competent and service minded. Unless the airline is handed over for privitisation, the mentality of the AI staff will remain the same.

Our Prime Minister seems to be losing his sensitivity towards vital issues in public life. Or what else can explain the setting up a committee of thre IAS officers to examine a report which has been designed and delivered by the IAS coterie.

There is a huge difference in pay structure in Army
Regarding Pay annomalies in 6th Pay Commission for armed forces. It should be noted by the High level Committee constituted to remove anomalies in the 6th Pay Commission's recommendations, there is a huge difference between the pay scales of Jawans and Officers. An officers at presently just with 8-9 years of service will be enhanced by more than Rs. 10000 pm but what about Jawans, who are doing regrous work at the field and no one is talking about the disparities in armed forces. A jawan, who even by rendering maximum service cannot reach to a level of a newly recruited Lieutenant/Flying Officer. Therefore, whatever the Officers demand in armed forces the considerations of Jawans also to be taken care. At least pay of a JCO, who gets JCO rank after 15-25 yrs of service, should be made at least equavalent to a newly recruited Lieutenant. These disparities nowhere prevelent in any part of world. At present an officer who is getting a salary approx 37000/- pm (lumpsum) will be getting approx 51,000/- including allowances, like ration allowance, technical pay, etc., hence there is a benefit of approx 13-15000 for each officers. Hence, High Level Committee, should analyse all aspects of pay parities of armed forces, not only for officers of armed forces.

Did the Pay Commission help Govt employees?From all the news it appears the Pay Commission has dampened and reduced the morale of most Govt employees especially the Defence Sevices.Terrible thing to happen.Something needs to be done URGENTLY to get things right or else one wonders what can we expect from a demoralised SOLDIERS/SAILORS/AIR WARRIORS and other Govt employees like the Police/Railways.They need justice,so that we all can live in a peaceful enviroment.

Every service is contributing
Every Service in the country is contributing or has the potential to contribute to the development of the Nation. Not only the IAS. What do they do? They only eat the food prepared by others. How many of them really prepare a project for any tangible result. Just see, if the defiance people are not given proper place and our country is not secure where these IAS will be ruling. Why the IAS is not venturing into naxal affected areas. Who are working there? Who is taking more pain? All services be it IPS/IFS/IRS/IRTS/ISS/ITS/IOFS/IIS/IES etc. so on contributing significantly to the nation. In pay commission report quoting that IAS is superior is antagonizing large section of services who are doing even more than IAS. Tell me on which service the IAS people are not depending for their achievement. Let an IAS officr react and say he has no connection with any organized service stated above. I will react on behalf of all sevices. But 'If a free society cannot help the many who are poor, it can't save the few who are rich' said Johnn F Kennedy. If the IAS think to be the rich the Govt. cant protect them by demoralizing the other services. This is high time Govt. should think of some near parity if not full parity with that service.

Sub: Habitual late coming by Gr.C and Gr. D staff - regarding
Sanjay may like to visit the corridors of South Block/ North Block to the see the actual picture of Gr. C and D. He may enter at 9.AM and it is very common that Gr. D staff are running to the water tap for bringing water for their bosses. They have to clean tables, chairs, glasses, cup/plates and switch on lights/ACs of their bosses to keep the room cool before bosses reach! It is beyond my understanding that peons come later than their bosses.
Sanjay may also like to see the other side of the picture in important high offices what is the routine of senior officers (JS and above):
1000-1100 hrs Entry to office - smart cards were issued to officers but nobody ever punched!!! Government vehicles are provided for their travel from residence to office - maximum travel time 5-7 minutes.
1100 onwards - Tea-coffee/cashew/biscuits (all at government expense) reading news papers/seeing a few papers
If it is a match day - the computer or TV in JS' room would give all the telecast throughout day.
1230-1300 Peon informs Sir/Mam car laga di hai - ghar jane ke liye
Boss disappears in the official vehicle from office on the pretext of lunch
1500-1600 hrs comes back - makes a few phone calls to friends - clears some files
Will sit late as long as he wishes to give an impression that he is overloaded.
Gr. C and Gr. D would keep waiting for his departure as peon has to escort him to gate so that official vehicle is available for the boss. After boss departs the Gr. D has to switch off the lights and air conditioners of their bosses.
It may also be added that if there is laxity on the part of Gr.C/Gr.D staff, it is clearly attributable to the ill-management of their superiors.
Sanjay may like to suggest some way to make corrections in the above system. If above system is corrected the efficiency will increase manifold, as it is they who are the decision makers and not the Gr.C and D staff.

The Pay Commission Fiasco
Government will pay for this fiasco by losing the elections.
But India will also be a loser.
We don't want the late80s-90s back where realignment of power equations was the only thing being done and Mandal Champ (VP) 7 Month Mayfly (Chandrashekar) Sleeping Beauty (Deve Gowda) and Good Intentions Lousy Execution (IK Gujral) rose to screw the nation over. India's progress started under Narasimha Rao govt's economic reforms and continued in the Vajpayeeji's NDA regime and under Dr. Singh. And the common denominator is a stable government. So if this we get a fractured mandate as Congress loses many votes we will all be losers.
Government should may amends not only for its own sake but for India's sake.
